The University Student Government Senate proudly presents its Progress Report for the Second Regular Session of the Seventh Congress.

This report outlines the legislative measures, resolutions, executive confirmations, committee proceedings, and formal deliberative sessions undertaken by the Senate throughout the semester. It reflects the chamber’s unwavering commitment to advancing policies and reforms that address the needs of the student body while upholding the principles of transparency, accountability, participation, and evidence-based policymaking in fulfilling its legislative mandate.

These measures represent not only an accomplishment but also a significant contribution to the ongoing effort to build a more responsive, inclusive, and resilient system of student governance capable of addressing both current challenges and future uncertainties.

While this administration may come to an end, the responsibility to serve the student body remains steadfast.

𝐓𝐇𝐄 𝐒𝐄𝐍𝐀𝐓𝐄 𝐋𝐄𝐆𝐈𝐒𝐋𝐀𝐓𝐈𝐕𝐄 𝐃𝐈𝐆𝐄𝐒𝐓

The University Student Government–Senate of the Seventh Congress upheld its commitment to student representation, legislative excellence, and good governance by diligently exercising its legislative and oversight functions throughout its term.

The Senate successfully convened twenty-two (22) formal sessions, referred nine (9) Senate Bills for review and deliberation by the Congress, and enacted five (5) bills into law.

In addition to fulfilling its legislative mandate, the Senate adopted thirty-two (32) resolutions and received and reviewed twenty-three (23) Executive Reports.

These accomplishments demonstrate the unwavering dedication and steadfast commitment of the USG–Senate Seventh Congress to providing responsive leadership, effective governance, and meaningful service to the students it represents.

𝐔𝐒𝐆 𝐒𝐄𝐍𝐀𝐓𝐄 𝐐𝐔𝐀𝐑𝐓𝐄𝐑𝐋𝐘 𝐀𝐓𝐓𝐄𝐍𝐃𝐀𝐍𝐂𝐄 𝐑𝐄𝐏𝐎𝐑𝐓 – 𝐓𝐇𝐈𝐑𝐃 𝐀𝐍𝐃 𝐅𝐎𝐔𝐑𝐓𝐇 𝐐𝐔𝐀𝐑𝐓𝐄𝐑𝐒, 𝐀𝐘 𝟐𝟎𝟐𝟓–𝟐𝟎𝟐𝟔

In compliance with the USG Transparency and Accountability Act of 2022, the University Student Government Senate releases the consolidated attendance record for the Third and Fourth Quarters of Academic Year 2025–2026. This report covers all formal sessions and committee hearings conducted from February to June 2026, reflecting the Senate’s continued commitment to transparency and accountability in student governance.

The report documents attendance across the 10th to the 22nd Formal Sessions, where participation remained generally consistent, with most Senators present in the majority of meetings and several sessions reflecting full or near‑complete attendance. Despite this, one session was recorded as unable to proceed due to lack of quorum, highlighting existing operational and manpower constraints within the legislative body.

Attendance in committee hearings conducted by the Finance and Government Accounts Committee, the Committee on Good Governance, and the Student Discipline, Welfare, and Wellness Committee showed varying levels of participation across different dates. These records reflect both the flexibility required in committee‑level legislative work and the challenges of sustaining consistent attendance across multiple functions and responsibilities.

Transparency, integrity, and accountability remain at the core of our service to the Lasallian community, as the Senate continues to ensure that attendance records are properly documented, accessible, and reflective of each member’s commitment to public service.

The University Student Government - Senate is delighted to honor its Senate President Pro Tempore, Casper Miguel F. Llanes, as the 𝐒𝐞𝐧𝐚𝐝𝐨𝐫 𝐧𝐠 𝐓𝐚𝐨𝐧 for the Seventh Congress during the annual Luntiang Parangal.

As a Senator representing the College of Criminal Justice and Education, his unwavering dedication to quality and service serves as an inspiration to the Senate and the entire DLSU-D community. He embodies the values of excellence, integrity, and courage, encouraging everyone to strive for these qualities in their own pursuits.

• 𝐒𝐞𝐧𝐚𝐭𝐞 𝐁𝐢𝐥𝐥 𝐍𝐨. 𝟎𝟕: 𝐈𝐧𝐭𝐫𝐚𝐜𝐚𝐦𝐩𝐮𝐬 𝐌𝐨𝐛𝐢𝐥𝐢𝐭𝐲 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟐𝟔 – Created a Free Bicycle Access Program and modernized campus vehicles, promoting sustainable, eco-friendly, and accessible transportation for students.

• 𝐒𝐞𝐧𝐚𝐭𝐞 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐍𝐨. 𝟎𝟕-𝟎𝟐𝟒 – Amended Senate rules to rationalize quorum requirements, institutionalize the three-reading principle, and streamline legislative proceedings amidst manpower challenges.

𝐈𝐌𝐏𝐄𝐀𝐂𝐇𝐌𝐄𝐍𝐓 𝐂𝐎𝐔𝐑𝐓 𝐔𝐏𝐃𝐀𝐓𝐄

The University Student Government–Senate of the Seventh Congress convened as an Impeachment Court on 08 June 2026 to address the Articles of Impeachment against former USG President, presided over by Jeyah Ducusin, the Chief Justice of the USG High Court.

Following thorough deliberation, the Senate, sitting as an Impeachment Court, proceeded to vote and ultimately resolved to archive the Articles of Impeachment, without prejudice, recognizing the case as moot and academic in light of the prevailing circumstances, while still preserving the records of the proceedings.

At the outset of the proceedings, the Senate moved to discuss the legal basis and validity of continuing the impeachment trial, taking into consideration the surrounding circumstances affecting the case. This was followed by deliberations on the relevant Senate Resolution, which formally acknowledged and recorded the facts, documents, and developments related to the impeachment proceedings.

Subsequently, the Office of the Solicitor General’s Memorandum and Manifestation were presented before the Impeachment Court, providing a legal framework and opinion on the matter. The presentation emphasized the implications of supervening events on the continuation of the proceedings and guided the Senate in assessing the necessity and practicality of pursuing further trial actions.

An unmoderated caucus was then conducted, allowing the Senator‑Judges to engage in in‑depth discussions, exchange perspectives, and deliberate on the legal and procedural considerations of the case.

In the interest of transparency and accountability, the Articles of Impeachment were formally read in open session, ensuring that information of the charges and grounds as previously transmitted by the House of Representatives was afforded before the student body.

These proceedings reflect the Senate’s continued commitment to upholding due process, ensuring transparency, and maintaining the rule of law in the exercise of its quasi‑judicial responsibilities.

𝐂𝐎𝐍𝐕𝐄𝐍𝐈𝐍𝐆 𝐎𝐅 𝐓𝐇𝐄 𝐈𝐌𝐏𝐄𝐀𝐂𝐇𝐌𝐄𝐍𝐓 𝐂𝐎𝐔𝐑𝐓

The University Student Government Senate of the Seventh Congress announces the official convening of the Impeachment Court for the trial of former USG President.

Pursuant to the 2019 USG Constitution and the 44th Act of Congress (Rules of Procedure for Impeachment), the Senate shall sit as an Impeachment Court to hear and deliberate on the Articles of Impeachment formally transmitted by the House of Representatives, which exercises the sole power to initiate impeachment proceedings.

The transmitted Articles of Impeachment have been formally received and acknowledged by the Senate through Senate Resolution No. 07‑032, which records the facts, documents, and proceedings related to the impeachment case. These Articles shall be taken up as part of the official agenda of the Impeachment Court for trial and deliberation.

The impeachment charges stem from findings that the respondent committed the following acts:
• Malversation of student funds
• Betrayal of student trust
• Gross negligence of duty
• Culpable violation of the Constitution
• Other misdemeanors punishable by law
• Gross inability to perform the functions of the office

In accordance with established procedure, the Senate shall reorganize itself as an Impeachment Court, where Senators shall serve as judges under oath and conduct proceedings including the presentation of evidence, examination of witnesses, and deliberation on each Article of Impeachment. Judgment shall be rendered through a voting process requiring the concurrence of three‑fourths of all Senators for conviction, ensuring due process, impartiality, and adherence to constitutional standards throughout the trial.

The proceedings aim to uphold due process, ensure accountability, and preserve the integrity, transparency, and constitutional foundations of student governance within the University Student Government.

The impeachment trial will be held on June 8, 2026, from 8:30 PM to 10:30 PM via Microsoft Teams and is open to all members of the DLSU‑D community.

The University Student Government Senate of the Seventh Congress has officially adopted this resolution during its 22nd Formal Session held on June 4, 2026. The measure acknowledges and records the relevant facts presented in the Memorandum and Manifestation of the Solicitor General and the transmitted Articles of Impeachment from the House of Representatives.

Introduced by the Senate Standing Committee on Good Governance, this resolution aims to uphold constitutional principles and ensure adherence to due process by recognizing that the resignation of the former President rendered the impeachment proceedings moot and academic.

Key actions include:
• Acknowledging the facts presented in the Solicitor General’s Memorandum and Manifestation.
• Recognizing the transmitted Articles of Impeachment from the House of Representatives.
• Declaring the impeachment proceedings moot and without further need for trial proceedings.
