This newly launched page serves as the official digital platform of the Office of the University President—your direct source for leadership updates, strategic initiatives, institutional milestones, and the forward-looking vision of an educator, innovator, and transformational leader dedicated to advancing quality education, institutional excellence, and public service.

From his humble beginnings as a proud PSU alumnus, Dr. Galas rose through the ranks and has since built an outstanding career in higher education. Before assuming the presidency in 2022, he was Vice President for Administration and Linkages starting in 2021. He also served as Officer In-Charge of the Office of the University President from July to October 2021, Vice President for Quality Assurance from January 2021 to July 5, 2021, and Quality Management Representative of the University from August 2020 until July 2021. Earlier roles include Campus Executive Director of PSU Asingan Campus, and earlier still, he began his career at PSU Bayambang where he worked as Network Administrator and later as Chairperson of the Information Technology Department, holding various administrative posts and contributing significantly to the university’s development over the years.

His impact extends beyond Philippine borders through his international appointments as an International Research Fellow at Thu Duc College of Technology (Vietnam) and as an Adjunct Professor and Research Fellow at UNITAR International University (Malaysia).

Recognized for his exemplary leadership and dedication to public service, Dr. Galas is a recipient of the 2023 Civil Service Commission Dangal ng Bayan Award and was appointed as a 2024 Department of Science and Technology (DOST) Science, Technology, & Innovation Ambassador.

Through visionary leadership grounded in excellence, integrity, and innovation, President Dr. Elbert M. Galas continues to steer Pangasinan State University toward greater heights in instruction, research, extension, production, and global engagement.

The verse gently reminds us that when we take time to plan well and work with care, we often see better and more lasting results. But when we rush without thinking things through, we may end up facing struggles we could have avoided.

There is wisdom in slowing down, in letting thoughts settle before decisions are made. For when we rush through life without direction, we often find ourselves arriving at places we never truly meant to go.

𝐇𝐑𝐌𝐃𝐎 𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬 | 𝐏𝐒𝐔 𝐑𝐞𝐟𝐥𝐞𝐜𝐭𝐬 𝐒𝐨𝐥𝐢𝐝𝐚𝐫𝐢𝐭𝐲 𝐢𝐧 𝐌𝐢𝐥𝐞𝐬𝐭𝐨𝐧𝐞 𝐈𝐢𝐏 𝐏𝐥𝐚𝐭𝐢𝐧𝐮𝐦 𝐑𝐞𝐜𝐨𝐠𝐧𝐢𝐭𝐢𝐨𝐧

Pangasinan State University has reached a meaningful milestone as it earns the Investors in People (IiP) Platinum Accreditation, becoming the first and only higher education institution in Asia to receive the distinction.

More than the accreditation, this recognition reflects the solidarity that continues to define PSU as a community. It speaks of people who choose to care, offices that support one another, campuses that move with one direction, and PSUnians who continue to serve because the mission of the University is worth carrying forward.

The IiP Conversations held on February 18–20, 2026 became more than an assessment of systems and best practices. They served as a meaningful venue for PSU to share the stories behind the outputs, the people behind the processes, and the shared commitment behind the recognition. Through this engagement, the University affirmed that its values are lived not only in moments of success, but also in the difficult, quiet, and ordinary days that build an institution.

This achievement also honors the path that came before it. Under the leadership of former University President Dr. Dexter R. Buted, PSU first gained distinction as the first and only public university in Asia to receive IiP Silver Level Accreditation in 2018. The University sustained this standard with the IiP Gold Level Award in 2021.

Today, under the leadership of University President Dr. Elbert M. Galas, the Platinum Accreditation carries that legacy forward and lifts it to a higher level. It stands as a shared achievement shaped by generations of leadership, service, and purpose, and by the continuing work of one PSU community committed to excellence with heart.

This is more than a recognition. It is a tribute to every PSUnian whose work, seen and unseen, helped bring the University to this moment.
