When we talk about governance, an important question arises: Is public office a personal privilege?

๐™๐™๐™š ๐™–๐™ฃ๐™จ๐™ฌ๐™š๐™ง ๐™ž๐™จโ€”๐™–๐™—๐™จ๐™ค๐™ก๐™ช๐™ฉ๐™š๐™ก๐™ฎ ๐™ฃ๐™ค.

One of the fundamental principles of public service and governance, โ€œPublic Office is a Public Trust,โ€ is enshrined in Article XI, Section 1 of the 1987 Philippine Constitution. This constitutional principle reminds us that positions in government are neither possessions nor sources of personal power, but responsibilities entrusted by the people.

Public officials and employees are expected to serve with accountability, integrity, loyalty, efficiency, and responsibility, always placing the public interest above personal gain. As the Constitution provides, they must remain accountable to the people at all times.

As we celebrate Public Administration Month 2026, let us remember that genuine public service is anchored on transparency, ethical leadership, and a steadfast commitment to the common good.

An active member of the Association of Schools of Public Administration in the Philippines, Inc. (ASPAP), PPC made significant contributions to the 2026 ASPAP International Conference held on 08-11 June 2026, at the UP National College of Public Administration and Governance in Diliman, Quezon City.

Asst. Prof. Menard P. Nava, PPC Program Head for the School of Public Policy and Governance and the Collegeโ€™s Institutional Representative to ASPAP, served as moderator for two parallel sessions: โ€œDecentralization, Local Governance, and Uneven Capacity Under Pressureโ€ and โ€œEvidence, Policy, and Decision-Making in High-Uncertainty Contexts.โ€ He facilitated scholarly exchange and synthesized research findings on how governance can be strengthened amid uneven capacity and high-uncertainty environments.

Mr. Jezreel C. Serrana, faculty member of the School of Public Policy and Governance, presented a co-authored paper on the status and challenges of quality assurance practices among local government units in Pangasinan. The study underscored the role of quality management in advancing continuous improvement in public service delivery.

Beyond contributing to the conference, PPC delegates gained new insights on Public Administration and Governance from international experts, scholars, and practitioners. The conference also featured PAhayag: A Masterclass Seminar Series, which provided focused learning sessions for participants.

Through this engagement, PPC continues to share its expertise while integrating global perspectives to better serve its stakeholders.
