In accordance with Bicol University Administrative Order No. 0566, series of 2026, dated August 18, 2026, all concerned are hereby informed of the official academic delivery arrangement for the First Semester of AY 2026โ2027.
On-site instruction remains the general rule and principal mode of teaching and learning. Three designated periods for online/blended learning shall be implemented to support energy conservation while maintaining required instructional periods, learning competencies, and academic standards.

โข The three online/blended learning periods are regular instructional weeks and are NOT class suspensions or free periods. Faculty shall implement appropriate synchronous, asynchronous, or blended activities aligned with the approved syllabus, learning outcomes, and class schedule.
โข Faculty shall provide clear instructions, learning materials, assessment requirements, consultation arrangements, and reasonable submission timelines through University-approved platforms.
โข Required synchronous sessions should ordinarily be conducted within the officially scheduled class period. Reasonable alternative arrangements shall be provided for students with legitimate connectivity, power, disability-related, or other access constraints.
โข Student attendance and participation shall be documented through appropriate evidence of engagement, such as submitted outputs, platform records, discussions, consultations, quizzes, or other authentic learning evidence. Attendance shall not be based solely on continuous camera use.
โข Academic workload during online/blended weeks shall remain reasonable and proportionate to the prescribed contact time and course requirements. The change in modality shall not diminish course content, competency attainment, assessment standards, academic integrity, or applicable CHED, PRC, accreditation, and other requirements.
โข Approved on-site activities during online/blended weeks shall only be those that are academically necessary and cannot reasonably be conducted online or through alternative modalities. Affected students shall be notified in advance.

The Related Learning Experience (RLE), clinical duty, internship, and other experiential or placement-based activities are exempt from the designated online/blended learning schedule. These shall continue according to the approved rotation/deployment schedule and the requirements of partner institutions and regulatory bodies.

The guidelines apply to Bicol University academic units, including External Campuses, for undergraduate and graduate courses during the First Semester of AY 2026โ2027.
BUCEILS is not included in the specified online/blended learning weeks and shall retain its approved regular schedule.

During designated online/blended learning weeks, essential on-site operations shall be consolidated whenever practicable. Unused classrooms and facilities shall observe reduced energy consumption, including switching off non-essential lights, air-conditioning, computers, laboratory equipment, appliances, and other electrical loads when not in use, subject to safety and equipment-protection requirements.
Natural ventilation and daylight shall be utilized whenever possible, while non-essential university vehicle use, travel, face-to-face meetings, and campus activities shall be minimized or consolidated without affecting essential services.
Essential utilities, digital platforms, emergency services, continuously operating laboratories, and student support services shall remain available as needed.

A Mandatory Completion Session (MCS) equivalent to one week of scheduled class meetings shall be conducted within the semester. The schedule shall be determined by the faculty and the class.
Students are advised to coordinate with their respective faculty members and academic units regarding specific class arrangements, requirements, assessments, and any approved on-site activities during designated periods.
Student support services essential to teaching and learningโincluding the library, registrar, guidance, health, ICT, and related servicesโshall remain accessible through appropriate on-site, online, or on-call arrangements.
In case of emergencies, severe weather, connectivity disruptions, public advisories, or other circumstances affecting implementation, existing University continuity and safety protocols shall govern.
