MANILA, Philippines — A performance bonus before year-end and greater employment stability for university educators.
Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon brought double good news to the University of the Philippines (UP) community on Friday, October 9, announcing that the entire UP System is eligible for the Fiscal Year (FY) 2024 Performance-Based Bonus (PBB), which eligible personnel can expect to receive before the end of 2026.
The Budget Chief also confirmed DBM’s approval of the conversion of 179 part-time faculty positions into regular positions at UP Manila, along with the reclassification of five faculty items, strengthening employment stability and institutional support for educators preparing the country’s future healthcare professionals.
“If we want students to have a better future, we must also take better care of the people preparing them for that future,” Secretary Kim emphasized during his visit to UP Manila.

Secretary Kim confirmed that the entire UP System has qualified for the FY 2024 Performance-Based Bonus, recognizing the collective performance and contributions of its professors, researchers, healthcare professionals, and administrative, technical, and support personnel.
More importantly, he announced when eligible personnel can expect to receive their bonuses.
“You can expect to receive your FY 2024 Performance-Based Bonus before the end of this year!” Secretary Kim declared, bringing welcome news to the UP community ahead of the holiday season.
The announcement covers the entire UP System, recognizing the collective efforts of personnel across the national university who help deliver quality education, advance research, provide healthcare, and sustain essential public services.
Secretary Kim stressed that the accomplishments of an institution are made possible by people whose contributions extend far beyond classrooms and laboratories, including those working behind the scenes to keep university operations running.
“Excellence is a collective effort. And when an institution performs, the people who make that performance possible deserve recognition,” he said.
The Budget Chief emphasized that the PBB is earned recognition for the dedication and performance of government personnel, reinforcing the importance of rewarding excellence and accountability in public service.
“Good performance in government should not only be expected. It should also be recognized,” he added.

In another significant development, Secretary Kim announced DBM’s approval of the conversion of 179 part-time faculty positions into regular positions at UP Manila, providing greater employment stability and institutional support for the university’s teaching workforce.
DBM likewise approved the reclassification of five faculty items to align their position nomenclature with their updated full-time status under their respective unique item numbers.
While these personnel actions may sound technical, Secretary Kim emphasized that their impact is both practical and personal.
For the affected faculty members, the approvals mean greater employment stability and stronger institutional support. For UP Manila, they help build a more stable teaching workforce capable of sustaining quality instruction, research, and public service.
“The people we entrust with preparing our future doctors, nurses, and healthcare professionals also deserve a stronger foundation for their own future,” the Budget Chief stressed.
He underscored that supporting educators is directly connected to improving the quality of education Filipino students receive.
“When we give our educators greater stability, we give our students a stronger foundation for success,” Secretary Kim added.

Beyond the immediate benefits to UP personnel, Secretary Kim emphasized that the two announcements reflect the government’s broader commitment to expanding access to free, quality higher education by strengthening the people and institutions responsible for delivering it.
The announcements were made during the Budget Chief’s inspection of UP Manila’s modern medical and nursing simulation facilities, which provide hands-on training for future doctors, nurses, and other healthcare professionals.
As the country’s National Health Sciences Center, UP Manila plays a critical role in preparing health professionals who will eventually serve patients and communities across the Philippines.
Secretary Kim stressed that investments in modern laboratories, medical equipment, and learning facilities must be matched by meaningful support for the educators, researchers, and university personnel who put these resources to productive use.
“A university is not made excellent by its buildings alone. It is made excellent by the people who bring those buildings to life,” he emphasized.
UP Manila Chancellor Dr. Michael L. Tee likewise underscored the importance of developing the university’s faculty, researchers, and administrative personnel alongside investments in modern facilities.
According to Chancellor Tee, government support for UP Manila creates a multiplier effect by strengthening education, research, and healthcare while building the country’s capacity to respond to the health needs of its people.
For Secretary Kim, this is precisely why strengthening the welfare and institutional support of university personnel must remain an essential part of improving public higher education.
“We cannot build a stronger public education system without building a stronger foundation for the people who sustain it,” he stressed.
A proud UP alumnus, Secretary Kim said the two announcements demonstrate the government’s commitment to translating public resources into concrete benefits for educators, students, and ultimately, the Filipino people.
The developments also support President Ferdinand R. Marcos Jr.’s commitment to expanding access to free, quality higher education and strengthening the institutions and personnel responsible for delivering it.
“Our job is to turn public resources into public results. Every peso invested in education should create an opportunity, strengthen an institution, improve a service, or change a life,” Secretary Kim concluded.
