MSU-Maguindanao commends the Office of the Chief Minister of BARMM, led by Chief Minister Abdulraof Macacua, for its steadfast commitment to advancing the WPS agenda through Executive Order No. 0004, Series of 2026. This landmark order mandates the integration of WPS Programs, Activities, and Projects into Gender and Development Plans and Budgets across all BARMM ministries and agencies. It embeds gender equality, peacebuilding, and the protection of women’s rights at the heart of regional governance, in full alignment with national and international frameworks.

The university likewise honors the Bangsamoro Women Commission and its Diploma in WPS graduates for their invaluable contributions to this milestone. Furthermore, MSU-Maguindanao extends special recognition to MP Dr. Tomanda D. Antok for championing the passage of a BTA Parliament bill that embeds WPS principles into basic and higher education across BARMM, a historic step toward gender-responsive and culturally-sensitive development for generations to come.

𝐈𝐧 𝐜𝐚𝐬𝐞 𝐲𝐨𝐮 𝐦𝐢𝐬𝐬𝐞𝐝 𝐢𝐭‼️

Mindanao State University–Maguindanao continues to advance its academic landscape through infrastructure developments for student welfare. With the support of former DBM Secretary Amenah Pangandaman and Senator Rolando Marcoleta, along with the efforts of university leaders and stakeholders, the institution has moved forward with key projects that will benefit present and future students.

Among these is a ₱44-million infrastructure project for the Institute of Management and a ₱72-million academic building for the College of Engineering and Computing Sciences, aimed at improving learning spaces and facilities. In addition, after 52 years, a new College of Public Affairs and Governance building worth ₱66-million, is set to be established.

These developments show MSU-Maguindanao’s continued progress and its commitment to a more effective and student-focused learning environment.

𝗚𝗮𝗹𝘃𝗲𝘇 𝗝𝗿., 𝗳𝗼𝗿𝗺𝗲𝗿 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝗶𝗮𝗹 𝗔𝗱𝘃𝗶𝘀𝗲𝗿 𝗳𝗼𝗿 𝗣𝗲𝗮𝗰𝗲, 𝗥𝗲𝗰𝗼𝗻𝗰𝗶𝗹𝗶𝗮𝘁𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗨𝗻𝗶𝘁𝘆, for your continued commitment to MSU–Maguindanao since 2023 in implementing initiatives, including the ongoing Scaling Climate-Smart Agri-Aqua Enterprises for Inclusive Livelihood in Camp Omar, Camp Badre, and Camp Abubakar, as well as the development of Science and Technology-Based and Climate-Smart Mixed Farming Systems for crop, fish, and livestock production in Camp Omar and Camp Badre. These efforts also advanced the MNLF Educational Assistance Program with Peace Formation Sessions, the MNLF Camp Transformation Project, and the MSU–Maguindanao DWPS MOU with OPAPRU, strengthening inclusive livelihoods, education, and community development.

MSU–Maguindanao, led by Chancellor Bai Hejira Nefertiti M. Limbona, together with its community, expresses its gratitude for these contributions.

More than the programs and partnerships, these initiatives have created real opportunities for communities striving to rebuild and move forward. They have helped families access better livelihoods, supported learners in continuing their education, and strengthened confidence among beneficiaries.

Mindanao State University–Maguindanao extends its warm congratulations to Hon. Mel Senen Sarmiento on his appointment as Presidential Adviser for Peace, Reconciliation, and Unity under the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), as publicly announced on April 21, 2026.

Hon. Sarmiento is a seasoned public servant with extensive experience in local governance, legislation, and institution-building. He served as Secretary of the Department of the Interior and Local Government under President Benigno Aquino III from September 2015 to June 2016, where he oversaw key national bodies involved in peace and security. During his tenure, he chaired the National Peace and Order Council and served as Vice Chairman for Disaster Preparedness of the National Disaster Risk Reduction and Management Council. He also participated in inter-agency bodies such as the Justice Sector Coordinating Council and the Inter-Agency Council Against Trafficking, strengthening his expertise in cross-sectoral coordination, an essential component in advancing peace and reconciliation efforts.

Sarmiento served as Representative of the 1st District of Samar during the 15th (2010–2013) and 16th Congress (2013–2016) of the Philippines. During this period, he played a key role in advancing legislative reforms. He was the principal author of House Bill 4994, a significant measure that proposed the establishment of a new autonomous political entity in Muslim Mindanao. While not enacted in its original form, the bill contributed to the legislative groundwork for subsequent measures, including the passage of the Bangsamoro Organic Law and the creation of the Bangsamoro Autonomous Region in Muslim Mindanao, widely regarded as a milestone in the country’s peace process.

Beyond peace-related legislation, Sarmiento authored and co-authored several key national laws, including Republic Act No. 10630, which strengthened the juvenile justice system, and Republic Act No. 10364, which enhanced the country’s anti-trafficking framework. He was also an original author of Republic Act No. 11232 and Republic Act No. 11392. His legislative record reflects a strong focus on institutional reform, social protection, and governance frameworks aligned with inclusive development and reconciliation.

And prior to his national roles, he served as Vice Mayor of Calbayog City and later as Mayor for three terms. He also served as Secretary-General of the League of Cities of the Philippines and chaired the Regional Development Council in Eastern Visayas, further strengthening his foundation in local governance and regional development.

The three-day strategic planning activity of Mindanao State University–Maguindanao culminated in the crafting of its New Five-Year Development Plan (NFYDP) 2026–2030, held on April 9–11, 2026, at Eden Nature Park and Resort, Davao. The activity provided a structured, participatory forum to evaluate the previous five-year plan, revisit and validate the University’s Vision, Mission, and Core Values (VMCV), and develop a new plan aligned with current and emerging institutional needs. It also initiated the formulation of a clear branding and institutional identity, strengthening MSU–Maguindanao’s image as an inclusive, service-oriented, and forward-looking public university.

Chancellor Bai Hejira emphasized the need to sustain momentum while recalibrating strategies to address both strengths and gaps, highlighting the importance of strengthening institutional structures and reorganizing offices for greater efficiency and alignment with the University’s long-term vision.

The Diploma in Women, Peace and Security of MSU-Maguindanao held their Learning Visits on March 26–30, 2026, in Thailand, in partnership with the Philippine Center for Islam and Democracy (PCID), UNDP Philippines, and the United Kingdom Government.

The exchange expanded learning beyond the Philippines through engagements in key academic and peace institutions across Thailand, including Bangkok, Chiang Rai, Pattani, and Yala. These engagements promoted comparative insights on conflict transformation, identity, and women-led peacebuilding.

Among the MSU-Maguindanao faculty participants were Dr. Saima S. Maulana, Assoc. Prof. Bai Putri Morayah Amil, Dr. Alimodin M. Hassan, and Dr. Princess Sheryn Mamucao. They were joined by Diploma in WPS students Gina Zorayda I. Tiamwatt, Jasmine B. Tolentino, and Rene Gandeza Jr., along with representatives from various institutions, including Mar-Udzna A. Sawadi, Dermayna A. Jamar, Al-Raffy A. Harun, Aisah P. Solaiman, Raisah C. Cayoga-Mocsin, Fatima Dianne T. Alih, Elene Mae Allanic, and Atty. Mohammad Muktadir Ahmad Estrella.

𝐆𝐫𝐞𝐚𝐭 𝐧𝐞𝐰𝐬 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐌𝐒𝐔-𝐌𝐚𝐠𝐮𝐢𝐧𝐝𝐚𝐧𝐚𝐨 𝐜𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲!

The establishment of the 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗩𝗶𝗰𝗲 𝗖𝗵𝗮𝗻𝗰𝗲𝗹𝗹𝗼𝗿 𝗳𝗼𝗿 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 (𝗢𝗩𝗖𝗦𝗦𝗗) has been officially approved through BOR Resolution No. 121, s. 2026 during the 274th BOR Meeting.

This will serve as the University-wide lead office for student welfare, student development, and institutional student programs and services. It will strengthen student success and retention, protect student rights and safety, improve employability outcomes, and professionalize service delivery through standardized workflows, a one-stop student services model, and service performance monitoring.

The creation of OVCSSD is anchored on national standards for Student Affairs and Services in higher education per CMO No. 09, s. 2013; the authority of the MSU Board of Regents to create and reorganize offices and transfer units to support the University's mandate.

This milestone ushers in a new era of accessible, efficient, and empowering services, ensuring that every MSUan is supported, protected, and prepared for success.
