UPDATE | The Office of the University Registrar (OUR) has already received the request to extend the printing period of Certificate of Candidacy (COC) for Year-End Graduation for A.Y. 2025-2026.

The office stated that the approval of the request is possible, noting that similar requests have been granted in the past. However, the printing period is still scheduled to officialy close tonight. Students are advised to still complete remaining academic and non-academic requirements while the system has not yet reopened.

The PUP SCA will immediately release updates once the University Administration responds to this request.

ANNOUNCEMENT | Extension of Application for Year-End Graduation

The Office of the University Registrar (OUR) is currently collecting the necessary information for the processing of applications for Year-End Graduation.

All graduating students who have yet to submit their applications are required to provide their full name, student number, block and section, email address, and contact number on or before Friday, July 10, 2026, to ensure an efficient compilation of records.

While late submissions will still be accommodated for those with urgent or exceptional circumstances, everyone is highly encouraged to comply with the priority deadline. Please note that this extension requires manual tagging; as such, official submission links will be disseminated through your respective Local Student Councils (LSCs), with whom you should coordinate directly for inquiries and assistance.

LOOK | The PUP Student Council Assembly (SCA) held a dialogue with the Student Regent, Office of the Vice President for Planning and Finance (OVPPF), Accounting Office, Resource Generation Office (RGO), Facility Management Office (FaMo), and Office of the Student Services (OSS) regarding the increase in venue rates.

During the meeting, it was clarified that the decision to raise venue rates had already been approved during the term of SR Kim Modelo. However, due to the concerns raised by student councils and organizations, a compromise was reached. For 2026, the new venue rates will be implemented but effectively reduced to the previous rates through waivers from the Office of the President (OP) and the Office of the Vice President for Student Affairs and Services (OVPSAS). By 2027, the new rates will be fully enforced, with the administration encouraging the student body to submit proposals to help ease the impact of the increase.

Non-SC organizations may also avail of waivers as long as they are covered by an existing executive order, while non-accredited organizations remain ineligible. It was also clarified that “waived” does not mean completely free—fees will still follow existing rates, with discounts granted at the discretion of the OP.

Operational concerns were likewise addressed, including stricter compliance with venue schedules. Organizations will now be required to include ingress and egress plans in their proposals. Additionally, FAMO personnel will follow adjusted schedules (7 AM–7 PM and 9 AM–9 PM) to better accommodate student needs. To manage energy costs, air conditioning will only be turned on during the actual event proper and not during preparation.

With the possible full implementation of the new rates in the coming weeks, the student body has requested the timely release of an official memorandum and a 30-day grace period to allow for adjustments. Academic requirement events will remain unaffected by the increase in venue rates, and organizers may seek guidance from their faculty to ensure proper venue arrangements for their requirements.

It was also raised that the list released by the Accounting Office currently has no labels, making it difficult to identify which events are being referred to. As a solution, it was suggested that a reference or DTS number be included to allow proper tracking, and that the Accounting Office provide labeled or named lists before these are forwarded for double-checking and payment processing.

LOOK | The PUP Student Council Assembly (SCA) officially submitted a demand letter today to the University Administration, asserting urgent student demands amid extreme heat conditions and long-standing infrastructure neglect.

Amid intensifying heat and decades of state neglect, nearly 7,000 Iskolars ng Bayan expose the daily reality inside the university: overcrowded and poorly ventilated classrooms, defective and insufficient electric fans, limited access to water and cooling spaces, and learning environments that endanger both health and dignity. Students report dizziness, headaches, fatigue, and declining capacity to focus and participate, especially during peak heat hours, yet rigid schedules and inconsistent adjustments persist. These conditions are not isolated. They are the direct result of chronic underfunding, neglect of education, and the failure to invest in safe and humane learning spaces.

While many students demand flexible learning, not all can fully shift online due to required in-person academic work. Students should not be forced to choose between their health and their education, nor should they be made to adjust to conditions that are fundamentally unsafe.

In unity, the SCA advances the following demands: suspend mandatory full face-to-face classes policy, lift uniform policies that worsen heat stress, allow colleges to adjust examination schedules based on actual conditions, review and implement leniency in EO 12, s. 2025, and immediately convene a dialogue between student councils and the administration to address classroom conduciveness and campus conditions.

These calls go beyond temporary relief. They are a clear assertion that the crisis is systemic. The lack of classrooms, poor ventilation, and inadequate services are products of long-standing budget cuts and state abandonment. The heat crisis only exposes what students have long endured.

We assert that education must be adequately funded and that safe, climate-resilient, and student-centered learning spaces are not privileges but rights. The administration must act decisively and urgently. The government must be held accountable for the continued neglect of the university.

The Assembly will immediately update the student body on the university’s response.

UPDATE | The PUP Student Council Assembly (SCA) has formally submitted a request to the University Administration seeking an extension of the online filing period for Year-End Graduation applications for Academic Year 2025–2026.

This appeal is grounded on the results of a sensing form released on March 28, which gathered responses from graduating students. Findings show that a significant majority of graduating students have not yet applied due to unresolved academic deficiencies and pending administrative requirements, many of which are caused by delays in grade encoding, thesis and internship validations, and clearance processing. Despite the official deadline on March 31, students are still waiting for the completion of these requirements.

With the majority of respondents supporting the move, the Assembly is urging a 2 to 3 week extension, alongside calls to expedite academic evaluations, streamline clearance processes, and improve transparency, ensuring that no qualified student is left behind due to delays beyond their control.

2019 PUP Student Handbook Revision Suggestion Form

Open to All Students Across the University System.

As the final deliberation meeting for the Student Handbook Revision is scheduled for March 4, the PUP Sentral na Konseho ng Mag-aaral, along with the Office of the Student Regent, is launching this Suggestion Form to gather unified and collective insights from students across all PUP campuses.

The Student Handbook outlines the policies that govern student rights, responsibilities, conduct, and academic life throughout the University System. Since these policies directly impact every Iskolar ng Bayan, it is vital that they remain clear, relevant, and responsive to the current needs and realities of the student body.

We invite all students to share their feedback, concerns, and recommendations through this Student Handbook Revision Suggestion Form.

Your experiences and perspectives can help identify provisions that require clarification, improvement, or amendment, as well as highlight ongoing challenges faced by students. Active participation in this process promotes transparency, strengthens student representation in policy-making, and helps ensure that institutional guidelines remain fair, inclusive, and student-centered.

And in light of proposed major revisions and amendments, another meeting with the PUP Administration will also be formally demanded. The period leading up to this requested meeting will be dedicated to broad consultations across campuses to ensure that student positions in all current and relevant issues are well-grounded, consolidated, and truly representative of the collective voice of the Iskolars ng Bayan.

ADVISORY | Resumption of Classes and Office Operations

In accordance with the University Calendar, classes across all campuses and colleges of the Polytechnic University of the Philippines (PUP) will resume on January 5, 2026.

University offices will likewise resume operations on the same date. However, the Office of Student Services (OSS) will conduct its Year-End Assessment and Planning Activity from January 5 to 7, 2026. As such, regular OSS transactions will resume on January 8, 2026.

Students and stakeholders are advised to be guided accordingly.
