The UPLB College of Economics and Management Student Council (UPLB CEM SC) strongly condemns the harassment and intimidation perpetrated by the Armed Forces of the Philippines (AFP) Western Command, Philippine Navy, and Philippine National Police (PNP) Balabac against a community consultation in Balabac, Palawan, on the impacts of El Niño and the continued encroachment on Indigenous ancestral lands.

The consultation sought to address the worsening impacts of the climate crisis and the threats posed by land grabbing, particularly amid the establishment of an Enhanced Defense Cooperation Agreement (EDCA) site in the area. The rapid development of military infrastructure raises serious concerns about the potential environmental destruction and threats to the livelihood of communities whose ancestral domains stand to be affected.

On October 8, personnel from the AFP, Philippine Navy, and PNP reportedly interrupted the consultation in Barangay Catagupan and brought environmental advocates Marky Casaquite of Southern Tagalog Exposure and Brent Sumague of the League of Filipino Students–Southern Tagalog to the barangay hall for questioning. The team was reportedly threatened with device confiscation, while one personnel allegedly threatened to bury them alive if they returned. They were subsequently prevented from proceeding to a local resident's home and monitored by plainclothes personnel at their lodging. The incident also heightened fear among the Molbog community, whose members were reportedly told that they could not gather without prior coordination with local authorities and the police.

Instead of addressing the climate crisis and safeguarding Indigenous peoples' rights to their ancestral lands, state forces continue to be implicated in the harassment of communities asserting their rights. Such incidents raise serious concerns over whose interests are being protected when the welfare, security, and fundamental rights of Indigenous peoples are placed at risk amid expanding military infrastructure and competing interests over their ancestral domains.

The right to gather, conduct community consultations, and defend one's ancestral land is not a crime. The CEM SC calls for an immediate end to the harassment and militarization of the Molbog community, accountability for the reported threats against environmental defenders, and full respect for Indigenous peoples' rights to self-determination, peaceful assembly, and ancestral lands.

DEFEND INDIGENOUS PEOPLES AND PEASANTS! STOP MILITARIZATION AND LAND GRABBING!

FROM PALESTINE TO THE PHILIPPINES, STOP THE US WAR MACHINE!

The UPLB College of Economics and Management Student Council joins the Palestinian people in commemorating the third anniversary of the Al-Aqsa Flood and reaffirms our solidarity with their decades-long struggle for national liberation and self-determination.

Three years since October 7, 2023, the Palestinian people continue to bear the devastating consequences of Israel’s military campaign in Gaza, on top of decades of occupation, dispossession, and displacement. The destruction of homes, schools, hospitals, agricultural lands, and vital infrastructure has created a humanitarian catastrophe. Yet amid this devastation, the Palestinian people continue to assert their right to live freely and determine their own future.

𝘼𝙂𝙍𝙄 𝙊𝙍 𝙉𝙊𝙏: 𝙞𝙨 𝙩𝙝𝙚 𝙋𝙝𝙞𝙡𝙞𝙥𝙥𝙞𝙣𝙚𝙨 𝙨𝙩𝙞𝙡𝙡 𝙖𝙣 𝙖𝙜𝙧𝙞𝙘𝙪𝙡𝙩𝙪𝙧𝙖𝙡 𝙘𝙤𝙪𝙣𝙩𝙧𝙮?

In 2025, agriculture, forestry, and fishing accounted for just 7.9% of the Philippine economy—the lowest share in the country's history. Yet agriculture still employed 20.7% of the country's workers, or roughly one in every five employed Filipinos.

At first glance, this looks like a familiar story of economic development. As countries develop, agriculture becomes a smaller part of the economy while industry and services expand. Workers move out of farms and into factories, offices, and other higher-productivity activities. But is that what happened in the Philippines?

𝘛𝘩𝘦 𝘯𝘶𝘮𝘣𝘦𝘳𝘴 𝘴𝘶𝘨𝘨𝘦𝘴𝘵 𝘢 𝘮𝘰𝘳𝘦 𝘤𝘰𝘮𝘱𝘭𝘪𝘤𝘢𝘵𝘦𝘥 𝘴𝘵𝘰𝘳𝘺.

The Philippines has indeed become less agricultural in terms of its contribution to GDP. But this decline has not necessarily meant that agriculture itself has become more productive, technologically advanced, or prosperous. Instead, the country appears to have moved away from agriculture economically without successfully developing agriculture itself.

That contradiction is at the heart of the country's agricultural crisis.

🚨 𝘼𝙇𝙀𝙍𝙏 🚨

Last September 21, a Mangyan-Hanunuo farmer was brutally beaten and abused by nine members of the 4th Infantry Battalion of the Philippine Army. The soldiers also ransacked his home in Brgy. Waygan, Mansalay, Oriental Mindoro, leaving his family and community traumatized.

The UPLB College of Economics and Management Student Council strongly condemns this attack to the highest degree. No farmer or Indigenous person should endure violence and harassment for asserting their right to live, work, and till their ancestral lands.

This latest incident adds to the documented cases of violence involving the 4th Infantry Battalion in Mindoro, including the killings of Indigenous youth Jay-El Maligday in 2024 and farmer Juan Sumilhig in 2025. The 4th Infantry Batallion is notorious for its continued harassment and violence against the indigenous people and farmers of Mindoro.

These attacks cannot be separated from the continuing militarization of Mindoro, where military operations have disrupted communities and threatened the lives and livelihoods of farmers and Indigenous peoples.

As we commemorate the National Peasant Month and National Indigenous People Month, we stand with the farmers and Indigenous peoples of Mindoro who continue to defend their land, livelihood, and communities. We demand justice for victims of militarization and accountability for those responsible.

Justice for Minggo Baringay!
Justice for the farmers and Indigenous peoples of Mindoro!
End the militarization of Mindoro!
