Unauthorized Solicitation and Identity Theft Misrepresenting Dr. Serafin L. Ngohayon and the University of Abra

It has come to the attention of the University of Abra Administration that malicious individuals or syndicates are unlawfully misrepresenting the institution by using the name, reputation, and credentials of Dr. Serafin L. Ngohayon, Officer-in-Charge (OIC) of the Office of the University President. Furthermore, these impostors are utilizing fake or look-alike email addresses that closely mimic the official domain and email addresses of the University of Abra to deceive victims into believing the communications are legitimate.

Dr. Serafin L. Ngohayon, the Office of the University President, and all authorized Administrative and Academic Officers of the University of Abra will never, under any circumstances, solicit money, cash donations, loans, registration fees, financial assistance, or gifts via email, text message, social media platforms, or messaging applications.

Official institutional correspondence from the University of Abra strictly originates only from verified, official domain email addresses. Any communication demanding financial transfers, gift cards, or personal banking details from unofficial, public domains or altered/spoofed variations of the official domain is a complete fabrication and a criminal scam.

If you receive any suspicious messages, emails, friend requests, or phone calls claiming to be from Dr. Serafin L. Ngohayon or any officer and/or representative of the University of Abra asking for financial favors, money, or sensitive data, you are strongly advised to take immediate action. Do not send money, transfer funds, or disclose any personal, financial, or confidential information, and refrain from clicking unverified links or downloading attachments from suspicious senders.

Immediately block the sender, phone number, or social media profile, and report the incident right away to the official channels of the University of Abra or local law enforcement authorities for proper investigation and legal action.

The University of Abra vehemently condemns these illegal activities. Perpetrators engaged in identity theft, cyberstalking, phishing, and online fraud are subject to severe criminal prosecution and civil liability under applicable laws.

The University of Abra disclaims all liability for any financial loss, damages, or injury incurred by individuals who fall victim to these unauthorized and fraudulent representations.

When in doubt, always verify the authenticity of any communication by directly contacting the official University of Abra Administrative Offices.

University of Abra Holds First Board of Regents Meeting

QUEZON CITY – A monumental chapter unfolded in the history of higher education in the Cordillera region as the University of Abra successfully convened its very first Board of Regents (BOR) meeting on August 18, 2026, at the Office of Commissioner Myrna Q. Mallari Conference Room in the Commission on Higher Education (CHED) Central Office. Presided over by BOR Chairperson-Designate, CHED Commissioner Myrna Q. Mallari, DBA, CPA, the meeting served as the foundational assembly charting the institution's future as a full-fledged state university.

The hybrid meeting brought together key leaders and stakeholders dedicated to guiding the newly transformed university. Physically present for the landmark occasion were Dr. Serafin L. Ngohayon, Vice-Chairperson and Officer-in-Charge of the Office of the SUC President; Ms. Christense Denise L. Geonzon, Representative of the House of Representatives Committee on Higher and Technical Education (CHTE) Chair, Hon. Jude A. Acidre; Hon. Artemio C. Donato Jr., Alumni President; Dr. Jude Mark T. Tejero, Faculty Federation President; and Mr. Elizier B. Lazo, Acting Board Secretary. Joining the proceedings virtually were Dir. Apollo Edwin S. Pagano, Department of Economy, Planning, and Development (DEPDev)-CAR Regional Director; Dr. Nancy A. Bantog, Department of Science and Technology (DOST)-CAR Regional Director; Hon. Princess Krystal Faye B. Reyes, Student Federation President; and Dr. Noel B. Begnalen, Vice President for Academic Affairs.

A primary highlight of the inaugural meeting was the official oath-taking of Hon. Artemio C. Donato Jr., Mayor of the Municipality of Pidigan, Abra, who formally stepped into his role as the very first Alumni Regent of the University of Abra. His swearing-in symbolizes the enduring connection between the institution's graduates and its strategic leadership.

Throughout the session, the Board acted upon essential governance and administrative matters critical to transitioning from the Abra State Institute of Sciences and Technology (ASIST) to the University of Abra. Key discussions centered around the formal launch of the University of Abra, strategic tasking for the Search Committee for President to select the institution's first university president, and crucial fiscal, infrastructure, and extension program commitments designed to elevate academic and regional development.

This historic assembly marks more than a mere organizational transition; it signifies the dawning of an extraordinary era for the Province of Abra. As the Abra State Institute of Sciences and Technology officially transcends into the University of Abra, the institution rises to claim its mantle as a beacon of academic excellence, innovation, and community empowerment. Abra now has its first state university.

The Commission on Higher Education (CHED) has approved the compliance of the Abra State Institute of Sciences and Technology (ASIST) with the requirements for conversion into the University of Abra, making it the province’s first and only state university following its substantial compliance with the requirements for university status.

The milestone supports President Ferdinand R. Marcos Jr.’s emphasis on raising the quality of Philippine higher education. ASIST’s conversion followed CHED’s validation of its compliance with established university standards, underscoring that institutional growth must be matched by demonstrated academic and organizational capacity.

For learners, this provides greater assurance that the University of Abra’s expanded role is built on established standards of quality.
