OPAPRU-MSU Partnership on MNLF Transformation Program continues to flourish as the MSU-Sulu Team conducts Capacity Development Training for MNLF communities with the theme: "Transitioning Communities through Sustainable Development" on September 16-21, 2024 at Balai Dormitory and Restaurant, Isabela City, Basilan. This training aims to capacitate the MNLF communities on Agriculture, Fisheries, Cooperativism and Halal Marketing strategies. The event is divided into 2 parts: First was with the Brgy. Boheh-Piang anf Brgy. Kuhon, Albarka; Second was with Brgy. Semmut, Akbar and Brgy. Lahi-Lahi, Tuburan constituting 30 participants from each barangay with a total of 120 participants.

MSU-Sulu, IPDM would like to extend their sincerest gratitude to the distinguished individual for sharing their expertise to the MNLF communities: Prof. Jenny P. Kibtiani, Jr., L.Agr.; Prof. Lioner O. Araham; Mr. Mohammad Nour M. Husin, from MTIT; from MAFAR: Mr. Eduardo Sinaco and Mr. Muamar M. Abdurahim; Prof. Alzad T. Sattar from UP-Diliman.

MSU-System PMU represented by Dr. Monsour Pelmin, Project Development Officer and Ma'am Jasmin Saricala, TWG and Enumerators from MSU-Sulu and Basilan joined forces to conduct another socio-economic profiling of MNLF combatants in Basilan Province in relation to the OPAPRU-MSU Partnership in Transformation Program objectives.

The activity was conducted on July 4, 2024 at Lamitan Gymnasium, Lamitan City. 18 facilitators composed of enumerators and TWG from MSU-Sulu and Basilan worked hand in hand towards implementing the said profiling activity of for the MNLF Combatants.

The event commenced with a brief program started at 8:30 a.m and peacefully ended at around 2 PM.

Successfully, members of the team have exerted great effort in doing the profiling process. Data gathered are treated with confidentiality, respect and courtesy. The purpose is to hear the voices of the combatants which are crucial in coming up with a better program from the national government.

Several Gov't agencies like OPAPRU, DSWD, PSA, security forces, and other stakeholders participated in the activity with their respective roles played successfully. This concerted effort resulted in the smooth implementation and thereby helped in social transformation for MNLF communities.

The Office of Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) in collaboration with MSU-Sulu, harmoniously conducted the first ever Peace Education University Tour on May 15, 2024 at Mindanao State University -Sulu Multipurpose Gymnasium. With the theme, "Sustaining the Gains of Peace through Peace Education" A celebration and Dialogue for Peace.

After registration of the Participants and the arrival of guests and friends, the programme formally begins with Opening prayer from Muslim and Christian community l, followed by Singing of the National Anthem and MSU-Sulu hymn. Meanwhile, OIC Chancellor Prof. Rohina Adju, delivered her opening remarks. It was then followed by the acknowledgement of guests and participants.

Messages of Solidarity and dedication to peace were delivered by esteemed guests of honors to wit: Sulu Division Superintendent, represented by Dr. Evelyn K. Kanain, Assistant Schools Division Superintendent; Hon. Mayor Kerkhar S. Tan, represented by Jolo Municipal Administrator, Dr. Khumaidy A. Tan, RMT; PCOL Narciso Paragas, Police Director, Sulu-PPO, represented by PLTCOL Kris Conrad M. Gutierrez, Deputy Provincial Director for Operation and Concurrent Public Information Officer of Sulu-PPO; MGen Ignacios Patrimonio, Commander 11th Infantry Alakdan Division, Camp Teodolfo Bautista; and Sheikh Abdulmuhaimim Abubakar, Chairman SUCPD, represented by Ustadz Gabir Kasim, member.

Menwhile, the MSU-Sulu Performing Artists showcased the culture of Suluanos by entertaining the guests and participants with their unique cultural presentation. Afterwards, a Keynote Message from Honorable Secretary Carlito G. Galvez Jr. of OPAPRU tackling "Mindanao Peace Process' Gains and Challenges" was delivered by the honorable guest, the Executive Director Andres S. Aguinaldo, Executive Director for Plans and Programs, OPAPRU.

Induction of Newly established Peace Builders of MSU-Sulu then proceeded, headed by Assoc. Prof. Abdulla I. Mohammad, facilitated by Dir. Rowena Lopez, OPAPRU. Next to it was the signing of commitment to Peace Building in the country by the guests, participants and organizers as well.
Signing of Memorandum of Understanding between OPAPRU and MSU -Sulu was also conducted led by the Executive Director for Plans and Programs, OPAPRU, together and participated by the OIC Chancellor, MSU-Sulu, Prof. Rohina Adju and Vice Chancellor for Academic Affairs, Dr. Rafael Regellana.
Before taking the lunch, the OPAPRU, Guests of honors with MSU-Sulu officials and participants proceeded to University Library for the Ribbon Cutting and Launching of Peace Education Resource Nook (PERN).

The programme continues to proceed in the afternoon whereby Bp. Charlie Inzon, OMI, DD, Bishop, Vicar of Sulu and Tawi-Tawi rendered his lecture on "Promoting Just, Peace and Inclusive Communities in Sulu", followed by another plenary discussion with Dr. Hannbal H. Bara, Vice Chancellor for Research, Extension and Innovation, MSU-Sulu, entitled "Peace Education in Public and Private Schools: Why is it important and how it can be done".
To proceed, a breakout session was established where participants were grouped into three: Group A for Instructors, Group B and C for Students. Each group had a discussion on the given questions and scenario by the organizer and was given 20 minutes to share among their group mates. Furthermore, sharing of insights proceeded after the group discussion.

In closing, certificate of recognition was given to the participants, as well as the organizers and supporters of the programme. A messages of thanks from Director Rowena Lopez, OPAPRU, and MSU-Sulu Vice Chancellor for Academic Affairs was delivered emphasizing the commitment to peace building, unity and inclusivity.

24 faculty members from the Colleges of Education (COED) across the entire MSU System actively participated in the Peace Education Training by the Miriam College Center for Peace Education (MC - CPE) supported by the Global Community Engagement and Resilience Fund (GCERF) and Initiatives for International Dialogue (IID) during a three-day intensive training that took place from April 22 to 24, 2024, at the ESI Conference Room of Miriam College, Quezon City.

With at least two representatives from each campus, the training aimed to equip educators with the knowledge, skills, and values to foster a culture of peace within their institutions. MSU-Sulu's Ms. Sharifa M. Jalaidi, COED Secretary, and Mr. Radam J. Yusop, COED Faculty Member and IPDM Peace Action Coordinator, exemplified this collaborative spirit by sharing valuable insights and exploring methods to integrate peace themes not only into the Fundamentals of Peace Education (FPE) course, but also into the broader curriculum.

Dr. Loreta N. Castro, Founding Director of the Center for Peace Education at Miriam College, led a workshop that culminated the program. Here, the peace educators presented their action plans, with a common thread emerging: actions that build peace within the institution and beyond. This initiative signifies a significant step towards a more inclusive educational approach where peace becomes a central pillar.

This training marks a significant step for the MSU System's Colleges of Education, demonstrating their dedication to fostering a culture of peace within their classrooms and across the wider MSU community.

LOOK: Peace Education Coordinator, Dr. Abdulla Mohammad and secretary of IPDM, Abdulmon-em Pawaki successfully completed the Pilot Training in Manila

In the light of supporting practitioners in the development and implementation of gender-responsive interventions in complex conflict settings, the Global Center on Cooperative Security in collaboration with Philippine Center for Islam and Democracy (PCID) headed by its President, Regent Amina Rasul Bernardo, conducted a three-day pilot training that aims to equip policymakers and practitioners with the knowledge, tools, and resources to implement gender-responsive interventions in conflict settings, focusing specifically on the Philippines. The training had span three days with five modules, integrating participatory learning approaches to ensure active and inclusive engagement. The training was delivered by a team of 4
esteemed national experts in the person of the President of PCID, Amina Rasul Bernardo; Dr. Mario Aguja from MSU-General Santos; Atty. Maria Cleoffe Gettie Sandoval from women council; and Dr. Mark Anthony Torres from MSU-IIT. They professionally fostered a collaborative approach towards advancing gender-responsive interventions in the complex landscape of conflict settings in the Philippines.

Meanwhile, the training was attended by the different Professors from MSU Campuses, particularly the Institute for Peace and Development Directors and other members. Also in attendance are the esteemed National Government agencies, like the Office of Presidential Adviser for Peace, Reconciliation and Unity (OPAPRU) and Department of Interior and Local Government (DILG) who have shared their strategies and experiences focusing on the NAP-P/CVE and NAP WPS objectives.

The training ended with an overwhelming shared knowledge and expertise in countering complex conflict settings like violent extremism while taking into account the integration of gender-responsive strategies from different sides of minds — the resource persons and the participants themselves. In the implementation of the MNLF Transformation Program established between OPAPRU and MSU System, the Institute for Peace and Development in Mindanao (IPDM) at MSU Sulu successfully carried out a community consultation and Focus Group Discussion (FGD) from December 1 to 3, 2023, across seven Barangays in Basilan. These barangays include Masola in Isabela City, Lubukan in Hji Muhtamad Municipality, Semmut in Akbar Municipality, Tuburan in Muhammad Ajul Municipality, Lahi Lahi in Tuburan Municipality, and Kuhun and Boheh Piang in Albarka Municipality.

Each barangay had ten representatives participating in the FGD, with the primary goal of identifying community needs and sustainable development initiatives for positive transformation. IPDM Members led the event, including Dr. Abdulla Mohammad, Project Development Officer, IPDM Director Rashmie G. Estino, MEALS Coordinator Altamir Salamuddin, Prof. Alkinor Sajan, Mr. Mahmoudhar Hassan, Ms. Fatima Rania Kahar, Ms. Aishara Isahak, Mr. Muner Saradi, Mr. Al-Rajab Aming, Mr. Nagder Muhadja, Mr. Jainal Bahjin, and Mr. Nadzfeer Muhammad.

The collaboration and commitment of the MSU-Sulu faculty and staff were crucial in ensuring the seamless ex*****on of the FGD, expressing gratitude to Chancellor Dr. Nagder J. Abdurahman, OPAPRU, MSU GenSan, and the MNLF communities for their unwavering support.

The recent MSU Peace Summit, held at the Phela Grande Hotel, General Santos City, on November 19–21, 2023, saw MSU-Sulu, IPDM, and College of Education faculty joining forces. Prof. Rashmie G. Estino and Prof. Abdulla I. Mohammad from MSU-Sulu, IPDM, alongside Prof. Norman A. Abdurahman and Mr. Radam J. Yusop from the College of Education, engaged in discussions on integrating peace education into MSU's teacher education curricula.

IPDM Coordinators, Deans from 11 MSU campuses, and partners all attended the summit, which had as its main goal fostering harmony and understanding. MSU System President, Atty. Basari D. Mapupuno graced the event on its final day, emphasizing the university's commitment to advancing peace initiatives. The collaborative efforts showcased a dedication to shaping a more peaceful and inclusive educational landscape in Mindanao.
