The House of Representatives of the De La Salle University-Dasmariñas University Student Government has officially released a statement addressing 𝐭𝐡𝐞 𝐬𝐞𝐯𝐞𝐫𝐞 𝐞𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐢𝐦𝐩𝐚𝐜𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐔𝐒-𝐈𝐫𝐚𝐧 𝐜𝐨𝐧𝐟𝐥𝐢𝐜𝐭 𝐨𝐧 𝐭𝐡𝐞 𝐅𝐢𝐥𝐢𝐩𝐢𝐧𝐨 𝐩𝐞𝐨𝐩𝐥𝐞. With domestic fuel prices soaring past ₱100 per liter and national inflation projected to reach 7.5%, the Seventh Congress recognizes the immediate reality of this crisis in every household.

The statement emphasizes that students are particularly vulnerable, as rising transportation costs squeeze daily allowances and threaten access to quality education. In response, the House of Representatives calls on the national government to prioritize price controls and fuel subsidies while urging the university administration to implement academic flexibility, such as online modalities, to support the student body during this National Energy Emergency.

📋 In accordance with the 24th Act of Congress, also known as the "USG Transparency and Accountability Act of 2022," specifically Section 9.3: Student Officer Attendance, the University Student Government is mandated to release a consolidated Quarterly Attendance record of all its student officers for public viewing.

CONCURRENT RESOLUTION NO. 01

The Congress of the DLSU-D University Student Government - Seventh Congress formally declares the passage of Concurrent Resolution No. 1: A Resolution Pronouncing the Non-Confirmation of Mr. Philip Zymon P. Linezo for the Position of Vice President of the University Student Government during the 3rd Joint Session held on February 25, 2026, by the Congress.

Following the voting proper which resulted in the non-confirmation of the Vice Presidential Nominee, a MOTION FOR RECONSIDERATION had been filed. As of this time, the Congress’ final decision regarding the reconsideration is still pending. We ensure that this process will continue to prioritize transparency and the proper functioning of the USG for the benefit of the student body.

The Seventh Congress remains committed to upholding the standards of student leadership and ensuring that all essential responsibilities are fulfilled.

The budget hearing occurs every semester, allowing us to deliberate on the activities and budgets allocated. Guiding the monetary flow, it provides a legitimate budgetary structure for the activities implemented by the University Student Government for the students. 🙌🏼

The Congress, as members of the University Student Government that are gathering to examine the budget for this semester, we ensure a transparent, honest, and equitable budget hearing for the benefit of the whole student body. ⚖️🔊

On the 4th formal Session of the House held on the 19th of February of 2026 and presided over by Speaker of the House Floreza Mae Z. Pongo, this resolution was passed with the unanimous consent of the Representatives present in the said Session.

This resolution establishes a streamlined system for gathering student input, ensuring that the legislative process remains data-driven and responsive to the needs of the Lasallian student body. This resolution formalizes the implementation of Focus Group Discussions (FGDs) with various sectoral groups in the University.

Guided by the 𝐔𝐒𝐆 𝐂𝐨𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧 to protect student rights and autonomy, the resolution mandates the 𝐒𝐭𝐮𝐝𝐞𝐧𝐭 𝐀𝐟𝐟𝐚𝐢𝐫𝐬 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐒𝐀𝐂) to facilitate these sessions online via 𝐌𝐢𝐜𝐫𝐨𝐬𝐨𝐟𝐭 𝐓𝐞𝐚𝐦𝐬 The initiative aims to gather data-driven insights and unique sectoral experiences to serve as a primary reference for future legislation concerning the welfare of the Lasallian community.

𝐃𝐋𝐒𝐔-𝐃 𝐔𝐒𝐆 𝐇𝐨𝐮𝐬𝐞 𝐨𝐟 𝐑𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐯𝐞𝐬 – 𝟕𝐭𝐡 𝐂𝐨𝐧𝐠𝐫𝐞𝐬𝐬 🏛️

The University Student Government Trust is composed of the fixed contributions of every student enrolled for every semester, which are referred to as the “𝐬𝐭𝐮𝐝𝐞𝐧𝐭 𝐜𝐨𝐥𝐥𝐞𝐜𝐭𝐢𝐨𝐧," and “𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐢𝐧𝐜𝐨𝐦𝐞,” which are other sources derived from approved income-generating functions, return on investments, excess funds, and fund reserves. At present, the USG receives three hundred pesos (Php 300.00) from every student enrolled in each semester.

The sum of the University Student Government’s student collection and government income for each semester, which shall be the basis for the budget proposals reflected in the GEP, is divided into four (4) classifications: 𝐭𝐡𝐞 𝐌𝐚𝐧𝐝𝐚𝐭𝐨𝐫𝐲 𝐅𝐢𝐬𝐜𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭𝐬, 𝐃𝐢𝐬𝐜𝐫𝐞𝐭𝐢𝐨𝐧𝐚𝐫𝐲 𝐅𝐢𝐬𝐜𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭𝐬, 𝐒𝐮𝐩𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐥 𝐅𝐢𝐬𝐜𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭, 𝐚𝐧𝐝 𝐀𝐛𝐬𝐨𝐥𝐮𝐭𝐞 𝐑𝐞𝐬𝐞𝐫𝐯𝐞𝐝 𝐅𝐢𝐬𝐜𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐭𝐦𝐞𝐧𝐭. Each fiscal commitment classification provides a purpose and fixed percentage that limits how much of the money within the Trust can only be allocated to it.

The House of Representatives proudly announces the commencement of Pagsiyasa’t Pag-aninaw: The USG Budget Hearing for the 2nd Fiscal Semester of A.Y. 2025-2026.

In this series of Joint Sessions, the Congress will be breaking down the numbers from mandatory projects and discretionary activities to the vital reserves that keep our student government sustainable.

Due to technical difficulties, the first onsite Session is not going to be available for livestreaming. Nevertheless, we aim to keep the public informed by opening our doors and giving access to the relevant files to the media.
