In solemn commemoration of the 40th Anniversary of the EDSA People Power Revolution, the Student Regent has formally transmitted a written request to the Office of the University President, respectfully seeking the suspension of classes or, in the alternative, the implementation of an asynchronous modality for the said date. The request is anchored on the imperative of affording students a reasonable and meaningful opportunity to participate in duly organized civic and commemorative activities marking this historic milestone.

Such representation proceeds from the recognition that education is not confined within the four corners of the classroom. Universities, as citadels for higher learning, bear the responsibility of advancing historical consciousness, civic engagement, and principled discourse. Allowing students to participate in civic observances upholds the continuing essence of our democracy and affirms the role of the academic community in preserving and advancing constitutional values.

In honoring EDSA at forty, we do more than revisit history as we are called to examine how each generation exercises, safeguards, and gives substance to the freedoms it has inherited.

Ang Bawal Bastos Law (Safe Spaces Act, R.A. 11313) na inilathala noong 2019 ay nagpoprotekta sa lahat mula sa gender-based sexual harassment sa pampublikong espasyo, online, trabaho, at paaralan. Ito ay nagbibigay-diin sa pananagutan ng lahat para lumikha ng ligtas, may dignidad na kapaligiran para sa lahat, anuman ang kasarian o oryentasyong sekswal.

At ngayon, sa pinakaunang pagkakataon sa kasaysayan ng Bicol University, ang mismong unang may-akda at matibay na tagapagtaguyod ng Bawal Bastos Law, 𝗦𝗲𝗻𝗮𝘁𝗼𝗿 𝗥𝗶𝘀𝗮 𝗛𝗼𝗻𝘁𝗶𝘃𝗲𝗿𝗼𝘀, ang makikipag-usap sa atin! Ang kaganapan ay gaganapin ngayong huwebes, Disyembre 11, 2025 sa BU College of Engineering Gymnasium (East Campus), kung saan ibabahagi niya ang kaalaman tungkol sa ating mga karapatan, responsibilidad, at paraan para tumindig laban sa panliligalig.

Today, November 10, 2025, the Student Regent and Faculty Regent of Bicol University have formally submitted a request letter to the Office of the University President, appealing for the implementation of an asynchronous learning setup until November 14, 2025, in light of the severe aftermath of Super Typhoon Uwan.

The letter underscores that numerous households, including those of students, faculty members, and staff, have been gravely affected by widespread flooding, property damage, and prolonged power outages. Many communities across the region remain without stable electricity, communication networks, and internet connectivity, while transportation systems and public mobility continue to be disrupted.

Given these conditions, both students and faculty members face significant barriers in accessing digital platforms and attending synchronous or in-person classes. The regents emphasized that adopting an asynchronous setup would allow members of the university to prioritize their safety, recovery, and immediate needs.

On August 29, 2025, the BU Student Regent joined in the 𝗢𝗻𝗹𝗶𝗻𝗲 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝘁𝗵𝗲 𝗣𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝗙𝗶𝘀𝗰𝗮𝗹 𝗬𝗲𝗮𝗿 𝟮𝟬𝟮𝟲 𝗕𝘂𝗱𝗴𝗲𝘁 𝗳𝗼𝗿 𝗦𝘁𝗮𝘁𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝗶𝗲𝘀 𝗮𝗻𝗱 𝗖𝗼𝗹𝗹𝗲𝗴𝗲𝘀 (𝗦𝗨𝗖𝘀), organized by the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗨𝗻𝗶𝗼𝗻 𝗼𝗳 𝗦𝘁𝘂𝗱𝗲𝗻𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 (𝗡𝗨𝗦𝗣) and the 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗣𝗮𝗿𝘁𝘆𝗹𝗶𝘀𝘁, and was attended by various 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗥𝗲𝗴𝗲𝗻𝘁𝘀 𝗮𝗻𝗱 𝗧𝗿𝘂𝘀𝘁𝗲𝗲𝘀 representing SUCs across the country.

During the said consultation, the 𝗽𝗿𝗼𝗰𝗲𝘀𝘀𝗲𝘀 𝗮𝗻𝗱 𝗽𝗿𝗼𝗰𝗲𝗱𝘂𝗿𝗲𝘀 𝗴𝗼𝘃𝗲𝗿𝗻𝗶𝗻𝗴 𝘁𝗵𝗲 𝗮𝗽𝗽𝗿𝗼𝘃𝗮𝗹 𝗼𝗳 𝘁𝗵𝗲 𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗯𝘂𝗱𝗴𝗲𝘁 were extensively discussed, with particular emphasis on budget allocations for higher education and SUCs. The student leaders invited to the meeting were likewise given the opportunity to share their sentiments, observations, and recommendations concerning the proposed budget, especially as these directly affect the accessibility, quality, and sustainability of public higher education in the Philippines.

The participation of the BU Student Regent in this national dialogue shows the continuing commitment to actively engage in policy discussions and advocacy efforts in pursuit of equitable and sufficient budgetary support for SUCs nationwide.

𝗜𝗖𝗬𝗠𝗜 | 𝗨𝗦𝗖, 𝗢𝗦𝗥, 𝗮𝗻𝗱 𝗟𝗬𝗗𝗖 𝗟𝗲𝗮𝗱 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻𝗴 𝗠𝗮𝗸𝗮𝗯𝗮𝘆𝗮𝗻, 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝗶𝗻𝗴 𝗬𝗼𝘂𝘁𝗵 𝗣𝗼𝘄𝗲𝗿 𝗶𝗻 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲

For the first time in several years, the University Student Council (USC) and the Office of the Student Regent (OSR), in collaboration with the Legazpi City Youth Development Office (LYDC) and various recognized student organizations within the University, successfully organized the program entitled 𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻𝗴 𝗠𝗮𝗸𝗮𝗯𝗮𝘆𝗮𝗻: 𝗖𝗲𝗹𝗲𝗯𝗿𝗮𝘁𝗶𝗻𝗴 𝗬𝗼𝘂𝘁𝗵 𝗣𝗼𝘄𝗲𝗿 𝗳𝗼𝗿 𝗡𝗮𝘁𝗶𝗼𝗻-𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 on August 12, 2025.

The said event was duly graced by the presence of 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝗲𝗿 𝗚𝗲𝗿𝘃𝘆 𝗝𝗮𝗺𝗲𝘀 𝗚𝘂𝗺𝗮𝗿𝗶𝘁, who delivered a substantive address emphasizing the paramount importance of active youth participation in the processes of nation-building and democratic governance. Likewise, the program was enriched by the presence of 𝗣𝗿𝗼𝗳. 𝗞𝗶𝗺 𝗕𝗶𝗴𝗮𝘆, former Chairperson of the Political Science Department, who delivered an insightful discussion on the critical role of 𝗴𝗼𝗼𝗱 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 as a cornerstone of effective leadership and national progress.

The conduct of Kabataang Makabayan aims to cultivate socially aware, politically engaged, and service-oriented youth leaders who shall contribute meaningfully to the advancement of the nation.

The Student Regent duly participated in his first session of the 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗙𝗶𝗻𝗮𝗻𝗰𝗲, 𝗔𝗰𝗮𝗱𝗲𝗺𝗶𝗰, 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵, 𝗮𝗻𝗱 𝗘𝘅𝘁𝗲𝗻𝘀𝗶𝗼𝗻 𝗖𝗼𝗺𝗺𝗶𝘁𝘁𝗲𝗲 (𝗨𝗙𝗔𝗥𝗘𝗖) on August 11, 2025. The UFAREC is a high-level policy and advisory body of the University, tasked with the deliberation, review, and recommendation of matters pertaining to finance, academics, research, and extension services, prior to their submission to the Board of Regents for appropriate action.

The Committee is composed of only three members, to wit: the 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗥𝗲𝗴𝗲𝗻𝘁, representing the interests and welfare of the student sector; the 𝗙𝗮𝗰𝘂𝗹𝘁𝘆 𝗥𝗲𝗴𝗲𝗻𝘁, 𝗣𝗿𝗼𝗳. 𝗜𝗻𝗱𝗶𝗿𝗮 𝗧𝗮𝗯𝗼, representing the concerns of the faculty sector; and the 𝗔𝗹𝘂𝗺𝗻𝗶 𝗥𝗲𝗴𝗲𝗻𝘁, 𝗔𝘁𝘁𝘆. 𝗔𝗹𝗲𝘅 𝗡𝗲𝗽𝗼𝗺𝘂𝗰𝗲𝗻𝗼, representing the alumni of the University.

The active participation of the Student Regent in the UFAREC ensures that the voice of the student body is heard and duly considered in critical policy discussions and decision-making processes of the University.

In view of the urgent message received by Bicol University pertaining to reported bomb threats within the University premises, and in the interest of ensuring the safety and security of all constituents, classes across all campuses are hereby shifted to asynchronous mode until further notice.

Furthermore, the suspension of all office operations and on-site work within BU West, BU East, and BU Daraga campuses is hereby ordered effective immediately.

All students, faculty members, and personnel are directed to vacate the university premises in an orderly manner and to return home or proceed to a place of safety. Everyone is further enjoined to remain vigilant and to refrain from spreading unverified information that may cause unnecessary panic.

All students are advised to observe the following safety reminders and precautions:

1. 𝗦𝘁𝗮𝘆 𝗰𝗮𝗹𝗺 𝗮𝗻𝗱 𝘄𝗮𝗶𝘁 𝗳𝗼𝗿 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝘂𝗽𝗱𝗮𝘁𝗲𝘀.
Do not panic or spread unverified information. Follow only announcements released through the university’s official communication channels or local authorities.

2. 𝗘𝘃𝗮𝗰𝘂𝗮𝘁𝗲 𝘀𝗮𝗳𝗲𝗹𝘆 𝗮𝗻𝗱 𝗮𝘃𝗼𝗶𝗱 𝗿𝗲𝘀𝘁𝗿𝗶𝗰𝘁𝗲𝗱 𝘇𝗼𝗻𝗲𝘀.
Leave the area in an orderly manner. Use the designated evacuation routes and assembly areas. Avoid re-entering any building until declared safe by the authorities.

3. 𝗕𝗲 𝗮𝗹𝗲𝗿𝘁 𝘁𝗼 𝘀𝘂𝘀𝗽𝗶𝗰𝗶𝗼𝘂𝘀 𝗼𝗯𝗷𝗲𝗰𝘁𝘀 𝗼𝗿 𝗯𝗲𝗵𝗮𝘃𝗶𝗼𝘂𝗿.
Do not touch or move any unattended bags, boxes, or items. Report immediately to campus security, police, or responders on site.

4. 𝗞𝗲𝗲𝗽 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗹𝗶𝗻𝗲𝘀 𝗼𝗽𝗲𝗻 𝗯𝘂𝘁 𝘂𝗻𝗰𝗹𝗼𝗴𝗴𝗲𝗱.
Notify your parents or guardians of your safety through text or messaging apps, but refrain from unnecessary calls that could block emergency lines.

5. 𝗖𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗲 𝗳𝘂𝗹𝗹𝘆 𝘄𝗶𝘁𝗵 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝗶𝗲𝘀.
Follow all instructions given by the PNP, university officials, and emergency response personnel. Stay alert and encourage others to observe the same vigilance.

The university prioritizes the safety of every student and member of the academic community. The university assures the public that all necessary coordination with law enforcement and emergency response units is being undertaken to address the situation promptly. Your cooperation and understanding in this critical time are earnestly requested as we prioritize the collective welfare of the studentry and BU community.
