Institute of Fisheries and Freshwater Fisheries Center Establish Another Community Enterprise Through Smoked Tilapia Production Training

The Institute of Fisheries (IOF) and Freshwater Fisheries Center (FFC) successfully conducted an extension activity on smoked tilapia production in Barangay Pangal Norte, Echague, Isabela, in partnership with the Mengal Women Organization led by its President, Ms. Febe Lansangan, and the support of Barangay Captain Hon. Leonilo C. Rivera Jr.

The activity aimed to empower women and community members through capability training focused on smoked tilapia production as a sustainable livelihood opportunity. The initiative also emphasized the importance of food security, community resiliency, and the establishment of community-based enterprises among BIDANI communities.

The extension activity was spearheaded by Dr. Isagani P. Angeles Jr., Project Leader, together with Dr. Mary Joy L. Asprec, Dean of the IOF, and Dr. Laila G. Castro, IOF Extension Coordinator. Their leadership and continued commitment strengthened the universityโ€™s mission of delivering relevant extension services and sustainable livelihood programs to partner communities.

Participants from various barangays in Echague actively joined the training, including beneficiaries from:

The participants enthusiastically engaged in the hands-on demonstration and practical activities. They expressed appreciation for the knowledge and skills gained during the training and shared their optimism in pursuing smoked tilapia production as a future community enterprise and additional source of income.

Through this initiative, the IOF and FFC continues to uphold its commitment to empowering communities through fisheries-based livelihood programs, skills enhancement, and sustainable development initiatives geared toward inclusive rural development.

ISUE-FFC/IOF Leads Women Empowerment Initiative Through Smoked Tilapia Production in Isabela State University

ECHAGUE, Isabela โ€” April 28, 2026 โ€” The ISUE-FFC/IOF continues to strengthen community-based livelihood initiatives as it successfully conducted a mass production activity on smoked tilapia in Barangay Rumang-ay, Echague, Isabela.

The activity is part of the extension program entitled, โ€œEnhancing Women Capability on Smoked Tilapia Production for Food Security and Resiliency in BIDANI Communities,โ€ which aims to empower women through skills development and sustainable enterprise opportunities.

The program is led by Project Leader Dr. Isagani P. Angeles Jr., with implementation support from Dr. Mary Joy L. Asprec, Dean of the Institute of Fisheries. Members of the Mengal Women Organization actively participated in the hands-on production, gaining practical experience in smoked tilapia processing.

Also present during the activity were Mengal Women Organization President Febe Lansangan and Barangay Captain Ruben A. Dela Cruz, whose support facilitated strong community participation and coordination. The activity was further attended by presidents of all riverside organizations in Echague, highlighting broad community engagement and shared commitment to livelihood development.

Participants were guided through the complete smoked tilapia production process, including cleaning, brining, and smoking, following established quality and safety protocols. The activity builds on prior capacity-building efforts and enables beneficiaries to apply their skills in a real production setting.

The initiative promotes the use of locally available tilapia to create value-added products, helping reduce post-harvest losses while opening income-generating opportunities for women in BIDANI communities. It also contributes to improving household food security and community resilience.

Participants expressed readiness to sustain production and explore potential market opportunities. ISUE-FFC/IOF assured continued technical assistance and monitoring to support the development of a scalable community enterprise.

Officials emphasized that the initiative reflects the agencyโ€™s commitment to inclusive and sustainable rural development through extension services focused on women empowerment and livelihood enhancement.
