DEBESMSCAT Board Advances Academic Programs, Policy Reforms, and Major Procurement in 29th Special Meeting

January 30, 2026 — The Board of Trustees of the Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) approved a wide-ranging set of academic, administrative, and procurement measures during its 29th Special Board Meeting held at the Commission on Higher Education (CHED) Central Office in UP Diliman.

Presided over by Board Chair Dr. Desiderio R. Apag III, the meeting focused on a broad agenda of matters for Board approval, reinforcing the College’s thrust toward academic relevance, institutional modernization, and research-driven growth.

Among the key agenda items were proposals to expand DEBESMSCAT’s academic offerings to address emerging labor market and industry needs. These included the proposed offering of a Bachelor of Science in Management Accounting (BSMA) and a Bachelor of Science in Information Technology (BSIT) major in Web and Mobile Application Development.

The Board also deliberated on the migration of the existing Bachelor of Science in Industrial Technology (BSIT) program to the Bachelor of Industrial Technology (BIndTech) in compliance with Commission on Higher Education Memorandum Order (CMO) No. 13, series of 2023, which sets updated policies, standards, and guidelines for the program.

Several administrative measures aimed at strengthening governance and internal systems were likewise presented. These included the proposed DEBESMSCAT Institutional Policy on the Personnel Housing Program, the renewal of the Memorandum of Agreement with the Office of the Solicitor General (OSG) for the provision of legal services for Fiscal Year 2026, and the project proposal for the development and implementation of DocuCAT, the College’s Document Control and Accountability Tracker.

The Board also tackled policy frameworks supporting academic quality and innovation, including the proposed Instructional Material Development Manual, Knowledge Management Policies and Guidelines, and Creative Works Policies and Guidelines.

In support of research and extension initiatives, the Board approved the conduct of the 3rd International Research, Opportunities, Development, and Extension Outcomes (IRODEO) Conference in 2026.

Under procurement matters, the Board approved the award of a ₱7.8-million contract for the supply, delivery, and installation of mock-ups, tools, and equipment for the College of Industrial Technology, aimed at enhancing laboratory instruction and strengthening industry-aligned, hands-on training for students

Overall, the outcomes of the 29th Special Board Meeting highlight DEBESMSCAT’s sustained commitment to academic excellence, responsive governance, and strategic investments that support instruction, research, and innovation.

December 16, 2025 - The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) successfully conducted its 113th Board of Trustees (BOT) Meeting at the Commission on Higher Education (CHED) Central Office.

The meeting marked a significant milestone for the institution as it was the first BOT meeting presided over by the newly designated Chairperson of the DEBESMSCAT Board of Trustees, Commissioner Desiderio R. Apag III. His leadership ushers in a new chapter for the governing board, reinforcing CHED’s continued guidance and support toward institutional development, good governance, and quality higher education.

Adding to the importance of the occasion was the oath-taking of the newly elected DEBESMSCAT Faculty Association President and Faculty Trustee, Dr. Ulysis L. Ferreras. His formal assumption to office as Faculty Trustee ensures stronger faculty representation in policy-making and decision processes at the board level, further strengthening shared governance within the institution.

During the meeting, the Board discussed key agenda items vital to the continuous growth, academic excellence, and strategic direction of DEBESMSCAT. The BOT reaffirmed its commitment to upholding transparency, accountability, and responsive leadership in advancing the institution’s mandate to deliver accessible and quality education.

The meeting was attended by key members of the Board of Trustees, including Dr. Arnel B. Millesca, Vice Chairperson and SUC President III, alongside Hon. Al Orlanes, Private Sector Representative, and Hon. Zaira S. Maglente, Student Trustee. Their presence reflected the collective commitment of various sectors in steering the College toward sustained growth and relevance.

Several trustees also joined the meeting virtually via Zoom, demonstrating the Board’s adaptability and inclusivity. Among them were RD Rommel R. Serrano, Regional Director of DOST Region V; Hon. Igmedio Camposano Ret.Judge, Private Sector Representative; Representative of the Chairperson, Senate Committee on Higher, Technical and Vocational Education Hon. Cong. Elisa Olga Kho; RD Edna Cynthia S. Berces of the Department of Economy, Planning and Development Region V; and RED Rodel P. Tornilla, Regional Executive Director of the DA Regional Field Office V.

The successful conduct of the 113th Board of Trustees Meeting highlights DEBESMSCAT’s steadfast pursuit of institutional transformation, collaborative leadership, and sustained excellence in public higher education.

To address classroom shortages, meet global workforce demands, and fulfill the institution’s mandate of ensuring equitable and quality education, DEBESMSCAT proposes the implementation of an Enhanced Flexible Learning Policy, effective Second Semester, Academic Year 2025–2026.

This policy will:
- Shift the General Education Curriculum (GEC) toward hybrid, synchronous, and asynchronous modalities
- Retain full face-to-face delivery for major and laboratory subjects, and
- Integrate team teaching, hands-on learning, and industry–community partnerships to bridge the gap between theory and practice.

Your participation in this survey will help the institution assess student readiness and preference to ensure an inclusive, accessible, and effective flexible learning implementation.

Hon. Maglente emphasized the importance of allowing students to share their perspectives and inputs before the implementation of the proposal. Her suggestion was positively acknowledged and welcomed by the Chairperson of the Academic Council.

In times like this, safety comes first. As Typhoon Opong continues to affect our province, let us remind one another to stay vigilant and prepared. The 𝗗𝗘𝗕𝗘𝗦𝗠𝗦𝗖𝗔𝗧 𝗦𝘂𝗽𝗿𝗲𝗺𝗲 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹, together with our school administration, has identified official evacuation sites and guidelines to ensure that every DEBESian and people of DEBESMSCAT has a safe space to stay.

This is the moment where our spirit of bayanihan shines the brightest—let us extend patience, understanding, and kindness to one another inside the evacuation areas. Please respect the rules and be mindful of shared spaces, as this is not only about keeping ourselves safe, but also protecting the welfare of our fellow DEBESian.

September 11, 2025 - The 28th Special Board Meeting of the DEBESMSCAT Board of Trustees was successfully held at CHED-UP Diliman, Quezon City, and via Zoom.

IN PHOTOS: The Academic Council of Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) convened on Monday, September 8, at the College General Library to deliberate on key academic and institutional matters.

Among the agenda items discussed were the proposed curriculum revision for the Master of Arts in Education (MAEd) and Doctor of Education in Educational Leadership programs (EdDEL), the reinstitution of college panel dissertation members, and the proposed revision of the Graduate School Program Manual of Operations.

In addition, the Council also reviewed the “Clean and Green DEBESMSCAT” proposal presented by the Supreme Student Council (SSC), which seeks to strengthen campus-wide environmental sustainability efforts.

The activity reflects the institution’s continuing commitment to advancing academic excellence and promoting a sustainable and student-centered environment.

On August 15, 2025, our SSC Chairperson, Hon. Zaira Joy S. Maglente, visited DEBESMSCAT Cawayan Campus to take part in their Leadership Training. She shared her valuable insights and experiences as a student leader, hoping to inspire and empower her fellow student leaders in their own journeys.

On July 17, 2025, SSC Chairperson Zaira Joy Maglente officially took her oath as the DEBESMSCAT Student Trustee during the 111th Regular Meeting of the Board of Trustees at Bicol University, Legazpi City, Albay.

The oath-taking, administered by CHED Commissioner, Dr. Ethel Agnes P. Valenzuela, marks not only a milestone for the institution but also the beginning of her advocacy to be the voice of the students in policy-making and institutional decisions.

As Student Trustee, she carries the responsibility of representing the entire student body, ensuring that their welfare, rights, and concerns are heard and considered in the Board’s discussions on policies, academic development, resource allocation, and institutional governance.

With this mandate, she embraces the challenge with determination, she will amplify the student voice, because she can.
