The General Legislative Council A.Y. 2025-2026 humbly presents its services towards promoting student welfare and empowering student governance. Through collaborative efforts, many milestones were achieved. Foundational mechanism and initiatives were also put in place. ⚖️🤝

𝐒𝐀 𝐋𝐈𝐊𝐎𝐃 𝐍𝐆 𝐏𝐀𝐇𝐈𝐍𝐀

Every publication has a story beyond the articles they publish, the headlines they write and the pages they produce.

The Bicol University General Legislative Council – Research, Education, and Publication Committee proudly presents "Sa Likod ng Pahina: A Survey Assessing the Current Status, Challenges, and Needs of Student Publications in Bicol University." This initiative gathered empirical and data-driven insights from student publications across the university through surveys and focus group discussions, providing a comprehensive picture of the realities faced by campus journalists and publication organizations today.

With a total of 𝟕 𝐄𝐝𝐢𝐭𝐨𝐫𝐬-𝐢𝐧-𝐜𝐡𝐢𝐞𝐟 𝐰𝐡𝐨 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐭𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞 𝐅𝐨𝐜𝐮𝐬 𝐆𝐫𝐨𝐮𝐩 𝐃𝐢𝐬𝐜𝐮𝐬𝐬𝐢𝐨𝐧 𝐚𝐧𝐝 𝟒𝟏 𝐄𝐝𝐢𝐭𝐨𝐫𝐢𝐚𝐥 𝐁𝐨𝐚𝐫𝐝 𝐚𝐧𝐝 𝐬𝐭𝐚𝐟𝐟𝐞𝐫𝐬 who responded to our online survey form. We present to you the findings highlighting the current status, challenges and recommendations for strengthening student publications in Bicol University.

As we move forward, may these serve as a foundation for evidence-based policies, meaningful support mechanisms and stronger collaboration among stakeholders in advancing campus journalism within Bicol University.

✅ARTICLE VI: Suffrage - Added a new article for “Suffrage” dedicated to student voting rights.

✅ARTICLE VII: The Executive Council - Expounded and specified the roles and responsibilities of all the Executive officers of the USC.

✅ARTICLE VIII: The General Legislative Council - CSC Presidents will not compose the GLC members, the following are the members of the GLC; CSC representative, President of UBOs, and the EIC of Publication and USC Executive officers shall serve in a non-voting capacity.

✅ARTICLE IX: The Student Judicial Council - Completely restructured the Judicial Council into an independent adjudicatory branch.

✅ARTICLE X: The Independent Student Commissions - Added a new article for the Student Commission on Audit and Student Commission on Extension.

✅ARTICLE XV: Accountability of USC Officers - Clearly specified the process, mechanism, and grounds of “Impeachment” to ensure rigid accountability measure to the officers.

✅ARTICLE XVI: Funds - More collective and democratic determination, and modification of the USC Fee.

✅ARTICLE XVIII: Amendments and Revisions - There will be no Constitutional Convention, in cases of amendments the Ad Hoc Constitutional Committee will be the one to facilitate revisions and amendments.

| 𝗢𝗻 𝗠𝗮𝘆 𝟭𝟭, 𝟮𝟬𝟮𝟲, 𝘁𝗵𝗲 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗟𝗲𝗴𝗶𝘀𝗹𝗮𝘁𝗶𝘃𝗲 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 (𝗚𝗟𝗖) 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝗹𝘆 𝗮𝗽𝗽𝗿𝗼𝘃𝗲𝗱 𝘁𝗵𝗲 𝗽𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗥𝗲𝘃𝗶𝘀𝗶𝗼𝗻.
Out of the 156 regular members of the Council, 122 casted affirmative votes, representing 78% of the entire body.

•𝟵/𝟭𝟬 𝗨𝗦𝗖 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 𝗢𝗳𝗳𝗶𝗰𝗲𝗿𝘀,

This decisive outcome signifies that the required quota has been successfully met, reflecting the strong collective support of the Council for the Revised Constitution and By-Laws (CBL).

With the approval now secured, the GLC shall promptly move forward with the next phase of the constitutional reform process through comprehensive information drives and consultations regarding the Revised CBL. These initiatives aim to ensure that all members and stakeholders are well-informed about the proposed changes, their implications, and the long-term benefits they seek to bring to the organization.

Ultimately, the process will culminate in the conduct of the Plebiscite, where the broader body will be given the opportunity to formally ratify the Revised CBL.

| On May 9, 2026 the General Legislative Council convened for its 4th and Special General Legislative Council Session, marking a significant step toward strengthening student governance and institutional responsiveness. The session gathered key stakeholders, including the University Student Council (USC), Constitutional Convention (ConCon) Officers, student publications, and college presidents and representatives, all united in a shared commitment to advancing student representation.

A major highlight of the session was the presentation and deliberation of the Revised Constitutional By-Laws (CBL) of the USC. After thorough discussion, the resolution for the revision was successfully approved on its second reading, moving the proposed amendments closer to ratification. The next step in the process is an online ballot requiring the approval of three-fourths (3/4) of the General Legislative Council members.

Once ratified by the Council, the revised CBL will be brought before the entire student body through a week-long plebiscite, accompanied by a comprehensive information drive aimed at educating students on the proposed changes.
