The Alliance of Dormitory Associations (ADA) stands in solidarity with the student body in raising concerns regarding the priority and general dormitory application process. As the unified voice of dormitory residents across the university, we find it imperative to address the challenges faced by students, particularly in matters of transparency and fairness.
From May 19 to 23, 2025, the ๐๐ซ๐ข๐จ๐ซ๐ข๐ญ๐ฒ ๐๐จ๐ซ๐ฆ๐ข๐ญ๐จ๐ซ๐ฒ ๐๐ฉ๐ฉ๐ฅ๐ข๐๐๐ญ๐ข๐จ๐ง period for returning dormers of the UPLB Residence Halls was conducted. During this period, a significant number of old residents were unable to secure slots due to various reasonsโincluding submission of ๐ช๐ฏ๐ค๐ฐ๐ณ๐ณ๐ฆ๐ค๐ต ๐ข๐ฑ๐ฑ๐ญ๐ช๐ค๐ข๐ต๐ช๐ฐ๐ฏ ๐ง๐ฐ๐ณ๐ฎ๐ด, ๐ฑ๐ณ๐ช๐ฐ๐ณ ๐ฅ๐ฐ๐ณ๐ฎ๐ช๐ต๐ฐ๐ณ๐บ ๐ท๐ช๐ฐ๐ญ๐ข๐ต๐ช๐ฐ๐ฏ๐ด, ๐ข๐ฏ๐ฅ ๐๐ข๐ด๐๐๐๐ฉ๐ข๐ฏ ๐ท๐ช๐ฐ๐ญ๐ข๐ต๐ช๐ฐ๐ฏ๐ด. Given that the application coincided with the universityโs "hell week," and recognizing the time constraints faced by residents, ADA, alongside the 8 residence hall associations and 123 concerned residents, submitted a formal petition requesting an extension of the application period. Unfortunately, this appeal was left unacknowledged and unaddressed by the Office of Student Housing (OSH).
Prior to this, the Alliance also received several inquiries about the To our and the student bodyโs surprise, it was later clarified that this reservation period, an established practice since at least 2021, would not be implemented for the upcoming First Semester of Academic Year 2025โ2026. In response, the Alliance submitted an appeal to OSH to reconsider this decision, in light of the many dormers who intended to transfer to other UPLB residence halls. This request, however, was ๐ฑ๐ฒ๐ป๐ถ๐ฒ๐ฑ. OSH cited concerns over ensuring space for other student populations, particularly incoming freshmen, and emphasized that ๐๐๐๐๐๐๐ ๐๐๐๐๐

With the removal of the Inter-dormitory Priority Transfer Reservation Period and the disregard to the extension appeal, the old residents were left with no recourse but to wait for the ๐๐ฒ๐ป๐ฒ๐ฟ๐ฎ๐น ๐๐ผ๐ฟ๐บ๐ถ๐๐ผ๐ฟ๐ ๐๐ฝ๐ฝ๐น๐ถ๐ฐ๐ฎ๐๐ถ๐ผ๐ป that started yesterday, June 23, 2025. As the application period is now open to all, the OSAM system experienced a high volume of applicants that caused multiple technical difficulties. Despite these complications, many incoming freshmen were reportedly able to proceed to the next steps as early as 9:15 AM, while several old residents found no available dormitories displayed on their end.
In an effort to clarify the situation, the Alliance reached out to the administration and was informed that the system had been intentionally adjusted to allow only incoming freshmen to access dormitory applications during that time as per the request of the UP President Angelo A. Jimenez.
Furthermore, we would like to clarify that the recent revisions to the ๐๐๐ฌ๐ข๐๐๐ง๐๐ ๐๐๐ฅ๐ฅ ๐๐ ๐ซ๐๐๐ฆ๐๐ง๐ญ (๐๐๐), which introduced several changes to dormitory policies, were implemented without proper consultation with either the past or present ADA. In light of this, the Alliance as well as the student body express concern over the new policy of requiring attendance in PasADAhan events. While we recognize the intent to encourage involvement, we believe that this shift
Nevertheless, recognizing that many dormers had already signed the revised RHAs, the Alliance took steps to mitigate the burden placed on residents. We coordinated with residence hall associations to open multiple avenues for fulfilling the attendance requirement and pushed for more compassionate evaluation of excuse letters submitted by dormers. As a result of these collective efforts, the number of PasADAhan violation cases was significantly reduced to less than 10 from 211 after following careful review and due consideration of context.
The Alliance understands how these events have caused anxiety and disillusionment within the dormitory community. We want to reassure all dormers that we are doing everything within our capacity to bring these issues to light, to call for more inclusive decision-making, and to advocate for fairer, clearer processes moving forward.
In service to the community and the people,
UPLB Alliance of Dormitory Associations
