It operates, in cooperation with LGU-Cawayan, Masbate. Memorial State College of Agriculture and Technology or also known as DEBESMSCAT is the sole state college in the province of Masbate. The school offers various of courses such as, BS in Public Administration, BS in Computer Science, BS in Civil Engineering, BS in Industrial Technology, BS in General Education, BS in Agroforestry and many more. We also have two other campuses located at Cawayan, Masbate and Bantigue Masbate City.

April 24, 2026 — The 1st National Environmental Youth Leaders’ Summit (NEYLS) 2026 formally concluded this afternoon with a meaningful culmination program held at Rafaela Event Place, Balud, Masbate, highlighting recognition, reflection, and appreciation among participating youth leaders and partner institutions.

The closing program was led by DEBESMSCAT Vice President for Academic Affairs Dr. Elreen A. Delavin, who delivered an inspiring message emphasizing the importance of sustaining environmental initiatives beyond the summit.

A key highlight of the event was the awarding of certificates to participants, acknowledging their active engagement throughout the three-day summit. Partner agencies were also honored with plaques of appreciation in recognition of their invaluable support and contributions to the success of the event.

Selected delegates then delivered their impression messages, sharing insights, experiences, and personal commitments to environmental advocacy gained from the summit. Their reflections underscored the impact of the activities, particularly the hands-on environmental initiatives conducted during the final day.

The program concluded with an acknowledgment message from DEBESMSCAT Supreme Student Council Chairperson Hon. Zaira Joy S. Maglente, who expressed gratitude to all participants, organizers, and partners for their collective efforts in making the summit a success.

The culmination activity marked a fitting end to NEYLS 2026, reinforcing the shared commitment of young leaders to champion sustainability and environmental stewardship in their respective communities.

IN PHOTOS: Highlights of the last day of the 1st National Environmental Youth Leaders’ Summit (NEYLS) 2026 on April 24 showcase a meaningful blend of environmental action and culminating activities, marking the successful conclusion of the three-day gathering of youth leaders.

The 1st National Environmental Youth Leaders’ Summit (NEYLS) 2026 concluded on April 24 with a meaningful final day that emphasized hands-on environmental action and collective reflection among youth participants.

The morning session featured a “nature encounter” activity, where more than 170 students and youth leaders took part in various field-based initiatives. These included information and education campaigns, mangrove planting, sea ranching, coastal clean-up, and coastal bird watching—providing participants with practical experiences in environmental conservation and community engagement.

Through these activities, delegates were able to apply the knowledge gained from previous sessions while fostering a deeper appreciation for marine and coastal ecosystems.

The summit will culminate in the afternoon with a closing program that includes the awarding of participants and partner organizations, messages from key officials, and impression messages from selected youth delegates. The activity aims to recognize contributions, celebrate shared accomplishments, and reflect on the learnings gathered throughout the three-day event.

IN PHOTOS: A vibrant celebration of youth excellence and cultural pride marked the second day culmination of the 1st National Environmental Youth Leaders’ Summit (NEYLS) 2026, as winners of the various competitions were formally recognized during the much-anticipated Cultural Night held at Balud, Masbate.

The evening program highlighted the outstanding talents and environmental advocacy of participating delegates, who competed in a wide range of events including essay writing, poster making, mobile photography, extemporaneous speaking, quiz bowl, and research poster presentation, as well as the BUSO: Youth Ocean Stewardship Challenge Team Building.

Winners in each category were awarded for their exemplary performance, creativity, and depth of understanding on environmental issues, particularly on ocean conservation and sustainability. The awarding ceremony served as a fitting recognition of the participants’ hard work and commitment throughout the summit.

Adding color and vibrance to the night, delegates also showcased their cultural heritage through performances that celebrated local traditions, music, and artistry. The Cultural Night not only honored excellence in competition but also fostered unity and appreciation of diversity among the youth leaders.

The event capped off the second day of the summit on a high note, reinforcing the vital role of young leaders in driving environmental action and inspiring collective responsibility for the protection of natural resources.

IN PHOTOS | April 23, 2026 (Afternoon Session): The 1st National Environmental Youth Leaders’ Summit (NEYLS) 2026 sustained its momentum on the second day with a vibrant and competitive afternoon session at Rafaela Event Place, showcasing the talents, creativity, and environmental advocacy of youth participants from across the country.

The afternoon activities featured a series of competitions designed to test the delegates’ skills and deepen their engagement in ocean conservation and sustainability issues. Among the events held were essay writing, poster making, mobile photography, extemporaneous speaking, quiz bowl, and research poster presentation, along with the BUSO: Youth Ocean Stewardship Challenge—an Amazing Race-inspired activity that highlighted teamwork and environmental awareness.

Participants demonstrated critical thinking, innovation, and passion as they presented their ideas and outputs, reflecting the knowledge gained from the summit’s plenary sessions and workshops.

A panel of distinguished judges from various partner agencies and institutions carefully evaluated each competition. In recognition of their invaluable contribution, the judges were also formally acknowledged and awarded during the session.

IN PHOTOS | April 23, 2026 : The 1st National Environmental Youth Leaders’ Summit (NEYLS) 2026 continues on its second day, as youth delegates gather anew at Rafaela Event Place in Balud, Masbate for a series of engaging plenary sessions, workshops, and competitions aimed at strengthening environmental leadership and advancing ocean conservation initiatives.

The session featured plenary talks from representatives of the Bureau of Fisheries and Aquatic Resources (BFAR) and the Department of Environment and Natural Resources (DENR) Regional Office V. Mr. Noel P. Umbao, Chief of the Fisheries Resource Management Section of BFAR, underscored the importance of translating environmental awareness into concrete action through community-based marine conservation initiatives. He emphasized the critical role of local communities and youth leaders in safeguarding marine ecosystems.

Meanwhile, Ms. Ma. Rose Vids C. Onrubia, Supervising Ecosystems Management Specialist of DENR Region V, highlighted innovative approaches and sustainable solutions aimed at ensuring long-term ocean protection. Her discussion focused on the integration of science, policy, and community engagement in addressing environmental challenges.

Following the plenary sessions, participants engaged in hands-on workshops aligned with the topics presented by the speakers. These activities allowed delegates to apply their learnings and develop practical strategies, which they later presented during output-sharing sessions.

The session featured keynote and plenary presentations from Atty. Alex B. Nepomuceno, President of the National Coordinating Body of UNESCO Clubs in the Philippines and Dean of the Bicol University College of Social Sciences and Philosophy; Mr. Geralph B. Andrade, Officer-in-Charge of the Bureau of Fisheries and Aquatic Resources – Masbate Provincial Fisheries Office; Mx. Paul Lester S. Dellosa, Hub Leader of Sustainable Ocean Alliance Philippines and representative of CICCADA; and Ms. Rebecca Martha D. Almocera of the Department of Environment and Natural ResourcesRegion V – CENRO Mobo.

Discussions centered on environmental leadership, sustainable fisheries, ocean conservation, and community-based environmental management, equipping participants with knowledge and strategies to address pressing ecological challenges.
