MANILA — The National Book Development Board (NBDB) and the Manila Critics Circle (MCC) awarded a special citation to the monograph titled “The Bicol River Basin Project: Development of Comprehensive Early Warning System for Agri-Fishery Communities” during the prestigious 40th National Book Awards (NBA) held at the historic Manila Metropolitan Theater on May 13, 2023.

The National Book Awards is an annual prize organized by the NBDB and MCC that recognizes excellence in book publishing in the Philippines and celebrates the people behind it. This year's 40th cycle received 213 title nominations across 29 categories, covering three languages: English, Filipino, and Ilocano. The categories are grouped into Literary, Non-Literary, and Design, honoring not only authors but also cover designers, layout artists as well as publishers.

This year, no book qualified for the Science Prize, however, among the outstanding finalists of the category, "The Bicol River Project" stood out as the only book to receive a special citation. The NBA is primarily a literary award, making it all the more remarkable for a book with mainly scientific content to receive recognition.

Despite falling short in clinching the coveted Best Book in Science Prize, the book authored by Laureta, Regalado, and Baldo was awarded special citation "…to recognize the scope of its contribution to Science”. The book's "…participative and inclusive approach to sustainability and resiliency...", was acknowledged by the awarding body.

The awarding ceremony, the first to be held onsite after the pandemic, was graced by prominent figures from the literary and publishing industry most notably by Palanca Hall of Famer, Dr. Isagani Cruz. Laureta and Regalado were present at the event to receive the special citation for their work.

Briefly, the book presents a shared stakeholder experience in climate and disaster-resilient development, emphasizing the importance of local agricultural resiliency. Its insights into the region's natural resources and unique challenges can guide policymakers and development practitioners in designing sustainable solutions that can lift the region out of poverty and enhance its resilience to natural disasters.

Last year, it can be remembered that this same book title was also awarded the prestigious Outstanding Book/Monograph (OBM) Award by the National Academy of Science and Technology (NAST). Its recognition by the NBA and the NAST is a testament to its contribution to the field and provides valuable insights into understanding and developing the region and the country as a whole.

The book was published by Partido State University Press in 2021.

Manila, Philippines - The National Book Development Board (NBDB) and the Manila Critics Circle (MCC) have announced the finalists of the 40th National Book Awards, with "The Bicol River Basin Project" as one of the top contenders in the Science Category of the Non-Literary Division.

The book is authored by Dr. Ricky P. Laureta, Ric Ryan H. Regalado, and Diomerl Edward B. Baldo, with substantial contributions from Jessica Dionne Nunag, Kier Gasga, Maria Petra Ebron and Ermar De La Cruz. Last year, it can be remembered that the same book was also a recipient of the prestigious Outstanding Book/Monograph Award by the National Academy of Science and Technology.

The National Book Awards aims to recognize the excellence of book publishing in the Philippines and celebrate the people behind it. This year's cycle received 213 title nominations across 29 categories, covering three languages: English, Filipino, and Ilocano.

"The Bicol River Basin Project" is an essential contribution to the field of science and technology particularly in the area of climate science and agriculture. The book presents a shared stakeholders' experience in climate and disaster-resilient development, and it aims to contribute to the importance of local agricultural resiliency. The report also includes selected case studies that illustrate promising approaches, lessons learned, and remaining challenges.

The awarding ceremony will be held onsite and is slated on May 2023. The National Book Awards plays a crucial role in the promotion of Philippine publishing and local voices, attracting a wider readership and combatting disinformation and historical distortion.

With the recognition from the National Academy of Science and Technology and the nomination for the 40th National Book Awards, "The Bicol River Basin Project" stands as an excellent example of the groundbreaking and insightful work that local authors and publishers continue to produce.

We are proud to share our first publication this 2023 generated from the offshoot studies of the BRB project that highlights the importance of resource and hazard mapping as a valuable instrument in identifying key resources and understanding risks brought by natural hazards in the vulnerable farming communities in the Bicol River Basin area. Published in International Review of Social Sciences Research, the primary author provides detailed risk management plans and spatial displays that can help farming communities make more timely and effective protective action decisions.

This paper was presented and awarded the 𝑶𝒖𝒕𝒔𝒕𝒂𝒏𝒅𝒊𝒏𝒈 𝑹𝒆𝒔𝒆𝒂𝒓𝒄𝒉 during the 3rd International Conference on Multidisciplinary Industry and Academic Research. Now available as open access at https://doi.org/10.53378/352965
