𝗡𝗘𝗪𝗦 | CSU Lasam, NIA forge partnership for campus radio program

Cagayan State University–Lasam Campus and the National Irrigation Administration (NIA) Regional Office II formalized their partnership through the signing of a Memorandum of Agreement (MOA) for the conduct of a collaborative radio program, strengthening information dissemination on irrigation, agriculture, and community development.

The agreement establishes cooperation between CSU Lasam and NIA in producing an educational radio program to be aired over DWCJ 98.1 FM Radyo BayaNIAn, aimed at serving farmers, students, and the general public with relevant and development-oriented content.

Under the MOA, NIA Regional Office II, represented by Regional Manager Raymundo B. Apil, will provide technical resource persons on irrigation and agricultural development, assist in broadcast production, and support content development and promotion through its networks.

Meanwhile, CSU, represented by University President Arthur G. Ibañez, PhD, ASEAN Engr., through CSU Lasam Campus, will manage and oversee program production, designate faculty and student hosts and production staff, and ensure that content aligns with educational and developmental goals.

Both parties also committed to maintain close coordination, evaluate program effectiveness and audience engagement, and uphold ethical broadcasting standards to keep the program non-political and non-commercial.

The collaborative radio program, titled “Choco Talk,” will serve as a platform for advocacy, education, and public engagement on sustainable agriculture, irrigation development, and community empowerment initiatives. #

CSU–Lasam, LGU Allacapan launch Cacao Production and Processing Program

ALLACAPAN, Cagayan — Cagayan State University–Lasam Campus (CSU–Lasam) and the Local Government Unit (LGU) of Allacapan formally launched the Cacao Production and Processing Program through a pledge of commitment signing held in Silagan, Allacapan, today, February 16.

Extension Coordinator Bernard P. Madarang said the initiative aims to promote cacao farming and cacao-based products across Cagayan communities.

“The goal is to raise awareness about the benefits of cacao cultivation, support local farmers, encourage the consumption of locally produced cacao products, and foster a sense of national pride and community,” Madarang said.

Campus Executive Officer Prof. Florante Victor M. Balatico welcomed the partnership, expressing CSU–Lasam’s intent to share its cacao production practices with the municipality.

“That’s why we are delighted to be welcomed here in Allacapan, because we want to share the best practices we have implemented in Lasam. We hope that the story of cacao will not remain only in Lasam, but can also be shared here,” Balatico said.

‎Balatico also mentioned the recent resolution approved on January 26 by the Sangguniang Bayan of Lasam, Ordinance No. 2026-003, which recognizes cacao as the municipal fruit of Lasam.

Allacapan Mayor Yvonne Kathrina S. Florida encouraged local farmers to coordinate with the LGU and CSU for technical support and called for community backing of local agriculture.

“Let us support our local farmers and businesses, and work together for progress,” Florida said.

University President Dr. Arthur G. Ibañez highlighted the potential of cacao processing to expand local markets and livelihood opportunities.

“Cacao can be made into drinks, chocolates, bars, and tablea, and I hope its market will continue to grow, providing more opportunities and benefits for local farmers, businesses, and the community as a whole,” Ibañez said.

The activity concluded with the signing of the pledge of commitment and a ceremonial cacao planting by CSU–Lasam and LGU Allacapan representatives, marking the program’s official launch. #

Sa bawat pawis, sakripisyo, at laban na inyong hinarap, ipinamalas ninyo ang tunay na diwa ng pagiging atleta at iskolar ng bayan—may tapang, disiplina, at malasakit sa pamantasan. Higit pa sa mga medalya at panalo, ang inyong dedikasyon at puso sa paglilingkod ang aming ipinagmamalaki.

Sa lahat ng naging bahagi ng matagumpay na paglahok ng kampus—sa ating masisipag na manlalaro at coaches, sa mga opisyal at kawani ng pamantasan, at sa ating mga katuwang sa komunidad—taos-puso po kaming nagpapasalamat.

Sa Local Government Unit of Lasam sa pangunguna ni Hon. Mayor Dante Dexter Agatep, sa patuloy na suporta at malasakit sa ating mga mag-aaral na atleta. Cagayan State University–Lasam Campus held a two-day strategic planning workshop, target-setting, and cascading activity on February 5-6 as part of its preparations for the implementation of institutional targets for 2026.

Following the campus-wide cascading, the deans led separate college-level cascading and planning sessions in coordination with the Planning Office, which continued until Friday to ensure alignment of college targets with the campus’ strategic directions.

The series of activities will culminate tomorrow with the ceremonial signing of the 2026 Office Performance Commitment and Review (OPCR) targets, alongside the covenant signing of the deans and key units, including Academic Affairs, IPRM, Research, Extension, and the Administrative Office, with the Campus Executive Officer serving as the administrative head. #

𝐍𝐄𝐖𝐒 | 𝐋𝐆𝐔 𝐀𝐥𝐥𝐚𝐜𝐚𝐩𝐚𝐧, 𝐂𝐒𝐔-𝐋𝐚𝐬𝐚𝐦 𝐩𝐚𝐫𝐭𝐧𝐞𝐫 𝐨𝐧 𝐂𝐚𝐜𝐚𝐨 𝐏𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐠𝐫𝐚𝐦

Officials from Cagayan State University–Lasam Campus and the Local Government Unit (LGU) of Allacapan convened on February 4, 2026, to plan the launch of the Cacao Production and Processing Program.

The meeting, led by Campus Executive Officer (CEO) Prof. Florante Victor M. Balatico, PhD, and Allacapan Municipal Mayor Yvonne Kathrina S. Florida, focused on strategies for the program’s implementation and ensuring the long-term sustainability of the cacao industry in the municipality.

Attendees included Vice Mayor Jay-Ar D. Florida, Campus IPRM Coordinator Dominator A. Agatep Jr., University Extension Coordinator Bernard P. Madarang, Municipal Agriculturist Euseo B. Galuna, Farmers Association President Roger U. Area, and representatives from the Municipal Environment and Natural Resources Office (MENRO).

Mayor Florida emphasized that cacao offers a promising alternative and supplementary livelihood, particularly amid low rice prices that have affected local farmers’ income. She highlighted the growing market demand for cacao as an opportunity for economic improvement in the municipality.

The program is scheduled to formally commence on February 16, 2026, marking a key step toward promoting sustainable agriculture and enhancing the livelihood of Allacapan’s farming community.
