The PLM Student Commission on Audit (PLM-SCOA) has the power to examine, audit, and settle all accounts pertaining to the revenue and receipts of, and expenditures or use of funds and property owned or held in trust by, or pertaining to student councils and student organizations, as outlined by the University's Student Manual. PLM SCOA is one of the recognized Independent Constitutional Commissions by the University under the Office of Student Development and Services.

The University Financial Reporting Framework (UFRF) for Academic Year 2026–2027 has been formally released. 𝗔𝗹𝗹 𝘀𝘁𝘂𝗱𝗲𝗻𝘁 𝗰𝗼𝘂𝗻𝗰𝗶𝗹𝘀 𝗮𝗻𝗱 𝗼𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝘀 𝗮𝗿𝗲 𝗮𝗱𝘃𝗶𝘀𝗲𝗱 𝘁𝗼 𝗰𝗵𝗲𝗰𝗸 𝘁𝗵𝗲𝗶𝗿 𝗱𝗲𝘀𝗶𝗴𝗻𝗮𝘁𝗲𝗱 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝗲𝗺𝗮𝗶𝗹 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝘀 𝘁𝗼 𝗮𝗰𝗰𝗲𝘀𝘀 𝘁𝗵𝗲 𝘂𝗽𝗱𝗮𝘁𝗲𝗱 𝗳𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸.

With its updated guidelines, accounting treatments, and reporting templates, the Framework seeks to promote consistency in financial reporting, sound recordkeeping, transparency, and accountability across the University community.

All concerned student councils and organizations are encouraged to review the Framework and implement the prescribed amendments in the preparation of their financial records and reports for the academic year.

𝗦𝗖𝗢𝗔 𝗧𝗥𝗔𝗡𝗦𝗣𝗔𝗥𝗘𝗡𝗖𝗬 𝗥𝗘𝗣𝗢𝗥𝗧 𝟮𝟬𝟮𝟲 | 𝗦𝗘𝗧𝗧𝗟𝗘𝗠𝗘𝗡𝗧 𝗣𝗘𝗥𝗜𝗢𝗗

Following the conclusion of the Settlement Period on September 12, 2026, the Commission is pleased to present the official 𝗦𝘁𝗮𝘁𝘂𝘀 𝗥𝗲𝗽𝗼𝗿𝘁 for the period then ended, reflecting the results of the audits conducted from July to September 2026.

Out of the three (3) student bodies that have received an Adverse Opinion for the previous academic year, one (1) organization was 𝗦𝗲𝘁𝘁𝗹𝗲𝗱, and two (2) organizations remain 𝗡𝗼𝘁 𝗦𝗲𝘁𝘁𝗹𝗲𝗱.

The publication of these reports is pursuant to Section 8.1 and 8.2 of the Settlement Guidelines. This settlement period provided concerned student bodies with the opportunity to respond to the findings raised during the preceding financial audit and to undertake the necessary measures toward addressing and resolving such findings.

The Commission emphasizes that the settlement process does not constitute a re-audit, but rather serves as a mechanism through which concerned student bodies are given due opportunity to demonstrate the actions undertaken in response to previously reported financial matters. The final status reflected in this report is based on the verification conducted by the Commission and the sufficiency of the measures and supporting records presented during the prescribed period.

Pursuant to the Settlement Guidelines, the PLM Student Commission on Audit (SCOA) has successfully concluded its settlement period for A.Y. 2026–2027. The settlement proceedings evaluated the financial audit findings of student organizations that received an Adverse Opinion in the preceding academic year, with the aim of assessing their responses and the measures undertaken to address and resolve the identified findings.

In line with this, we formally certify that the financial audit findings of the following organization has been 𝗦𝗘𝗧𝗧𝗟𝗘𝗗 by the Commission as of September 2, 2026:

1. Medical Union for Service (MUS)

An exit meeting was also conducted with the following student organizations that were 𝗡𝗢𝗧 𝗦𝗘𝗧𝗧𝗟𝗘𝗗 by the Commission:

1. PLM Psychological Society (PLM PsySoc)
2. PLM Iskolars Dance Incorporated (PLM IDI)

Through the settlement proceedings and exit meetings, the Commission remains committed to upholding accountability, transparency, and responsible financial stewardship among all student bodies inside the Pamantasan.

In view of the moratorium period for the next two weeks as well as the recent successive suspensions of face-to-face classes, the Student Commission on Audit formally announces the extension of the submission period for the Basic and Contact Information of student councils and organizations.

Accordingly, the Google Forms link for the submission of the Basic and Contact Information will be 𝗿𝗲𝗼𝗽𝗲𝗻𝗲𝗱 from 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟮𝟴 until 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟯, 𝟮𝟬𝟮𝟲. Student councils and accredited organizations who were unable to submit within the original deadline are encouraged to use this additional time to ensure that their submitted information is complete, accurate, updated, and duly accomplished.

These submissions are an important part of the Commission’s audit requirements, ensuring that records remain accurate, updated, and properly documented throughout the audit period. Additionally, this database will serve as the basis for sending out the newly updated University Financial Reporting Framework (UFRF).

𝐓𝐡𝐞 𝐑𝐞𝐜𝐨𝐫𝐝 𝐒𝐭𝐚𝐫𝐭𝐬 𝐇𝐞𝐫𝐞. 📝

A new academic year brings new names, new roles, and new responsibilities, but for 𝗣𝗟𝗠 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗔𝘂𝗱𝗶𝘁 (𝗦𝗖𝗢𝗔), it also brings another opportunity to build on a legacy already entrusted to its members.

On August 23, 2026, the Commission gathered its senior and newly appointed commissioners and compliance auditors for its First Virtual General Meeting. Joining the Commission were its esteemed advisers, 𝗠𝗮'𝗮𝗺 𝗔𝗻𝗱𝗿𝗲𝗮 𝗦. 𝗠𝗮𝗹𝘂𝗻𝗲𝘀 and 𝗣𝗿𝗼𝗳. 𝗡𝗼𝗻𝗮𝗹𝘆𝗻 𝗩. 𝗚𝗲𝘀𝗮𝗹𝗮𝗻, who shared their warm welcome and words of guidance as the Commission stepped into another year of service. 📋

The meeting then turned toward the work ahead. Beyond getting to know its newest members, the Commission discussed the revised Rules of Procedure (ROP), the responsibilities of each member, the General Plan of Action for 2026-2027, and the distribution of audit teams, setting overall expectations for how the Commission will carry out its responsibilities throughout the year. 📑

Every decision becomes part of the record, every responsibility adds to its legacy, and every action contributes to the trust placed in the Commission. ⚖️

Today, we celebrate more than the culmination of years spent within the halls of the Pamantasan. We celebrate the journey, the growth, and the people who have made their time in the 𝗣𝗟𝗠 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗻 𝗔𝘂𝗱𝗶𝘁 (𝗦𝗖𝗢𝗔) truly meaningful.

To the graduated officers, commissioners, and compliance auditors, your time in the Commission was marked by service that went beyond titles and responsibilities. Through every task entrusted to you, every challenge faced, and every moment that called for perseverance, you remained committed to the principles of transparency, accountability, and integrity.

As you turn the page toward a new chapter, may you bring with you the lessons that SCOA has imparted, the memories you have created, and the values that have guided your service. Pursuant to the request approved by the Office of Student Development and Services (OSDS), the PLM Student Commission on Audit (SCOA) informs all concerned student organizations under settlement that the deadlines for the conduct of exit meetings and the Settlement Period have been officially extended.

Accordingly, the deadline for the conduct of exit meetings is moved to 𝗔𝘂𝗴𝘂𝘀𝘁 𝟮𝟵, 𝟮𝟬𝟮𝟲. Meanwhile, the Settlement Period is moved until 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟴, 𝟮𝟬𝟮𝟲.

This adjustment comes in light of the successive class suspensions and the shift to alternative delivery modes of instruction over the past weeks, which affected the coordination for pending exit meetings. The extension of the Settlement Period also aims to provide adequate time to address outstanding findings properly and observe due process without compromising the integrity of the audit process.

The Commission remains committed to ensuring transparent, accountable, and orderly settlement operations across all student councils and organizations.
