The lecture draws from the newly published Routledge volume Marcos, Martial Law, and the Complexities of Memory in the Philippines (2026), co-edited by John Lee Candelaria, Kerby C. Alvarez, and Jamie Pring. The volume examines how memories of the Marcos era are constructed, contested, and circulated across institutions, communities, and digital spacesโ€”and how struggles over the past continue to shape contemporary Philippine politics.

Prof. Lisbo has served the University for seven years. He earned his Bachelor of Arts in Political Science from MSUโ€“General Santos and completed his Master of Arts in Political Science at the University of San Carlos in Cebu City.

An Associate Member of the National Research Council of the Philippines (NRCP), he has also published in Scopus-indexed publications, including edited volumes published by Springer Nature.

His designation opens a new chapter for the Department, carrying forward its academic foundations while cultivating a stronger culture of scholarship and service.

The chapter brings governance into the everyday realities of special needs homeschooling. Across the Southeastern Philippines, unclear institutional roles, uneven resources, digital barriers, and growing workloads leave educators navigating gaps between policy and practice. Schools respond through localized arrangementsโ€”adapting procedures, supporting families, and sustaining learning where institutional support remains uneven.

Also, it advances SDG 4: Quality Education through its focus on inclusive and equitable learning for children with disabilities. Its attention to disparities in resources and educational access connects with SDG 10: Reduced Inequalities, while its emphasis on institutional coordination and responsive implementation engages SDG 16: Peace, Justice and Strong Institutions
