𝐀𝐃𝐕𝐈𝐒𝐎𝐑𝐘: ASU Implements Enhanced Flexible Work Arrangement and Delivery of Instruction

Pursuant to Memorandum Order No. 04-0334, Series of 2026, issued by the Office of the University President, as an enhancement to Office Memorandum No. 03-0254, Series of 2026, and in line with CHED Memorandum No. 117, s. 2026, Executive Order No. 110, s. 2026 declaring a State of National Energy Emergency, and Memorandum Circular No. 114, Series of 2026 issued by Malacañang, Aklan State University shall implement an enhanced flexible work arrangement and delivery of instruction effective April 16, 2026, until officially lifted.

Under this arrangement:

• All office personnel shall report on-site from Monday to Thursday following the regular work schedule, 8:00 AM – 12:00 PM; 1:00 PM – 5:00 PM, and shall observe a work-from-home arrangement every Friday. Offices shall ensure continuous delivery of services during the prescribed working days.

• Classes scheduled from Monday to Thursday shall proceed as regular classes following the approved schedule. All teaching personnel shall report as scheduled. Faculty members shall observe synchronous or asynchronous teaching modality on Fridays. Teaching personnel shall submit accomplishment report to their immediate supervisor at the end of the month.

• Classes scheduled on Saturday (Undergraduate and Graduate) shall be conducted via synchronous or asynchronous modality except for Comprehensive Examinations, which shall be onsite.

• NSTP, RLE instructions, and thesis students attending laboratory or field experiments will proceed as scheduled.

• Units responsible for safety and security, general and auxiliary services, preventive maintenance and facilities management, food services, lodging/dormitory operations, transportation, and agricultural and fishery projects must remain fully operational and are exempted from the four-day onsite work arrangement.

• Cafeteria and lodging/dormitory personnel may be requested to report on Saturday and Sunday, provided there are scheduled events and guest bookings approved by the University President.

• Agricultural and Fishery project in-charge shall assign farm workers to report alternately during Saturdays and Sundays.

In view of the observance of XIX Martyrs of Aklan Day on March 23, 2026, and in line with the current work arrangements at Aklan State University, the following guidelines shall be observed:

1. “No Onsite Day”
March 23, 2026 (Monday), in observance of XIX Martyrs of Aklan Day, shall be implemented as a “No Onsite Day” across the University.

2. Reversion to the standard 8-hour schedule
From Tuesday to Friday, March 24–27, 2026, all administrative offices shall revert to the standard 8-hour onsite work schedule (8:00 AM – 5:00 PM) instead of the 10-hour compressed workweek arrangement.

An official memorandum will be issued for further details. The University community and the public are advised to be guided accordingly.

In view of the upcoming holidays—March 18, 2026 for the Liberation of Panay and March 20, 2026 in observance of Eid al-Fitr—and in line with the current compressed workweek arrangements at Aklan State University, the following temporary office schedule guidelines will be observed:

1. Holidays during the workweek
The Liberation of Panay (March 18, 2026) and Eid al-Fitr (March 20, 2026) are regular holidays to be observed by the University.

2. Holiday as the designated “No Onsite Day”
The regular holiday on March 20, 2026 (Friday) shall serve as the University’s “No Onsite Day” for the week.

3. Reversion to the standard 8-hour schedule

Aklan State University (ASU) will adopt a four-day work week as part of institutional adjustments pursuant to Civil Service Commission Memorandum Circular No. 06, s. 2022 on Flexible Work Arrangements and Civil Service Commission Memorandum Circular No. 01, s. 2025, which amended the policies on Flexible Work Arrangements in the government.

Under the new arrangement, classes scheduled from Monday to Thursday will proceed as regularly scheduled, while Friday will shift to synchronous or asynchronous learning modalities to ensure continuity of instruction while reducing on-campus activities. Meanwhile, Saturday undergraduate classes may opt to conduct synchronous or asynchronous sessions, depending on the course requirements and instructor arrangements.

For graduate programs, classes scheduled on Saturdays may continue through hybrid (face-to-face, synchronous, or asynchronous) modalities, providing flexibility for both faculty and students.

The university administration emphasized that the adjustment aims to maintain academic continuity while ensuring operational efficiency and responsiveness to prevailing circumstances.
