In 2010, the 14th Senate Congress on their Third Regular Session the PRRI was approved by the House of Representative under the Republic Act 10089 an act creating the โ€œPHILIPPINE RUBBER RESEARCH INSTITUTE TO DEVELOP THE PHILIPPINE

RUBBER INDUSTRY AND FOR OTHER PURPOSESโ€. Title-This act shall be known as the Philippine Rubber Research Institute Act of 2010. As Stated in Section 4 the creation of Philippine Rubber Research Institute โ€“ there is hereby created the Philippine Rubber Research Institute, hereinafter referred to as the PRRI, which shall be under the control and supervision of the Department of Agriculture (DA). Under Section 3 as use in this Act, the PRRI refers to the main institute for rubber at the Mindanao State University (MSU) to be based in the municipality of Naga, Province of Zamboanga Sibugay and its satellite units as may be subsequently establish whose mandate is to initiate and administer research and development programs to improve quality and increase productivity of rubber especially for the benefit of smallholder rubber producers and processors. Thus, the PRRI under section 5 shall have the following powers and functions:

(a) Propagate and promote the planting, maintenance, as well as wise utilization of rubber trees as source of latex and finished rubber products;

(b) Enable rubber producers and processors, especially smallholders, to have access to quality rubber tree seedlings, modern production techniques and other support services from production to marketing of rubber produce;

(c) Undertake training and capacity-building programs for rubber producers, processors and cooperatives in order to increase production of quality rubber and raise level of income especially of poor smallholders;

(d) Aid in the establishment of village-based rubber enterprises to generate livelihood opportunities and improve general well-being of large percentage of the workforce in agricultural communities;

(e) Promote cooperative development among smallholders and provide them access to resources, technological know-how, as well as decision-making processes for the enhancement of their rubber enterprises and the protection of their welfare;

(f) Initiate research and development projects on rubber in order to address technology and policy gaps in promoting a robust rubber industry, ensuring standards in production and meeting demands for quality rubber in both domestic and international trade; and

(g) Enter into memoranda of agreement and receive grants from local and foreign funding agencies through the DA upon the recommendation of the PRRI Advisory Board; or through the respective academic boards of satellite units housed in concerned state universities and colleges upon the recommendation of the PRRI Advisory Board. Due to the coordination among stakeholders of PRRI and linkages with other research institution the PRRI shall monitor and evaluate the rubber research programs and identify the immediate needs and essential concerns in the rubber industry in consonance with the local and national economic development. It shall likewise coordinate with other government agencies in order to formulate strategies that would jump-start the growth of rubber industry. The PRRI and the local government units where there are suitable areas for planting of rubber trees shall jointly implement projects and programs necessary to achieve the goals of this Act.

The Philippine Rubber Research Institute through Executive Director Cheryl L. The Philippine Rubber Research Institute (PRRI) reinforced its commitment to workplace safety and disaster resilience by conducting an Emergency Response Orientation and Earthquake Drill in partnership with the Philippine Red Cross.

The activity aimed to enhance the preparedness of PRRI employees by equipping them with essential emergency response knowledge and practical lifesaving skills. As disasters and medical emergencies can occur unexpectedly, the training emphasized the importance of immediate and appropriate response to protect lives, minimize risks, and ensure the continuity of public service.

The training was facilitated by the Philippine Red Cross Zamboanga Sibugay Chapter through the expertise of Mr. Keanrick Tan, Chapter Administrator; Dr. Elbert Mostrales; Ms. Joejane Salazar; Mr. Johnzel Galvez; and Mr. William Sebastian. Their sessions provided participants with practical knowledge and hands-on instruction in emergency response, particularly on Basic Hands-Only Cardiopulmonary Resuscitation (CPR). PRRI employees actively participated in the demonstrations, gaining valuable experience in performing chest compressions and responding effectively to cardiac emergencies while awaiting professional medical assistance.
The program also featured an orientation on earthquake preparedness, highlighting the proper safety protocols before, during, and after an earthquake. Participants then took part in an actual earthquake drill, allowing them to apply the recommended procedures in a simulated emergency scenario and strengthen the Institute's readiness during disaster situations.

The activity was spearheaded by PRRI Disaster Risk Management (DRM) Focal Person Ms. Daireen Go, whose leadership reflects the Institute's commitment to cultivating a culture of preparedness, resilience, and shared responsibility among its personnel.

Anchored on PRRI's "GOMA-gaang Buhay!" advocacy, the initiative highlights that a resilient organization is built on prepared individuals. Ipil, Zamboanga Sibugay โ€” The Philippine Rubber Research Institute (PRRI) successfully conducted the GOMA Youth Camp from July 27โ€“31, 2026, at Cecilโ€™s Hotel. The five-day developmental program brought together young people as participants from JRMSU-Tampi, J.H. Cerilles State College (Pagadian), Mindanao State Universityโ€“Buug (MSU-Buug), as well as representatives from North Cotabato and Davao del Sur.

The camp utilized the GOMA Learning and Development Framework, which seamlessly combines discovery, learning, immersion, innovation, and commitment. Throughout the week, students participated in team-building exercises, problem-solving challenges, leadership and communication workshops, and industry-focused mentorship sessions.

On the opening day, PRRI Director Cheryl Eusala emphasized the critical role of rubber in local communities and encouraged the youth to pursue career paths within the sector. Dr. Glenn Ilar then provided a comprehensive overview of the Philippine rubber industry, highlighting its current opportunities, systemic challenges, and viable career pathways. A major highlight of the day was an interactive session on leadership and effective communication led by Ezel Lambatan, the DA RFO X Agri Youth Coordinator, which successfully sparked the participants' enthusiasm for the industry.
To gain practical insights, the youth engaged in hands-on field immersions. They studied correct tapping management techniques, toured the PRRI office and a rubber nursery, observed live rubber production at FSQ Corporation (Agricultural Farm) Quiboyen Farm, and explored sustainable rubber-lumber furniture manufacturing at Tambanan Agrarian Reform Beneficiaries Multipurpose Cooperative (TARBEMCO). Additionally, Ms. Melanie Santos shared valuable insights into emerging sector opportunities, inspiring the students to envision their future contributions to the field.

The milestone activity was conceptualized and spearheaded by Engr. Evangeline Garcia, who successfully steered the comprehensive project from inception to its stellar ex*****on.

The Philippine Rubber Research Institute (PRRI) successfully concluded the 4th Batch of the Training of Trainers (TOT) on Improved Technology in Rubber Production, with all 26 participants completing the intensive two-week capacity development program. The training was designed to strengthen the country's pool of competent trainers and agricultural extension workers equipped with the latest technologies and best practices in rubber production.

A major highlight of the program was the conduct of the TESDA National Competency Assessment for Rubber Production NC II, which enabled participants to validate their knowledge and practical skills based on national competency standards. Of the 26 training completers, 19 participants successfully passed the competency assessment, earning their TESDA National Certificate (NC II) and becoming nationally accredited practitioners in rubber production.

The successful completion of the training and the high certification rate reflect PRRI's unwavering commitment to developing a skilled and competent workforce that will support the modernization and sustainable growth of the Philippine rubber industry. Through initiatives such as the Training of Trainers program, PRRI continues to empower extension workers and industry stakeholders to become effective multipliers of improved rubber production technologies, ultimately contributing to increased productivity, enhanced farmer livelihoods, and a more resilient rubber sector.
