ALERTLink is a two-way disaster communication and rescue tracking system that aims to address the digital divide during emergencies. It ensures that everyone stays connected by supporting basic mobile phones, removing the need for pricey phoney, complex apps, or active internet data to contact authorities. Residents can go report their situation and request aid through two-way communication, which helps DRRM personnel prioritize rescue efforts, manage resources efficently, and make faster decisions.

How ALERTLink works?:
The system uses a multi-layered approach to ensure reliability and real-time responsiveness during disasters.

Automated Alert Broadcasting: The system automatically sends emergency alerts to all registered residents through geo-fenced voice calls and SMS.

Multi-Way Communication Mode: Residents can receive warnings and respond to alerts using their phone keypad during a voice call (DTMF) or by replying via SMS. For example, a resident can press "1" for evacuating or "2" if rescue is needed.

Fail-Safe Reliability: To ensure no communication gap, ALERTLink includes an automated SMS fallback mechanism. This ensures critical alerts and distress signals are delivered even when voice calls drop or signals are weak.

Real-Time Tracking & Monitoring: Authorities can track resident reactions in real-time via an admin dashboard. It uses WebSocket refreshes to keep data up to date and automatically logs last-known locations.

Resident Labels & Priority Tagging: The system organizes information using intelligent data, tagging vulnerable categories including seniors, PWDs (Person with Disabilities), and those designated as "unresponsive" or "rescue needed". This enables rescue crews to give priority to individuals who are most in need of assistance.

Analytics and Responsive Reports: These insights assist Local Government Units (LGUs) in assessing the efficacy of their alerts, pinpointing opportunities for enhancement, and developing future emergency response plans that are more successful.
