A CALL FOR PRO-STUDENT PROVISIONS IN THE NUTE BILL

The proposed National University for Teacher Education (NUTE) Bill seeks to establish a new charter for the Philippine Normal University system, which aims to provide additional funding and institutional reforms for the University. However, the current version of the bill has raised various concerns and differing opinions among students across the PNU system.

During the consultations conducted last November, concerns were raised by students regarding several provisions of the proposed NUTE Bill. Despite the reservations expressed by a significant number of students, the administration signified its intention to continue pursuing the measure. In response, the PNU National Union of Student Governments (PNU-NUSG) called for the inclusion of stronger pro-student provisions to ensure that the proposed charter genuinely advances student welfare, representation, and democratic participation.

The PNU-NUSG submitted a position paper advocating for amendments that would make the NUTE Bill more responsive to the needs and interests of the student body.

During the 1st Quarter Meeting of the PNU Board of Regents, the Student Regent formally raised questions and concerns regarding the current version of the proposed NUTE Bill, emphasizing provisions that may directly affect students. The Student Regent expressed reservations and maintained a position leaning against the bill. Despite these concerns, other members of the Board moved for its approval.

Following this development, the PNU-NUSG deliberated on the collective sentiments and positions of students through consultations with the chairperson and presidents of the various student governments and council across the PNU system, resulting in the formulation of a unified position paper.

On May 13, the Student Regent, Arnold D. Monticalvo, attended a consultative dialogue at the House of Representatives of the Philippines concerning the proposed NUTE Bill endorsed by the University. During the dialogue, the Student Regent presented the consolidated position of the students, focusing on the following key concerns and recommendations:

• The inclusion of a Graduate Student Regent in the Board of Regents to strengthen student representation in the University’s highest policymaking body;
• Increased and sufficient funding for student organizations and student publications;
• Salary increases for student assistants;
• A review of student fees and other financial burdens directly shouldered by students;
• Greater attention to student welfare, particularly concerning excessive and heavy academic workloads;
• Clear and equitable budget allocations for all PNU hubs;
• Adequate institutional support for student-athletes and university representatives; and
• The expansion and protection of students’ academic freedom.

Furthermore, while Republic Act No. 8292 provides for the inclusion of two private sector representatives in the Board of Regents, the students maintain that the presence of the private sector should not dominate or undermine the democratic character of the Board. The PNU-NUSG also emphasized that a consultative mechanism involving students and stakeholders must be established in the crafting of the Implementing Rules and Regulations (IRR) of the proposed law.

The technical working group on the NUTE Bill is expected to release another revised version of the proposal in the coming days, which, according to the administration, will again be subjected to consultations with the students. The administration is also expected to revise the provisions of the NUTE Bill concerning contractualization, commercialization, and internationalization, as reflected in the position paper submitted by the PNU National Union of Student Governments.

These two simple words carry the weight of our shared journey — a call to move forward despite the hurdles of our changing world.

We are delighted to share with you a video from the Philippine Normal University South Luzon, produced by the creative students of BMSEE 1A. Entitled “SA KABILANG MUNDO," this project highlights how our institution ensures that education remains a priority despite the national emergencies we are currently experiencing. From the soaring prices of basic goods to the rising costs of gasoline and daily commute, this film explores how we adapt to both physical and digital classrooms. Guided by discipline, integrity, responsibility, and respect, we demonstrate that the PNUan spirit remains effective and safe, no matter the economic burden we carry.

Sa gitna ng mga hamon ng ating panahon, ang proyektong ito ay naglalayong magbigay ng linaw sa mga dapat at hindi dapat gawin sa ating pag-aaral, lalo na sa pagbabalanse ng oras para hindi tayo maunahan ng tambak na gawain. Ipinapakita rito ang kahalagahan ng katapatan sa paggamit ng teknolohiya at internet, habang tinitimbang ang mga kagandahan at hirap ng blended learning. Higit sa lahat, pinaaalalahanan tayo nito na sa kabila ng anumang krisis, hinding-hindi dapat mawala ang ating paggalang sa kapwa, sa ating mga g**o, at lalo na sa ating mga magulang at nakatatanda na walang sawang sumusuporta sa ating pangarap.

In a professional collaboration, the students of BMSEE 1A reached out to the Office of the Student Government to facilitate the official uploading of this film, ensuring its message of resilience reaches the entire community. This initiative reminds us that true education is a shared responsibility, where we support one another in managing our digital tasks while maintaining the highest standards of character.

The webinar entitled “Strengthening Readiness: National Strategies for Energy Emergency Preparedness and Response” was successfully conducted on 29 April 2026, bringing together members of the Philippine Normal University South Luzon academic community for a timely and significant discourse on energy resilience and national preparedness.

The program was organized by the Student Government under the leadership of Hon. Arnold D. Monticalvo, President, and featured a message from Ms. Joy Angelle B. Remojo, RGC, Head of the Student Affairs and Services Unit. The activity was further enriched by the expert presentations of Engr. Victor R. Cada, General Manager of QUEZELCO I, and Engr. Kathleen Izza Marie Nopre, Process Design Engineer, whose insights contributed meaningfully to the participants’ understanding of energy preparedness and response.

The successful implementation of the webinar was made possible through the concerted efforts of the organizing committee, including Hon. Erich Sachie Gabitanan, Hon. Raniel B. Bautista, Hon. Siulair Dela Peña, and Hon. Renzo Asi Gurra. The program was capably facilitated by the Masters of Ceremonies, Hon. Nicole Deduyo and Hon. Jake Villafañe.

This initiative underscores the University’s continuing commitment to fostering academic excellence, informed engagement, and proactive participation in addressing national concerns on energy preparedness.
