𝐍𝐂𝐀𝐅 𝟐𝟎𝟐𝟔 | ILOILO CITY — The "Heart of the Philippines" is beating with cultural fervor as delegates from Region II’s six premier state universities (SUCs) touched down in this UNESCO City of Gastronomy for the 2026 PASUC National Culture and the Arts Festival (NCAF) hosted by West Visayas State University from April 8 to 11.

𝐍𝐂𝐀𝐅 𝟐𝟎𝟐𝟔 | ILOILO CITY — The "Heart of the Philippines" is beating with cultural fervor as delegates from Region II’s six premier state universities (SUCs) touched down in this UNESCO City of Gastronomy for the 2026 PASUC National Culture and the Arts Festival (NCAF) hosted by West Visayas State University from April 8 to 11.

The Regional Association of SUCs (RASUC 02) comprised of Isabela State University, Batanes State College, Cagayan State University, Nueva Vizcaya State University, Philippine Normal University-North Luzon, and Quirino State University gathered for a solidarity and preparatory assembly ahead of the competition in bannering Cagayan Valley's pride.

Under the theme “𝗣𝗔𝗚𝗦𝗔𝗨𝗟𝗢𝗚: 𝘗𝘢𝘨𝘱𝘢𝘴𝘪𝘥𝘶𝘯𝘨𝘰𝘨 𝘴𝘢 𝘈𝘵𝘰𝘯 𝘗𝘢𝘯𝘶𝘣𝘭𝘪𝘰𝘯, 𝘒𝘶𝘭𝘵𝘶𝘳𝘢 𝘬𝘢𝘨 𝘮𝘨𝘢 𝘉𝘢𝘩𝘢𝘯𝘥𝘪”, the festival celebrates the nation’s rich heritage, vivid culture, and cherished traditions, urging delegates to highlight the uniqueness of their regions with artistry and creativity.

RASUC-02 President Prof. Boyet L. Batang, PhD, presided over the meeting, urging delegates to excel, shine, and showcase Region II’s finest talents. Regional Director for Socio-Cultural Affairs Prof. Freddie R. Cabrera, PhD, also highlighted key reminders and orientations, ensuring all contingents were primed for smooth and effective participation.

Iloilo Science and Technology University representatives, overseeing the delegates’ billeting, supported the meeting, including Dr. Dyna Remaneses, Director for Socio-Cultural Affairs, and Ms. Jimma Acanto, Chair for Billeting. Mr. Manfred Von P. Magat, Director for Safety, Security, Environment, and Disaster Mitigation Management Office, briefed delegates on safety protocols, accommodations, and university policies.
