In the framework of the Asia-Pacific Network for Global Change Research (APN) project between research and academic committees from the Philippines, Japan, and Vietnam, a plenary session was undertaken to discuss the FSMaRT 2022 project in the last month of the year.

The ongoing commitment of the delegations from Isabela State University, Kyoto University, Da Nang University of Science and Technology, and Thuyloi University has exemplified to improve their corners on the 1st International Symposium on Integrated Flood and Sediment Management in River Basin for Sustainable Development (FSMaRT) 2022 project.

This is part of efforts for the UN Sustainable and Development Goals (UN SDG) which drives the ISU in creating an impact toward sustainability. As a guide for action, UN-SDG 6.5 states that “By 2030, implement integrated water resources management (IWRM) at all levels, including through transboundary cooperation as appropriate”. IWRM enhances the efficiency and effectiveness of water resource management by exchanging information and collaborating with related organizations.

Furthermore, it aims to provide a forum for researchers, scientists, engineers, and scholars from industry, academia, and government to share their experiences, amazing ideas, and innovative research on the impacts of climate change and human interventions on reservoir sedimentation, flood inundation, agricultural practices, and river and coastal erosion. In addition, this conference would also be a platform to discuss practical issues, challenges encountered as well as the solutions adopted.

Part of the event is the signing of a Memorandum of Understanding of Isabela State University with Thuyloi University and Da Nang University of Science and Technology in Vietnam on the 16th and 18th of December, respectively. While Dr. Orlando Balderama, the Project Leader of FSMaRT of ISU, was invited to be the guest speaker.

A number of key discussions take place such as:

Session 3: Artificial Intelligence for Hydrological Application
Session 4: Flood Risk Assessment
Session 5: Remote Sensing and GIS for Flood and Water Security
Session 6: Hydrological Modelling and Sediment Management – C
Session 7: Climate Change and Sustainability

The next efforts for sustainability will take place in the Philippines on December 17 – 19, 2024. Isabela State University will be the host for the 2nd International Symposium on Integrated Flood and Sediment Management in River Basin for Sustainable Development. This is in line with the theme, “Synergizing Science, Technology and Policy Solution to Strengthen Climate Adaptive Integrated Water Resources Management Practices in River Basins.”

Delegates from the Philippines, Japan, and Vietnam include Assoc. Prof. Duong Vo Ngoc from Da Nang University of Science and Technology; JICA Representative Mr. Suzuki Takashi; Dr. Nobuyuki Ichihara, the Director of International Affairs Division – Japan Water Agency; Dr. Ricmar P. Aquino, the University President of Isabela State University; Prof. Tetsuya Sumi, DPRI, Kyoto University; Prof. Thai Nguyen Canh from Thuyloi University; Assoc. Prof. Doan Quang Vinh, the Rector of Da Nang University; Prof. Sameh Kantoush, DPRI, Kyoto University; Dr. Nguyen Van Hoang, Vietnam Disaster Management Authority; Dr. Orlando F. Isabela State University renewed its partnership agreement with the National Taiwan Ocean University for academic exchange and research collaboration.

This is said to be a part of the weeklong cross-border venture in Taiwan, securing treaties among its top universities and promoting the 2nd International Conference on Climate Change Adaptation and Disaster Risk Reduction Management, including the recent MOU signing with the National Pingtung University of Science and Technology.

The ceremonial signing of the Memorandum of Understanding (MOU) was held in the presence of Dr. Tai Wen Hsu, the President of NTOU, and his staff together with ISU delegates, Dr. Ricmar P. Aquino, the University President, and Dr. Isagani P. Angeles, Jr., the University Director for Public Relations and External Linkages.

A unified agreed effort towards Internationalization, as a trend that higher education landscapes are experiencing in numerous countries, is established in accomplishing envisioned success of both institutions.

October 21| Isabela State University - Office of the Public Relations and External Linkages, through the participation of Ms. Sandra Marilee Anahaw, the ISU Internationalization Staff, engaged in partnership discussions with Canadian Higher Education Institutions on the EduCanada Pathways to Partnerships Networking Session on Friday at Grand Hyatt Manila.

Every year, the Embassy of Canada in the Philippines launches an open call for proposals from interested organizations to identify its thematic priorities. Among the authorities who joined the event are Atty. Lily Freida M. Milla, the CHED International Affairs Service Director and Ms. Marie Angel Cachuela, the Trade Commissioner for Education and organizer of the EduCanada event.

Ms. Cachuela expressed that the event is “an alignment with what we, Canada, strongly believe.” “The outcomes to be aligned with the UN SDGs and it’s also something that we are encouraging, as far as we know and we have confirmed, Philippine Institutions should really pursue.”

One of the goals is to take part in the student mobility program where students will highly develop their abilities and skills as universities implement their internationalization strategies and strengthen their international cooperation. These strategies are aligned with a strong commitment to Sustainable Development Goals.

“We all have certain challenges with a respective responsibility as academic institutions, as individuals, as organizations to really want to gather and collaborate and make sure all contribute to the attainment of the goals,” Ms. Cachuela emphasized the importance of SDGs in the event.

As part of the efforts towards the SDGs for a better future, Colleges and Institutes Canada (CICan) futureproofs their network through Internationalization and Global Engagement. International community and education sectors including the CICan have guaranteed to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all (SDG 4 – Quality Education).

October 11 2022| University Director for Public Relations and External Linkages, Dr. Isagani P. Angeles, Jr., received today the Masya Chitrakam and the Journal of Fisheries and Environment from Atty. Romano P. Cammayo, the Vice President for Administration and Finance Services at Isabela State University – Echague Campus.

Atty. Cammayo recently visited Kasetsart University in Thailand for benchmarking together with Dr. Orlando F. Balderama, Vice President for Research and Development, Training and Extension, and Dr. Boyet L. Batang, Vice President for Academic and Related Affairs. After the visit, the Kasetsart University gave symbolic tokens which was reciprocated by ISU delegates with similar means.

The Journal of Fisheries and Environment is published by the Faculty of Fisheries. The Journal contains all disciplines within fisheries and aquatic and environmental sciences which includes fisheries management, fishery biology, fishery products, aquaculture, as well as marine science. Meanwhile, the Masya Chitrakam, organized by Faculty of Fisheries and Center for Agricultural Biotechnology (CAB), was made through their decision to release this worthy property to the public; to the eyes of the fish taxonomists, naturalists, painting lovers, and to those who are interested in historical pieces of artwork reproduced in a book.

September 27, 2022: Isabela State University and Asian Institute of Technology finally signed the Memorandum of Understanding (MOU) which was agreed upon at the last meeting which was held in August this year.

The purpose of the MOU is to enable cooperation between the two highly involved institutions for Professional Capacity Building, Joint Research, Training, and Academic Exchanges.

Among the ISU delegates who joined the signing, Atty. Romano P. Cammayo, the Vice President for Administration and Finance Services, signed the MOU as a counterpart of the signatory represented by Professor Shobhakar Dhakal, the AIT Vice President for Academic Affairs.

Currently, Dr. Boyet L. Batang, the Vice President for Academic and Related Affairs; Dr. Orlando F. Balderama, the Vice President for Research and Development, Extension, and Training; both are in Bangkok Thailand together with Atty. Cammayo to formally marked the beginning of the collaboration with the AIT.

SYNERGY PILIPINAS: FOR CLIMATE RESILIENT AND SUSTAINABLE AGRIPRENEURSHIP

Representatives from the Province of West Flanders (WF) and VIVES University of Applied Sciences, Belgium, met with the Isabela State University delegates as members of Synergy Pilipinas on September 10 to discuss first-hand stories from the ground of its cooperation.
Synergy Pilipinas is a cooperation platform and knowledge repository for climate resilient and sustainable agripreneurship which is operated by member-based organizations (MBOs), non-government organizations (NGOs), and academic institutions.
The local members and partners of Synergy Pilipinas aimed to strengthen the cooperation through the development and implementation of policy advocacy and research agenda.
As described in the rationale of the Synergy Pilipinas Phase 2 program, it was agreed during the 1st quarterly meeting of the Higher Education Institutions (HEIs), that the first step would be a benchmarking activity to know the needs of the MBOs. It was also highlighted that there is a need for universities to understand their context and plans in order to validate and refine the policy and research priorities.
The program was officially visited by partners from the Province of West Flanders (WF) – Coordinator Jan Paul A. Dessein, Mr. Pieter Stjin S. Santens, and members from the VIVEs University of Applied Sciences – Global Engagement Officer, Ms. Lies Tine Verstraete, and from the International Coordinator Biotechnology & Health Care/Paramedical Profession, Ms. Joke Karel A. Calcoen. As local members of the cooperation, directors from ISU also joined the program. Those who are present include Dr. Cecilia B. Mangabat, Director of Cagayan Valley Program for Environment and Development, Dr. Lito S. Guzman, Director for Northern Luzon Innovation Center for Environment and Biodiversity Information Research and Development for Sustainability (nlic-ebirds), and Dr. Isagani P. Angeles, Jr., the University Director for Public Relations and External Linkages.

CROSS-VISIT: OPPORTUNITIES FOR KNOWLEDGE SHARING

Relative to the benchmarking activity conducted on July 13 – 14, 2022, at Isabela State University, Dr. Francisco Gil N. Garcia, the University President of Southern Mindanao, invited two ISU R&D Dean and Director for a 4-day event at Kabacan Cotabato, Mindanao.

As discussed during the cross-visit, the SOCCSKARGEN Agriculture and Natural Resources Research and Development Consortium (SOXAARRDEC) thru the Consortium Director, Dr. Josephine R. Migalbin, a letter of intent was sent to ISU President, Dr. Ricmar P. Aquino, inviting Dr. Isagani P. Angeles, Jr., the University Director for Public Relations and External Affairs and Director for Freshwater Fisheries Center of the University together with Dr. Jonathan N. Nayga, the Dean of the College of Agriculture to present their respective research and projects.

Dr. Angeles discussed the Proposal Packaging on Eel and Tilapia Research and establishment of linkage between USM and ISU while Dr. Nayga presented his project on “Capability Building on Technology Business Incubation for Technology Generators” on August 21 to 24, 2022.

SETTING NEW CROSS-BORDER LINKAGE WITH AOLCC

JUST IN| A virtual meeting held today, August 13, 2022, was hosted by the Isabela State University – Public Relations and External Linkages (ISU-PREL) Office to discuss a possible alliance with the Academy of Learning Career College (AOLCC) – West Coast Campus in Vancouver Canada.

In the meeting, Mr. Peter Bordo, the Students Affairs and Marketing Director of AOLCC, introduced their Institution and their proposed student mobility program such as Credit Transfer for the ISU Alumni, and English Language Improvement which can be acquired through online or in-campus setting, Canadian Workplace Integration Program, 3+1 Scheme, and Job Assistance Guarantee.

Mr. Bordo specified that their institution does not use the traditional way of teaching, meaning all the instructions, directions, quizzes, activities and projects, and final exams are already imbued in the system called Integrated Learning System or ILS which gives the students the flexibility to learn through self-direction but with the assistance of the faculty and staff of AOLCC.

Dr. Isagani Angeles, Jr., the University Director for ISU-Public Relations and External Linkages, mentioned that among all programs, most graduates are interested in healthcare services or healthcare management programs which led both directors to agree to create a tailored-fit program after BS Nursing, BS Hospitality Management, and Tourism Management, including BS Information Technology and BS Computer Science.

A generic Memorandum of Understanding approved by ISU President Ricmar P. Aquino, was forwarded to the AOLCC Marketing Director as per the request of Dr. Angeles. He explained that after the checking and approval of the MOU, a Memorandum of Agreement (MOA) will then be processed specifying the different programs for collaboration.

“You’re growing,” Mr. Bordo remarked as Dr. Angeles presented the programs offered by the ISU. He explained that some of the 99 programs currently offered by the University are already accredited by the Bureau of Immigration.
