We were honored to be inspired by the ACPE Journey Talk of Engr. Sandra A. Hollman, PME, ACPE during the PSME NCR Academe 2026 General Membership Meeting held on May 9, 2026 at the OZ Conference Room, Adamson University.

[CALL FOR APPLICATION: BAGONG PILIPINAS MERIT SCHOLARSHIP PROGRAM (BPMSP) IN NCR FOR AY 2026-2027]

The Commission on Higher Education - National Capital Region (CHED-NCR) is pleased to announce that the call for application for the Bagong Pilipinas Merit Scholarship Program (BPMSP) for incoming college freshmen for Academic Year (AY) 2026-2027, is NOW OPEN.

The application period is until JUNE 30, 2026 only. Complete and correct application documents through the official BPMSP application portal at https://bpms.ched.gov.ph.

ELIGIBILITY:
a. Filipino Citizen;
b. Incoming first year college students;
c. Belongs to the Top Five (5) of graduating class OR with a minimum General Weighted Average (GWA) of 95% or its equivalent in Grade 12;
d. Has not earned any units or degree in tertiary education;
e. Has parents or legal guardians with combined annual gross income not exceeding Two Million Pesos (Php. 2,000,000.00); and
f. Enrolled in CHED-identified priority programs (Full list of priority programs and identified in Delivering Higher Education Institutions (DHEIs) can be accessed here: https://bpms.ched.gov.ph/priority-lists).

INELIGIBILITY:

โ— A foreign student applicant with dual citizenship;
โ— An applicant who failed to submit complete documentary requirements within the stipulated deadline;
โ— An applicant who has already undertaken or earned undergraduate units or those who requirements;
โ— An applicant who will repeat or re-enter the first year of college;
โ— Applicants who is a transferee or shiftee with credited units as determined by the admitting HEIs;
โ— An existing recipient of any nationally government-funded scholarships or grants, however, this excludes scholarships or grants funded by Private HEIs, LGUs, LUCs, and private organizations, as well as One-Time Community-based or Local Grants;
โ— An applicant with a pending case or a record of disciplinary action in school or employment. Such status shall be disclosed through an applicant declaration accomplished via the BPMSP online application portal.

DOCUMENTARY REQUIREMENTS:

โ— Accomplished application form through the official BPMSP online application portal:
โ— Copy of Birth Certificate issued by or Philippine Statistics Authority (PSA);

School Requirements

โ— Certified True Copy (CTC) of the Learnerโ€™s Progress Report Card or School Form 9 (SF9) [Form 138], duly signed by the registrar or an authorized representative of the senior high school attended; OR For applicants who graduated under the basic education curriculum of the DepED on before School Year 2015-2016: Certified True Copy (CTC) of the Fourth Year Report Card (Form 138) issued by the last high school attended, (Submit Front and Back)
โ— Copy of university/college admission slip or proof of admission to the degree program, (if available)
โ— Certified True Copy (CTC) of a certificate issued by the Senior High School attended
โ— Certifying that the applicant belongs to the Top Five (5) of the graduating class, duly signed by the school head, registrar, or an authorized representative, if applicable.

Financial Requirements

โ— Any one (1) of the following documents as proof of LATEST income of both parents and/or Legal Guardian:
i. Certificate of Tax Exemption/Non-Filer (2025) issued by the Bureau of Internal Revenue;
ii. Certificate from the Department of Social Welfare and Development (DSWD) or City/Municipal Social Welfare and Development Office (C/MSWD) for Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries;
iii. Latest (2025) Income Tax Return (ITR/BIR Form No. 1701) or Certificate of Compensation Payment/Tax Withheld (BIR Form No. 2316) of both parents or legal guardians or of the applicant;
iv. Certified True Copy (CTC) of the latest contract or proof of income for children of Overseas Filipino Workers (OFW) and Seafarers.

Other Requirements

โ— Duly Filed and signed Parent/Legal Guardian Consent Form attached as Annex L (For applicants below 18 years old);
โ— Additional documentary proof may be required if the applicant belongs to a Special Equity Group (i.e. PWD, Solo Parent, IP, etc.)

Congratulations to Dr. Lean Karlo S. Tolentino, Dean of the College of Engineering TUP Manila (Official), on his appointment as Academic Editor of IET Circuits, Devices & Systems.

This recognition is a proud milestone for the Philippine engineering and technology community, as he serves as the sole representative from the Philippines in the current Editorial Board of the journal.

The journal is indexed in Scopus and Web of Science SCIE/Science Citation Index Expanded, reflecting its international standing in the field of circuits, devices, and systems.
