Held last week Friday, the official turnover marked the transition of leadership from former Chairperson Alyssa Velez to incoming Chairperson Harly Francisco of the BulSU Student Government Gender Equality, Diversity, and Inclusion Committee.

As the committee moves forward, it remains committed to advancing safe spaces, gender equality, and inclusivity through strengthened awareness campaigns, policy advocacy, and lobbying to have gender-inclusive and gender-transformative policies and programs within and beyond the university.

With new leadership comes renewed commitment to uphold the rights, dignity, and welfare of every BulSUan. Sama-sama nating ipaglaban ang isang ligtas, inklusibo, at may pagkakapantay-pantay na pamantasan at lipunan para sa lahat. 🏳️‍🌈🏳️‍⚧️

TAGUMPAY! ✊🏳️‍🌈

Isang hakbang tungo sa isang mas progresibo at inklusibong kolehiyo. Matapos makipagdayalogo ang Lokal na Konseho ng Mag-aaral ng Kolehiyo ng Edukasyon sa Hustisyang Pang-Kriminalidad, patuloy na pinahihintulutan ang paggamit ng lived names sa mga graduation ceremonial acknowledgements and presentation materials.

Patuloy na maninindigan ang Lokal na Konseho ng Mag-aaral para isulong ang pagkakapantay-pantay tungo sa isang makataong lipunan. Hindi lamang ito basta pangalan, ito ay pagkilala sa identidad, dignidad at karapatan ng bawat estudyante na maipagdiwang ang kanilang tagumpay nang may pagmamalaki at pagiging totoo sa sarili.

Hindi pa tapos ang ating laban, ngunit isang hakbang ito upang masimulan ang mas ligtas at pagsulong ng mas inklusibong espasyo para sa lahat! 🌈

Petition Update: Gender-Affirmative Graduation Rites Moves Forward

Last May 06, 2026, the BulSU Student Government, with the full support of BulSU LGBTIQ+ organizations, held a dialogue with Main Campus Chancellor Borja and External Campus Chancellor Pelayo regarding the request for the implementation and institutionalization of gender-affirmative graduation rites, specifically the use of lived names in non-legal documents and the allowance of gender-affirmative clothing for all graduates.

Following the dialogue, the proposal was officially endorsed to the Student Policy and Program Development Office (SPPDO) by Chancellor Borja, and the BulSU Executive Committee is set to deliberate on the petition this week. The Executive Committee serves as one of the university’s key policy-making and administrative bodies responsible for reviewing, deliberating, and recommending institutional policies, programs, and major university-wide initiatives concerning the welfare and development of the BulSU community.

For now, we await the final deliberation and decision of the BulSU Executive Committee regarding this landmark petition. While waiting, we encourage every BulSUan to stand with us in pushing for a more inclusive, affirming, and gender-responsive university environment. At the same time, we emphasize the urgency of institutionalizing comprehensive SOGIESC-based and gender-transformative policies in Bulacan State University. For years now, the proposed Transgender and Gender Non-Conforming (TGNC) Guidelines of BulSU have remained pending for approval and implementation despite continuous calls and campaigns from BulSUans and student advocates.

The approval of this petition would mean more than the recognition of gender-affirmative practices during graduation rites. Graduation should not only mark academic achievement, but also reflect an institution where every student can stand proudly and authentically as themselves.

Call us by our names: BulSU Admin, Institutionalize Gender-affirmative Graduation Rites Now!

Last April 28, 2026, the BulSU Student Government, together with the full support of BulSU LGBTIQ+ organizations, submitted a petition letter on the request for the implementation and institutionalization of gender-affirmative graduation rites, specifically the use of lived names in non-legal documents and allowing gender-affirmative clothing for all graduates.

Graduation ceremonies are momentous occasions, marking years of dedication, perseverance, and academic achievement. They are meant to be a celebration of each graduate's unique journey and identity. For transgender and gender non-conforming students, to be recognized by their lived name–the name they identify with and use in their daily lives–is fundamental to their sense of dignity, respect, and belonging. A simple, yet profound action towards genuine inclusion in educational institutions.

Proudly endorsed by the Bulacan State University - Gender And Development Center, it is now pending for approval of two chancellors, the BulSU-Malolos Campus and BulSU-External Campus.

It must also be remembered that the Transgender and Gender Non-Conforming (TGNC) Guidelines of Bulacan State University remain pending for approval and implementation, despite being campaigned by BulSUans for consecutive years. TGNC Guidelines aim to educate the university staff, teaching and non-teaching personnel topractice basic guidelines to help them create an inclusive, gender-fair, and safeclassroom and learning environment. The administration's support for TGNC Guidelines will likewise affirm their commitment to inclusive practices.

The approval of this petition means that the BulSU community will celebrate not only their graduation, but an institution that affirms their right to dignity and belonging.

Ang babae ay lumilikha ng pagbabago sa lipunan sa pamamagitan ng kanyang kahusayan, tapang, at determinasyon. Kailanman ay hindi nasusukat ang halaga ng kababaihan sa kakayahang magluwal ng buhay; ang kababaihan ay higit pa sa tradisyunal na mga pamantayan. May pag-aklas mula sa nakagawian at masigasig na nagpapatuloy gamit ang kanyang laya sa pagpapasya.

Babae, rebolusyonaryo ka. Ang lugar mo ay kung saan mang larangang minimithi—bilang ilaw ng tahanan, tagapagpanday ng kinabukasan ng kabataan, pagsungkit ng kauna-unahang gintong medalya, pagsulat ng literarya, isang matapang na mamamahayag, pagiging tapat na lingkod bayan, sa lansangan upang tumindig at makibaka, at marami pang iba.

Patuloy nating kilalanin ang identidad at karanasan ng mga kababaihan. Itaguyod ang pantay na karapatan at oportunidad; ang lipunang pinoprotektahan ang dignidad ng bawat isang kababaihan.
