UPAWOU (Union for the Protection of Animal Welfare at the Open University) is an animal-welfare and socio-civic organization based in UPOU.

Founded on February 2026, we aim to promote responsible animal welfare to the people and the university.

Cats of Quezon Province proudly launches the 𝗔𝗱𝘃𝗼𝗰𝗮𝗰𝘆 𝗕𝗲𝘆𝗼𝗻𝗱 𝗥𝗲𝘀𝗰𝘂𝗲 (𝗔𝗕𝗥), a unified movement that brings together our advocacy programs under one vision, to inspire compassion, promote responsible pet ownership, advance animal welfare, strengthen communities, and help create a safer and more harmonious environment for people, Aspins and Puspins 🐾

𝗔𝗕𝗥 also supports the global “Zero by 30” goal of eliminating human deaths from dog-mediated rabies by 2030 through stronger collaboration between communities and the animal and human health sectors 💉

At the same time, 𝗔𝗕𝗥 is designed to contribute to the spirit of the United Nations Sustainable Development Goals (SDGs) by connecting animal welfare with healthier communities, responsible practices, stronger institutions, and meaningful partnerships 🌏

And with this, Cats of Quezon Province proudly introduces 𝗣𝗥𝗢𝗝𝗘𝗖𝗧 𝗕𝗨𝗞𝗟𝗢𝗗 - 𝗕uilding, 𝗨nity through, 𝗞ommunity, 𝗟eadership, 𝗢utreach and 𝗗evelopment that focuses on raising awareness that 𝘀𝗮𝘃𝗶𝗻𝗴 𝗹𝗶𝘃𝗲𝘀 𝘀𝗵𝗼𝘂𝗹𝗱 𝗻𝗼𝘁 𝗯𝗲 𝘁𝗵𝗲 𝘀𝗼𝗹𝗲 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗼𝗳 𝘁𝗵𝗼𝘀𝗲 𝘄𝗵𝗼 𝘀𝗶𝗺𝗽𝗹𝘆 𝘄𝗮𝗻𝘁 𝘁𝗼 𝗵𝗲𝗹𝗽 𝗼𝘂𝗿 𝘃𝗲𝗿𝘆 𝗼𝘄𝗻 𝗽𝘂𝘀𝗽𝗶𝗻𝘀 𝗮𝗻𝗱 𝗮𝘀𝗽𝗶𝗻𝘀. In line with this vision, we are truly honored to officially announce the collaboration between Cats of Quezon Province and the Union for the Protection of Animal Welfare at the Open University 💚

Did you know that October is known as the 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗔𝗻𝗶𝗺𝗮𝗹 𝗦𝗮𝗳𝗲𝘁𝘆 𝗮𝗻𝗱 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻 𝗠𝗼𝗻𝘁𝗵? 👀❗️ Created by the Pets Are Loving Souls Foundation, it encourages responsible animal care, safe coexistence between people and animals, and to recognize possible risks and signs of illness so animals can receive proper care.

𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗶𝗯𝗹𝗲 𝗽𝗲𝘁 𝗼𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽 is an important part of keeping our animals safe. We must keep our home free from dangerous objects and substances to prevent accidents and injuries. Animal owners are encouraged to provide the following:
🐾 Adequate food,
🐾 Clean water,
🐾 Safe shelter; and
🐾 Veterinary care.

🤔 Animal protection is supported by the 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟴𝟰𝟴𝟱, also known as the 𝗔𝗻𝗶𝗺𝗮𝗹 𝗪𝗲𝗹𝗳𝗮𝗿𝗲 𝗔𝗰𝘁 𝗼𝗳 𝟭𝟵𝟵𝟴. This act prevents animals from cruelty, maltreatment, and neglect. It was later amended by 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟬𝟲𝟯𝟭, strengthening the protection and welfare of animals.

Philippine animal welfare protects five basic freedoms:
🐾 Freedom from hunger and thirst,
🐾 Discomfort,
🐾 Pain or disease,
🐾 Fear and distress; and
🐾 The Freedom to express normal behavior.

However, animal protection continues to face problems, from cruelty to limited access to veterinary cases. 𝗔𝘀 𝗮𝗻𝗶𝗺𝗮𝗹 𝗹𝗼𝘃𝗲𝗿𝘀, 𝗹𝗲𝘁’𝘀 𝗵𝗲𝗹𝗽 𝗰𝗿𝗲𝗮𝘁𝗲 𝗮 𝘀𝗮𝗳𝗲𝗿 𝗲𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁 𝗳𝗼𝗿 𝗼𝘂𝗿 𝗮𝗻𝗶𝗺𝗮𝗹 𝗳𝗿𝗶𝗲𝗻𝗱𝘀! 🧡
