GENERAL SANTOS CITY — The Mindanao State University - General Santos (MSU-GenSan) Halal Research and Training Center - MSU Gensan (HRTC) has officially achieved a landmark institutional milestone following the approval of its very first Operations Manual by the MSU Board of Regents (BOR).

During its 276th meeting held on September 17, 2026, at the CHED Conference Room in Diliman, Quezon City, the BOR officially approved Resolution No. 301, s. 2026, which includes the adoption of the EOMS-OVCREI-M-005 – Halal Research and Training Center (HRTC) Manual of Operations under the Office of the Vice Chancellor for Research, Extension, and Innovation (OVCREI).

This development marks a historic turning point for HRTC. Since its establishment, this is the first comprehensive Operations Manual governing the center’s systems, programs, and strategic directions under the dynamic leadership of its Director, Prof. Jamilnur Diampuan Sarip.

The successful institutionalization of the manual is a testament to strong collaborative leadership and institutional backing. Director Sarip extended his deepest gratitude to the key pillars of the university who made this milestone possible: Research Division Director Prof. Dr. Josh Elisha Octura; Vice Chancellor for Research, Extension, and Innovation Prof. Dr. Christine Dawn Galope-Obemio; and the visionary leadership of MSU-GenSan Chancellor Shidik Zed T. Abantas, MDM, LLM.

With the new manual now in place, HRTC is poised to scale greater heights in bolstering Halal research, capability building, policy advocacy, and community service across region XII.

Abantas, MDM, LLM, of Mindanao State University - General Santos, and present a token of appreciation from the National Commission on Muslim Filipinos (NCMF SOCCSKSARGEN) in recognition of his unwavering support for the 1st Regional Halal Summit in SOCCSKSARGEN.

𝗟𝗢𝗢𝗞 | MSU-GenSan Underscores Academe Role at 1st NCMF SOCCSKSARGEN Halal Summit

GENERAL SANTOS CITY — The Mindanao State University - General Santos, through its Halal Research and Training Center - MSU Gensan (HRTC), actively participated in the historic 1st NCMF SOCCSKSARGEN Halal Summit with the theme “HALAL-an SOCCSKSARGEN: Harmonizing Standards & Elevating Integrity” held on September 29, 2026 at Venue 88 Hotel and Events Place, General Santos City. The summit was spearheaded by the National Commission on Muslim Filipinos NCMF SOCCSKSARGEN under Acting Regional Director Atty. Gapor G. Quituar, MAIS, SCL, and graced by NCMF Secretary Hon. Sabuddin N. Abdurahim who delivered the keynote message.

The highlight for the academic sector was the presentation entitled “Academe as Knowledge Partner: Strengthening Research, Education, and Innovation in the Global Halal Ecosystem,” officially under the name of MSU-GenSan University Chancellor Shidik Zed T. Abantas, MDM, LLM, who officially designated Prof. Jamilnur Diampuan Sarip, Director of the MSU-GenSan Halal Research and Training Center (HRTC), to represent him and deliver the presentation on his behalf. In his presentation, Prof. Sarip emphasized that MSU was established under RA 1387 with a mandate to serve cultural communities and that MSU-GenSan formalized its Halal commitment through BOR Resolution No. 365 in 2021 creating the HRTC, operating on three pillars: Capacity Building, Research and Knowledge Management, and Policy Development and Advocacy, aligned with RA 10817, the Philippine Halal Export Development and Promotion Act.

Dir. Sarip further underscored that research is the foundation of integrity, education is the engine of sustainability through the institutionalization of Halal 101 as a mandatory course for all undergraduates per BOR Resolution No. 10, S.2024, and innovation is the bridge to competitiveness through the proposed HRTC laboratory roadmap and digital solutions for Halal traceability. He stressed that the academe is not a passive observer but an active partner in Halal development, committed to supporting SOCCSKSARGEN as a credible and globally competitive Halal hub.

Dir. Sarip was accompanied by his full HRTC support team to show solidarity with NCMF’s major event, namely Prof. Anderson Villa, Ph.D., Focal Person for Halal Research, Ms. Noraima Pada, MA, Focal Person for Halal Policy, Aleem Moh’d Amersab Pangandaman, Center Secretary, Ustadh Johair Daud, Finance Officer, Mr. Alinor Macalawi, Public Relations Officer, and Mr. Mohammad Ali, JD, QA Officer. On behalf of Chancellor Atty. Abantas and the whole MSU-GenSan community, HRTC reaffirmed its commitment to work with NCMF, DTI, DOST, DA, LGUs, and other stakeholders in elevating Halal standards and integrity in the region.

𝗝𝗨𝗦𝗧 𝗜𝗡 | MSU-General Santos Strengthens Halal Initiatives Through Global Halal Horizons Workshop in Davao City

The Mindanao State University - General Santos, through its Halal Research and Training Center (HRTC), actively participated in the two-day Halal Workshop with the theme "Global Halal Horizons: Strategy, Innovation, and Growth" held on September 10-11, 2026, at Bajada Suites, J.P. Laurel Avenue, Davao City.

The workshop was organized by the National Commission on Muslim Filipinos (NCMF) - Davao Region, in partnership with the Universiti Kebangsaan Malaysia (UKM) and the Consulate General of Malaysia in Davao City. It aimed to strengthen awareness, knowledge, and competencies on halal development by providing practical insights into Malaysia's globally recognized halal ecosystem and its relevance to the Philippine context.

Distinguished experts from Malaysia facilitated in-depth discussions on halal governance, certification systems, halal assurance, industry standards, market opportunities, and strategies for building a sustainable and competitive halal ecosystem.

Representing MSU-General Santos City were Prof. Jamilnur D. Sarip, Director of the Halal Research and Training Center, and Prof. Anderson Villa, PhD, Focal Person for Halal Research. Their participation underscores the university's commitment to advancing halal research, training, and extension services in the region.

HRTC extends its sincerest gratitude to University Chancellor Atty. Shidik T. Abantas, LLM, MDM, for his invaluable support and for allowing the HRTC to participate in this significant undertaking.

The knowledge and networks gained from the workshop are expected to further enhance HRTC's programs and contribute to fostering inclusive socio-economic development and positioning MSU-GenSan as a leading institution for halal advocacy in Mindanao.

𝗝𝗨𝗦𝗧 𝗜𝗡 | HRTC JOINS MSU-GENSAN DELEGATION IN COURTESY VISIT TO CONSULATE GENERAL OF JAPAN IN DAVAO CITY

Today, September 9, 2026, the Halal Research and Training Center (HRTC) Director and Focal Persons joined the Mindanao State University - General Santos Delegation, led by IIAIS IR Dept. Chairperson Dr. Anderson V. Villa.

The MSU-GenSan Delegation was enjoined by the representative of the Office of the Chancellor and the Office of the Vice Chancellor for Planning and Development (OVCPD) through Director Dr. Jovanie Camacho Espesor to present the agenda and priority programs of the Office of the Chancellor.

The delegation was warmly and graciously received by the Honorable Consul General of Japan and his esteemed vice consul at the Consulate General of Japan in Davao City.

The visit opened a promising door for international linkages beyond ASEAN. HRTC Director Sarip introduced the mandates of HRTC — focused on Halal Research and Development, Halal Training and Education, and Halal Advocacy and Linkages — with the vision of making MSU-GenSan and Region-12 a Halal-friendly and investment-ready destination.

Productive discussions centered on future partnership for Halal food technology and innovation, and quality standards, learning from Japan’s remarkable initiatives for Muslim-friendly travel and industry. The delegation also explored future collaborations for International Relations (IR) students’ international immersion, faculty development, research exchange, and many more opportunities for mutual growth.

HRTC expresses its sincerest gratitude to the Consulate General of Japan for its warm hospitality and strong partnership with the Philippines, and to the Office of the Chancellor for its guidance and support.

𝗢𝗡 𝗙𝗜𝗟𝗘𝗦 | HRTC JOINS MSU-GENSAN DELEGATION IN COURTESY VISIT TO CONSULATE GENERAL OF MALAYSIA IN DAVAO CITY

On September 8, 2026, the Halal Research and Training Center (HRTC) Director and Focal Persons joined the Mindanao State University - General Santos Delegation, led by IIAIS IZN Focal, for a courtesy visit to the Consulate General of Malaysia in Davao City.

The delegation was graciously welcomed by H.E. Deddy Faisal Bin Ahmad Salleh, Consul General of Malaysia.

The meeting was a productive avenue for fostering stronger bilateral cooperation. Key points of discussion included future partnerships for Halal Research and Training, benchmarking from Malaysia’s globally recognized gold standard in Halal through JAKIM, and advancing Mindanao as a Halal-friendly destination. The delegation also presented proposals for future collaboration on IR students’ international immersion, faculty development, capacity-building trainings, and many more programs of mutual interest.

HRTC extends its heartfelt appreciation to the Consul General of Malaysia for his invaluable guidance, hospitality, and strong support to MSU-General Santos and the Muslim communities in Mindanao.

On September 8, 2026, the Halal Research and Training Center (HRTC) Director and Focal Persons proudly joined the Mindanao State University - General Santos Delegation, led by IIAIS Internationalization Focal Dr. Anderson V. Villa, during its official courtesy visit to the Consulate General of the Republic of Indonesia in Davao City.

The delegation was warmly received by H.E. Agus Trenggono, Consul General of the Republic of Indonesia.

The visit marked a significant step toward strengthening ASEAN academic and cultural ties. HRTC Director Sarip discussed future partnerships for the Halal Industry Development in Mindanao, recognizing Indonesia as one of the world’s largest Halal markets and a close brother in ASEAN. The talks also explored future collaboration for the international immersion of International Relations (IR) students, faculty development programs, research exchange, and many more collaborative endeavors.
