Bukidnon State University (BukSU) Research Ethics Committee (REC) has officially achieved Level 2 Accreditation from the Philippine Health Research Ethics Board (PHREB), expanding its mandate to review and oversee complex human-participant research protocols.

According to official communication released on September 21, 2026, PHREB granted BukSU REC provisional Level 2 status, effective through September 20, 2027.

Artificial intelligence is already transforming how we learn, teach, research, and work. CHED is setting a national direction to help Philippine higher education adopt it responsibly and harness its potential to improve learning, strengthen research, and make institutional processes more efficient.

Through CHED Memorandum Order No. 21, series of 2026, the Commission has established a national framework to guide 2,366 higher education institutions and 188,261 faculty members in the responsible use of AI – for the benefit of more than 5.8 million students.

This supports President Ferdinand R. Marcos Jr.’s push to strengthen AI skills and promote the responsible use of emerging technologies as the country prepares Filipinos for future jobs and a more technology-driven economy.

The Second Congressional Commission on Education (EDCOM 2) welcomes the enactment of Republic Act 12325 which strengthens the eight-year-old Universal Access to Quality Tertiary Education Act (UAQTEA) by tightening the targeting of financial assistance towards poor and disadvantaged learners, expanding support to students in private higher education institutions (HEIs) and technical-vocational institutions (TVIs), and building new safeguards for the program's implementation.

The Department of Budget and Management (DBM) has released P9.753 billion to the Commission on Higher Education (CHED) to cover funding deficiencies in the implementation of the Free Higher Education (FHE) Program of 108 State Universities and Colleges (SUCs) nationwide, reinforcing the Marcos Administration’s commitment to sustain access to quality tertiary education while ensuring the prudent and responsible use of limited public resources.

The release shall apply to the arrears covering Academic Years 2022–2023, 2023–2024, and 2024–2025, providing SUCs with funding support for costs incurred in implementing the government’s Free Higher Education Program. CHED, through the Unified Student Financial Assistance System for Tertiary Education (UniFAST), shall facilitate the corresponding release of funds to the concerned SUCs in accordance with the applicable guidelines.

DBM Acting Secretary Kim Robert C. De Leon said the release reflects President Ferdinand R. Marcos Jr.’s directive to keep education among the government’s foremost priorities, even as the Administration carefully balances competing demands for limited fiscal resources.

The P9.753-billion release will help settle FHE costs that SUCs had previously absorbed using their available institutional resources. By addressing these deficiencies, the National Government helps ease the financial pressure on SUCs and provides them greater fiscal space to support other lawful institutional priorities.

These may include strengthening academic and research programs, improving student services, upgrading laboratories, libraries and information technology resources, maintaining and improving learning facilities, supporting medical, dental, guidance, athletic and cultural services, and, subject to applicable budgeting, accounting and auditing rules and the availability of the appropriate funds, undertaking the rehabilitation, improvement or expansion of academic and other university facilities.

The Universal Access to Quality Tertiary Education Act recognizes many of these services and facilities as integral to the delivery of quality higher education. It likewise requires SUCs to maintain development plans that include facilities and infrastructure development and expansion.

De Leon said the release underscores the government’s continuing support for public higher education.

The DBM issued the P9.753-billion release to CHED, which will facilitate the corresponding release to the 108 beneficiary SUCs pursuant to the applicable guidelines on the release of funds for Free Higher Education deficiencies. The amount is chargeable against the agency’s built-in appropriations under the FY 2026 General Appropriations Act and the Special Account in the General Fund–Higher Education Development Fund (SAGF-HEDF).

The FHE Program, established under Republic Act No. 10931 or the Universal Access to Quality Tertiary Education Act, provides free tuition and other school fees in SUCs and CHED-recognized local universities and colleges, significantly reducing the cost of tertiary education for Filipino students and their families.

De Leon stressed that responsible budgeting requires government to carefully sequence and prioritize expenditures based on available fiscal space, legal authority, readiness, and the urgency of competing national requirements.

BPA Concludes AACCUP Level I Survey Visit for Area VI

The Bachelor of Public Administration (BPA) Program of Bukidnon State University–Impasugong Campus successfully concluded its AACCUP Level I, 1st Survey Visit for Area VI: Extension and Community Engagement, held online from August 10 to 12, 2026. The three-day accreditation activity assessed the program’s extension initiatives and community engagement efforts, marking another significant milestone in the program’s continuing pursuit of quality assurance and academic excellence.

The successful conduct of the survey visit was made possible through the collective support of the university administration and the local community. The program extends its deepest gratitude to University President Dr. Joy M. Mirasol for her unwavering support and leadership, as well as to the Local Task Force, the Quality Assurance Office, and the dedicated campus personnel and students who worked tirelessly to prepare for and facilitate the activity. Special appreciation is likewise extended to the Local Government Unit (LGU) of Impasugong, the program’s valued project partner, whose continued collaboration played a vital role in the success of the extension initiatives being evaluated.

The BPA program also sincerely thanks its accreditors for their expertise, professionalism, and thorough evaluation throughout the survey visit. Dr. Vilma C. Sapil, Associate Professor V of Mountain Province State University and an AACCUP accreditor for nine years, brought extensive experience in public administration and quality assurance to the assessment. She was joined by Dr. Richard Peter Amigo Andaya, Associate Professor IV of Ilocos Sur Polytechnic State College, an AACCUP accreditor for five years, whose broad academic background in public administration and educational leadership further enriched the evaluation process.

With the successful completion of this survey visit, the BPA program reaffirms its commitment to strengthening its extension and community engagement initiatives, guided by the valuable insights and recommendations of its accreditors as it moves forward toward continuous institutional improvement.

BPA Holds Panagsabuwa 2026 General Assembly and Department Orientation

The Bachelor of Public Administration (BPA) Program of Bukidnon State University–Impasugong Campus, through the Public Administration Society (PAS), successfully held Panagsabuwa 2026: The General Assembly and Department Orientation on August 6, 2026 at the Campus Covered Court. The event carried the theme “One Society, One Lingkod Bayan: Fostering Unity, Academic Excellence, and Ethical Leadership for Transformative Public Service,” drawing together students, faculty, and program officers for an afternoon of orientation, recognition, and organizational transition.

The assembly opened with a welcome address from PAS Adviser Davekeemark Daming, followed by an orientation on academic policies led by Program Chair Dante A. Damit. A highlight of the event was the official launching of the BPA Program’s Brand Tagline: “Integrity in Service, Innovation in Governance,” presented by Instr. Ken Comonong. The tagline encapsulates the program’s core commitment to producing public servants grounded in ethical practice while embracing innovative approaches to governance, further strengthening the program’s identity within and beyond the university.

The program also featured an orientation on the recognition and awards system and research and policy analysis protocols and fees, equipping students with a clearer understanding of academic expectations moving forward. Faculty members led additional sessions, including a presentation on BPA merchandise and internship consultation by Ms. Bethanie Mae C. Caylo, and a discussion on student discipline and social media netiquette by Ms. Karen C. Javier, reinforcing standards of conduct both on campus and online.

The event likewise served as a venue for organizational accountability and transition. PAS officers were introduced, followed by the presentation of the accomplishment report and financial report by outgoing PAS President and Treasurer Crystal Mae Balutic Dante, and the unveiling of the General Plan of Action (GPOA), projects, and calendar of activities by President-elect Marjun B. Mari. The program culminated in the election of Senior Student Organization (SSO) officers, the appointment of Honor Society officers, and the oath-taking ceremony of the newly elected student leaders, formally marking the start of a new term of leadership within the BPA student body.

True to its name, which embodies the spirit of public service, the Lingkod Bayan Portal aims to promote transparency, accessibility, and stronger communication between the BPA program and its stakeholders, including students, faculty, alumni, and partner communities.
