𝗤𝗨𝗔𝗥𝗧𝗘𝗥𝗟𝗬 𝗔𝗧𝗧𝗘𝗡𝗗𝗔𝗡𝗖𝗘 𝗥𝗘𝗣𝗢𝗥𝗧 𝗢𝗙 𝗧𝗛𝗘 𝗦𝗘𝗡𝗔𝗧𝗘 𝗙𝗢𝗥 𝗧𝗛𝗘 𝗙𝗜𝗥𝗦𝗧 𝗤𝗨𝗔𝗥𝗧𝗘𝗥 𝗢𝗙 𝗔.𝗬. 𝟮𝟬𝟮𝟲-𝟮𝟬𝟮𝟳

In compliance with the mandates of the 24th Act of Congress, otherwise known as the USG Transparency and Accountability Act of 2022, the Senate - Eighth Congress hereby releases its Quarterly Attendance Record for the First Quarter of the First Semester A.Y. 2026–2027, for public viewing and evaluation.

This shall affirm the members of the Senate’s commitment in ensuring their presence where decisions are being made, amplifying the voice of the communities they represent in every meetings and sessions attended.

📝 A RESOLUTION ELECTING SENATOR ZEUS F. VIRAY AS CHAIRPERSON OF THE COMMITTEES ON STUDENT DISCIPLINE, WELFARE, AND WELLNESS AND GOOD GOVERNANCE OF THE SENATE FOR THE EIGHTH CONGRESS

The Rules of the Senate provide that the Senate may elect its officers during the First Regular Session. Following the First Formal Session of the Senate, Sen. Zeus F. Viray introduces Senate Resolution No. 008-05, which officialize his election for the positions of Student Discipline, Welfare, and Wellness Committee Chairperson and Good Governance Committee Chairperson, immediately upon its adoption with the concurrence of the Senate. He shall be spearheading the protection and advancement of student rights and holistic development through legislation, along with the reinforcement of accountability and integrity among student government officers.

This election reinforces the Senate’s commitment to the advancement of student well-being and adherence to the highest standards of ethical student-leadership.

📝 A RESOLUTION ELECTING SENATOR CATHLYN U. GOMEZ AS THE CHAIRPERSON OF THE COMMITTEES ON FINANCE AND GOVERNMENT ACCOUNTS AND USG CONSTITUTION OF THE SENATE FOR THE EIGHTH CONGRESS

The Rules of the Senate provide that the Senate may elect its officers during the First Regular Session. Following the First Formal Session of the Senate, Sen. Cathlyn U. Gomez introduces Senate Resolution No. 008-04, which officialize her election for the positions of Finance and Government Accounts Committee Chairperson and USG Constitution Committee Chairperson, immediately upon its adoption with the concurrence of the Senate. She shall be spearheading the examination of the USG’s fiscal operations and budget deliberations and the assessment of the 2019 USG Constitution on the end of the Senate.

This election shall affirm the Senate’s careful stewardship of student funds and assessment of the USG’s foundational legal framework.

📝 A RESOLUTION ELECTING SENATOR ATHAZHA FAYE H. CABIGTING AS THE SECRETARY-GENERAL OF THE SENATE FOR THE EIGHTH CONGRESS

The Rules of the Senate provide that the Senate may elect its officers during the First Regular Session. Following the First Formal Session of the Senate, Sen. Athazha Faye H. Cabigting introduces Senate Resolution No. 008-03, which officialize her election for the position of Secretary-General immediately upon its adoption with the concurrence of the Senate. She shall concurrently serve as the Chairperson of the Communications and Secretariat Committee, spearheading the Senate’s clerical affairs.

This election secures the Senate’s administrative and records management leadership, ensuring transparency, accountability, and proper documentation of all legislative proceedings.

📝 A RESOLUTION ELECTING SENATOR GABRIELLE TRINITY B. BEN AS THE SENATE PRESIDENT PRO TEMPORE OF THE SENATE FOR THE EIGHTH CONGRESS

The Rules of the Senate provide that the Senate may elect its officers during the First Regular Session. Following the First Formal Session of the Senate, Sen. Gabrielle Trinity B. Ben introduces Senate Resolution No. 008-02, which officialize her election for the position of Senate President Pro Tempore immediately upon its adoption with the concurrence of the Senate. She shall assist the Senate President in the management of the Senate and shall serve as an ex-officio member of all Standing Committees.

This election ensures the reinforcement of the Senate’s leadership structure and its capacity to carry out its duties for the Eighth Congress.

📝 A RESOLUTION ADOPTING THE RULES OF THE SENATE FOR THE EIGHTH CONGRESS

The 2019 USG Constitution vests each House of Congress the authority to determine its own rules of proceedings.

Senate Resolution No. 008-01, as introduced by Sen. Gabrielle Trinity B. Ben, Sen. Athazha Faye H. Cabigting, Sen. Cathlyn U. Gomez, and Sen. Zeus F. Viray, was adopted during the 2nd Formal Session on September 28, 2026. This Resolution formally adopts the Amended Rules of the Senate for the operations of the Senate - Eighth Congress, which shall remain effective until duly amended or repealed.

These rules are essential to establish a clear, objective framework for the Senate’s composition, delegation of responsibilities, legislative processes, parliamentary standards, and accountability mechanisms. Its effectivity ensures the proper, orderly, and responsible exercise of legislative power vested in the Senate.

𝐓𝐇𝐄 𝐒𝐄𝐍𝐀𝐓𝐄 - 𝐄𝐈𝐆𝐇𝐓𝐇 𝐂𝐎𝐍𝐆𝐑𝐄𝐒𝐒 𝐈𝐒 𝐍𝐎𝐖 𝐈𝐍 𝐒𝐄𝐒𝐒𝐈𝐎𝐍.

The Senate officially commences its duties for the First Regular Session of Academic Year 2026-2027 after having been sworn into office on September 22, 2026 by the incumbent Senate President and witnessed by the members of the High Court.

The First Formal Session for the First Regular Session took place on the following day, September 23, 2026, where the election of the Senate’s internal officers took place.

This juncture formally signifies the start of the Senate’s pursuit of its legislative agenda for the Eighth Congress of the University Student Government.
