Named after the greatest son of Zambales, President Ramon Magsaysay State University is strategically located in seven municipalities of the province bringing closer quality education, relevant research and extension, and sustainable development to the growing countryside. A chartered university, the President Ramon Magsaysay State University (PRMSU), formerly known as the Ramon Magsaysay Technolo

gical University (RMTU) was established by virtue of Republic Act No. 8498 on February 12, 1998 authored by the late Rep. It is the integration of three public education institutions namely: the Ramon Magsaysay Polytechnic College (RMPC) in Iba, the Western Luzon Agricultural College (WLAC) in San Marcelino and the Candelaria School of Fisheries (CSF) in Candelaria. The strengths of its parent-institutions, which had existed since the early 1900s, served as PRMSU’s springboard for its accelerated growth and development. Andres, became the Transition University President until February 02, 2000. The mandated programs are focused on agriculture, forestry, engineering, technology, education, arts, sciences, humanities and other relevant fields. After the three-year transition period, Dr. Feliciano S. Rosete served as the University President effective February 12, 2001. The Board of Regents (BOR) designated Dr. Elizabeth N. Farin as Officer-in-Charge effective February 14, 2013. On March 20, 2013, in its Special Meeting, the Board of Regents appointed Dr. Cornelio C. Garcia as President of the University from March 21, 2013 to March 20, 2017 by virtue of BOR Resolution No. 665, s. 2013. On April 20, 2018, President Rodrigo Roa Duterte signed House Bill 6523 authored by Rep. Cheryl P. Deloso-Montalla renaming RMTU into President Ramon Magsaysay State University. RA 11015 expanded PRMSU’s curricular offerings and strengthened its Governing Board enabling the premiere state university in the Province of Zambales to be at par with the best higher education institution in the country. On February 03, 2021, Dr. Roy N. Villalobos succeeded Dr. Cornelio C. Garcia as the University President of PRMSU after the conduct of a successful “Search for New PRMSU President” amidst the CoVID-19 pandemic. The University reformulated its vision statement and was approved by the Board of Regents (BOR) per BOR Resolution No. 1241A, s. 2021. The PRMSU Vision Statement states that “PRMSU shall be a premier learner-centered and proactive university in a digital and global society.” This is in preparation for the digital transformation of the University towards becoming a Smart University in 2040 aligned to the Ambisyon Natin 2040. To date, PRMSU stands proud with its high-performing seven (7) campuses, 33 degree programs, more than 10,000 students, 600-strong faculty and staff, and viable international linkages and consortium agreements. A century of visionary zeal, hard work, dedication and commitment of its founders, pioneering and contemporary administrators, benefactors and other stakeholders that continues to pay off. And still, more things need to be accomplished towards making PRMSU a greater university.

𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐅𝐥𝐚𝐠 𝐃𝐚𝐲 🇵🇭

Today, May 28, 2026, the President Ramon Magsaysay State University (PRMSU) proudly joins the nation in commemorating National Flag Day, a historic and patriotic observance that honors the first unfurling of the Philippine flag after the victory at the Battle of Alapan in 1898.

The Battle of Alapan marked a significant moment in Philippine history as Filipino revolutionaries, led by General Emilio Aguinaldo, triumphed over Spanish forces and reclaimed Cavite. Following the victory, the Philippine flag was raised for the first time in Alapan, Imus, Cavite, becoming a powerful symbol of the Filipino people’s courage, freedom, and aspiration for independence.

From May 28 to June 12, and now extended until June 30 in recent years, the Philippine flag is displayed across government offices, educational institutions, businesses, and homes as a reminder of our shared history and enduring patriotism.

As we proudly raise our national colors today, may we also honor the sacrifices and heroism of those who fought for our liberty. Let this celebration inspire every Filipino to embody love for country, unity, respect, and patriotism through meaningful actions, even in the simplest ways.

| In celebration of the 32nd CHED Anniversary, we take a proud look at the inspiring journeys of our working students. One such story is that of Mark Angelo Canilao, a 21-year-old student at President Ramon Magsaysay State University (PRMSU) College of Industrial Technology, who successfully balances his academic responsibilities with active entrepreneurship.

Operating from a space generously provided on a neighbor's land in Baytan, Zone 6, Iba, Zambales, Mark manages two distinct businesses: "Panghimagas Ni Cocoy," which offers traditional Filipino desserts like Leche Flan and Graham de Leche, and a side venture called "Isda Ni Cocoy," which specializes in exotic pet fish. He attributes much of his business growth and refinement to the practical tools provided by PRMSU and the strategic advice offered by the university's Young Entrepreneurs Society (Y.E.S.).

Managing both worlds presents significant time-management challenges. To maintain equilibrium, Mark dedicates his Tuesdays entirely to running his dessert store and devotes his Saturdays to traveling to San Rafael, Cabangan, where he earns additional income as a videographer. Though he receives financial assistance from relatives, Mark remains driven to establish a fully self-sustaining enterprise before graduation. He encourages his fellow working students to maintain self-belief and pair their ambitions with immediate action, sharing the philosophy: “Trust in yourself. Kung mangangarap ka, gawin mo din at the same time.”

Guided by the CHED ACHIEVE Agenda, we are dedicated to bridging gaps and opening doors of opportunity for our PWDs, first-generation scholars, PDLs, solo parents, and working students. Their grit and dedication form the very bedrock of our nation’s future, and it is our profound duty to ensure their efforts are met with a world-class education. By fostering a truly inclusive environment, we ensure that every learner—regardless of background—is empowered to succeed and contribute to our country's progress.

𝐁𝐨𝐨𝐬𝐭𝐢𝐧𝐠 𝐭𝐡𝐞 𝐒𝐞𝐦𝐢𝐜𝐨𝐧𝐝𝐮𝐜𝐭𝐨𝐫 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐲 𝐰𝐢𝐭𝐡 𝐌𝐢𝐜𝐫𝐨𝐜𝐫𝐞𝐝𝐞𝐧𝐭𝐢𝐚𝐥𝐬

In response to the growing demand for skilled professionals in high-tech manufacturing, the University of the Philippines Open University's (UPOU) Faculty of Information and Communication Studies (FICS) in partnership with Minghsin University of Science and Technology developed the Semiconductor Microcredentials Program. This was officially launched in Taiwan with Commissioner Michelle Aguilar Ong together with Philippine and Taiwan institutions and industries.

This groundbreaking initiative introduces five specialized, and granularized courses: Introduction to Semiconductor Manufacturing, AI and Smart Manufacturing, Global Career, Entrepreneurship and Cross-Cultural Communication, Foundations of Semiconductor Materials Physics, and Foundations of Industrial Electronics. Formulated under the Transnational Industry-Academia Integration Model, these entry-level courses require no formal prerequisites and can completed in just two to four weeks, depending on the learner's pace.

Prior to the launch, UPOU signed a Memorandum of Understanding with 24 higher education institutions nationwide (Including SUCs under our Chairship, Bataan Peninsula State University, Ifugao State University, President Ramon Magsaysay State University and Pampanga State University) to form the Taiwan Semiconductor Microcredentials Consortium that strategically aligns the program with major semiconductor corridors across the Philippines, including CALABARZON, the Luzon Economic Corridor, Metro Manila, Cebu, Baguio, and Mindanao.

The President Ramon Magsaysay State University (PRMSU) proudly celebrates the successful accreditation achievements of several academic programs following the recent Board Action of the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP).

Leading this remarkable achievement is the 𝐁𝐚𝐜𝐡𝐞𝐥𝐨𝐫 𝐨𝐟 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐢𝐚𝐥 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 (formerly Bachelor of Science in Industrial Technology) program of PRMSU Iba Campus which successfully attained 𝐋𝐞𝐯𝐞𝐥 𝐈𝐕 𝐑𝐞-𝐀𝐜𝐜𝐫𝐞𝐝𝐢𝐭𝐞𝐝 𝐒𝐭𝐚𝐭𝐮𝐬 valid from March 16, 2026 to March 15, 2031.

This milestone is historic as Bachelor of Industrial Technology (BIndTech) becomes the third program of PRMSU to achieve Level IV accreditation status. The 𝐌𝐚𝐬𝐭𝐞𝐫 𝐨𝐟 𝐀𝐫𝐭𝐬 𝐢𝐧 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 𝐦𝐚𝐣𝐨𝐫 𝐢𝐧 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 was the first ever program of the University to attain Level IV status, followed by the 𝐁𝐚𝐜𝐡𝐞𝐥𝐨𝐫 𝐨𝐟 𝐒𝐞𝐜𝐨𝐧𝐝𝐚𝐫𝐲 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 (BSEd) program of PRMSU San Marcelino Campus.

The following eight ( 8 ) programs likewise earned 𝐋𝐞𝐯𝐞𝐥 𝐈𝐈𝐈 𝐑𝐞-𝐀𝐜𝐜𝐫𝐞𝐝𝐢𝐭𝐞𝐝 𝐒𝐭𝐚𝐭𝐮𝐬 valid from March 16, 2026 to March 15, 2030:

✅ Doctor of Education major in Educational Management
✅ Bachelor of Science in Civil Engineering
✅ Bachelor of Science in Electrical Engineering
✅ Bachelor of Science in Accountancy
✅ Bachelor of Science in Business Administration major in: Marketing Management; Financial Management; Human Resource Management
✅ Bachelor of Science in Biology
✅ Bachelor of Science in Psychology
✅ Bachelor of Science in Computer Science

These accomplishments reflect the unfaltering commitment of the University administrators, Academic Affairs unit, faculty members, students, alumni, support personnel, and stakeholders in upholding quality assurance, innovation, and academic excellence.

PRMSU continues to strengthen its commitment to transformative education, global competitiveness, and service excellence as it advances toward becoming a premier university in the region and beyond.

This phenomenological study explored the lived experiences of elementary school teachers in implementing the MATATAG Curriculum in Zone 3, Schools Division of Zambales, revealing significant challenges related to subject mastery, pedagogical readiness, professional confidence, and psychological well-being. The findings underscore the importance of institutional support, collaborative professional learning, and strategic interventions such as Project COPE to strengthen teacher resilience and improve curriculum implementation.

The findings emphasize the need for technological fluency, continuous professional development, and institutional policies that promote effective, collaborative, and learner-centered integration of social media in education.
