Camiguin Polytechnic State College (CPSC) strengthened its partnership with the Local Government Unit of Catarman and the Department of AgricultureโBureau of Fisheries and Aquatic Resources Region X (DA-BFAR 10) through the signing of two Memoranda of Agreement (MOAs) aimed at advancing fisheries development, marine conservation, research, extension, and community livelihood opportunities in Catarman.
The first MOA, between CPSC and LGU Catarman, establishes a continuing collaborative partnership for marine conservation, fisheries research, extension services, capacity-building, and community-based coastal resource management. Among its areas of collaboration are marine conservation awareness, fisheries resource assessment and monitoring, training for fisherfolk and coastal stakeholders, and the development of research-based initiatives for sustainable fisheries management.
The second, a tripartite agreement among DA-BFAR 10, LGU Catarman, and CPSC, establishes the Community-Based Tilapia Hatchery-Growout Production Project at the CPSC Catarman Campus. Under the partnership, the Campus will serve as the Host Implementing Institution and project site for a small-scale tilapia hatchery envisioned to become a sustainable source of quality tilapia fry and fingerlings for Camiguin while serving as a hands-on laboratory for instruction, research, extension, and production.
The initiative is already responding to the needs of local communities. Since August 5, 2026, more than 10,000 tilapia fingerlings have been released to support fish growers and beneficiaries, demonstrating the potential of the Catarman Campus to serve as a hub for fisheries production, technical assistance, and livelihood support in the province.
During the activity, Catarman Municipal Mayor Hon. Kiterio Antonio U. Palarca II underscored the importance of strong institutional linkages and partnerships in bringing government programs closer to the people. He emphasized that beyond recognitions and awards, a primary focus of the local government is to create meaningful livelihood opportunities for communities, particularly through the agriculture and fisheries sectors, including the development of tilapia and bangus production. He likewise assured the continued support of LGU Catarman for CPSC and for programs that directly benefit the community.
For her part, CPSC President Dr. Jenelyn G. Sabellina expressed her appreciation to LGU Catarman, recognizing the municipality as an important institutional partner and the home of the Collegeโs Catarman Campus. She emphasized that the work of CPSC must extend beyond instruction, with the knowledge generated through research and the programs developed by the College ultimately reaching communities and improving the lives of the people it serves.
President Sabellina further stressed that the true value of these agreements will be measured not merely by their signing, but by their actual impactโthrough fingerlings reaching local growers, research addressing community concerns, training improving livelihoods, and extension programs creating lasting benefits.
Through these partnerships, CPSC continues to strengthen the role of its Catarman Campus as a center for instruction, research, extension, sustainable fisheries development, and community engagement, while working closely with government partners to create tangible opportunities for fisherfolk, farmers, students, and communities across Camiguin.
These initiatives support the United Nations Sustainable Development Goals, particularly SDG 2: Zero Hunger, SDG 8: Decent Work and Economic Growth, SDG 14: Life Below Water, and SDG 17: Partnerships for the Goals.
