The Bicol University College of Law – College Student Council extends its warmest congratulations to our future Bueñong Abogado debaters for emerging as 𝑺𝒆𝒎𝒊-𝑭𝒊𝒏𝒂𝒍𝒊𝒔𝒕𝒔 in the recently concluded 𝑪𝒂𝒍𝒍𝒆𝒋𝒂 & 𝑨𝒔𝒔𝒐𝒄𝒊𝒂𝒕𝒆𝒔 𝑵𝒂𝒕𝒊𝒐𝒏𝒂𝒍 𝑳𝒂𝒘 𝑫𝒆𝒃𝒂𝒕𝒆 𝑪𝒉𝒂𝒎𝒑𝒊𝒐𝒏𝒔𝒉𝒊𝒑.

𝐓𝐡𝐞 𝐒𝐭𝐚𝐭𝐞 𝐚𝐟𝐟𝐢𝐫𝐦𝐬 𝐥𝐚𝐛𝐨𝐫 𝐚𝐬 𝐚 𝐩𝐫𝐢𝐦𝐚𝐫𝐲 𝐬𝐨𝐜𝐢𝐚𝐥 𝐞𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐟𝐨𝐫𝐜𝐞. 𝐈𝐭 𝐬𝐡𝐚𝐥𝐥 𝐩𝐫𝐨𝐭𝐞𝐜𝐭 𝐭𝐡𝐞 𝐫𝐢𝐠𝐡𝐭𝐬 𝐨𝐟 𝐰𝐨𝐫𝐤𝐞𝐫𝐬 𝐚𝐧𝐝 𝐩𝐫𝐨𝐦𝐨𝐭𝐞 𝐭𝐡𝐞𝐢𝐫 𝐰𝐞𝐥𝐟𝐚𝐫𝐞.¹

The hard work of every Filipino laborer constitutes the backbone of our economy. The significance of their contribution to nation-building is beyond dispute. Yet, despite their indispensable role, they continue to endure harsh working conditions—long hours, inadequate wages, and unsafe workplaces. To add insult to injury, many laborers are still subjected to social stigma and are unjustly regarded as inferior.

For years, Filipino laborers have persistently fought for fair wages and improved working conditions—a struggle not for excess, but for what is rightfully due to them. Their demands are neither unreasonable nor extravagant; they seek only fair compensation, safe and humane workplaces, and accessible public transportation to ease the burden of their daily commute.

In times of crisis, laborers are invariably among the first to bear the brunt. Whether confronted with fuel price hikes, worsening traffic conditions, rising costs of living, or inflation, they are compelled to work harder while receiving far less in return.

As future legal professionals, we must remain ever mindful of the plight of Filipino laborers. It is incumbent upon us to ensure that labor laws are not only upheld but are responsive to the evolving needs of the working class. We must continue to advocate for policies that recognize and uphold the dignity and value of every Filipino worker.

This 𝐋𝐚𝐛𝐨𝐫 𝐃𝐚𝐲, the Bicol University College of Law – College Student Council stands in solidarity with every Filipino laborer in the promotion and protection of their rights. Let this serve as a reminder that it is our collective duty to ensure that the contributions of our workers are not only remembered, but meaningfully recognized—through the effective implementation of mechanisms that safeguard their welfare and advance their well-being.

The Bicol University College of Law – College Student Council successfully held its 2nd General Assembly for the Academic Year 2025–2026 last Saturday, April 25, 2026.

The assembly served as an avenue to update the student body on key initiatives, foster stronger engagement within the college, and reinforce our shared commitment to academic excellence and service.

We extend our sincere appreciation to everyone who attended and actively participated, as well as to those who worked behind the scenes to make this event possible. Your continued support strengthens our community and inspires us to serve with greater purpose.

The Bicol University College of Law – College Student Council (CSC) will be having its 2nd General Assembly this April 25, 2026, Saturday, at the Old CAL Amphitheatre. Registration shall begin at 12:00 noon, and the assembly proper shall promptly commence by 1:00 p.m.

Attendance at the assembly shall be 𝐌𝐀𝐍𝐃𝐀𝐓𝐎𝐑𝐘 as all students of the College are deemed members thereof as provided under Article IV, Section 1 of the BUCL CSC Constitution and By-Laws.

Conduct of Asynchronous Classes and Work-From-Home Arrangement for Non-Teaching Personnel in view of the Scheduled Transport Strike on Tuesday and Wednesday, April 21-22, 2026

In anticipation of the scheduled transport strike on Tuesday and Wednesday, April 21-22, 2026, and to ensure the safety and convenience of our personnel and students, the following measures shall be observed:

(a) Conduct of Asynchronous Classes. On the specified dates, all faculty members are directed to conduct classes asynchronously. Learning materials, assignments, and instructions must be made available to students through the official learning management system or other online platforms mutually agreed upon by faculty and students. Faculty members are expected to provide clear guidance and maintain open communication channels to address student concerns.

Additionally, faculty are required to submit an accomplishment report, which shall be attached to their daily time record for the month.

(b) Implementation of work-from-home arrangement. Effective April 21-22, 2026, all non-teaching personnel shall adopt a work-from-home arrangement, except for security staff and drivers with scheduled travel duties who are required to report onsite; supervisors must ensure that essential tasks and deliverables are properly assigned, monitored, and completed remotely, while employees are expected to remain accessible during regular working hours through official communication channels; utility personnel (Job Order) may opt to report onsite, but those who choose not to report shall be subject to the "no work, no pay" policy; and to ensure the prompt processing of financial claims, concerned administrative, budget, and finance personnel are strongly encouraged to report onsite.
