ISKOLAR NG BAYAN, BE PART OF OUR FIGHT FOR A HIGHER BUDGET IN PUP!

According to the 2024 NEP, PUP will receive a P3.9B cut from its P6.9B budget proposal for the coming year. With this, we are expecting a worsening crisis inside the university—lack of classrooms, laboratories, facilities, equipment, other materials, organizational spaces, learning materials, slots for new enrollees, continuous power outages, and hybrid learning, among others.

It is evident in our history that only through our collective efforts will we be able to win our fights for our rights. In the past years, we witnessed our tactical victory by crafting the PUP Ligtas na Balik Eskwela Policy and partially opening the university to the students. We continued the fight for the maintenance of 12-peso tuition and, eventually, the passage of the Free Tuition Law in 2017. These are just some of our successes in the pursuit and achievement of accessible and quality education for all Filipino youth.

With the continuous attacks against free education and anti-student policies, it is clear to us that we still have a lot more to do and can succeed. This year, we are officially launching the PUP Budget Increase Alliance (BIA) as our broadest alliance at the Polytechnic University of the Philippines, fighting for a higher budget and state subsidy. This will stand with thousands of Iskolars ng Bayan and the Filipino youth achieving the basic right to accessible and quality education.

As we fight for accessible, free, safe, and quality education for all, it is important for us to form tactical alliances to forward our calls and campaigns. It is only through our collective power that we can succeed in our tactical victories in achieving a nationalistic, scientific, and liberating education for the Filipinos.

NEVER AGAIN, NEVER FORGET!

Today, September 21, 2023, marks the 51st anniversary of the declaration of martial law, and it was also 51 years ago since the Philippines went through the dictatorship of former President Ferdinand Marcos Sr.

On September 21, 1972, former President E. Marcos Sr. signed Proclamation No. 1081, declaring the Philippine country under the state of martial law, wherein the Marcos dictatorship had also begun. By placing the country under martial law, it allowed Marcos to control the whole country, even the Filipino citizens. The rationale behind the said proclamation was to act as a defense to protect the citizenry and the country against the uprising of communism and rebellious movements. However, during Martial Law, the Marcos administration had the authority to regulate how the government operated, which constrained the nation's overall freedom and democracy. As a result, human rights were violated and ignored, leading to numerous documented cases of extrajudicial killings, torture, and disappearances.

Martial law has become the darkest period in Philippine history. The victims of martial law serve as an indication that the Marcos government damaged Philippine society in these present years. The supposedly golden age did not reach the marginalized sector of the society. They were, in fact, the ones who were abused and falsely accused. Up until today, the rapid increase rate of poverty, the countless corruption, and the fluctuation of the Philippine economy are among the social problems that have resulted from the Marcos Regime. The commemoration of the 51st anniversary of Martial Law signifies that Filipinos were once deprived of freedom and the democracy of the Philippines were taken away. Never forget. Never again.

Ang karapatan sa edukasyon ay isang demokratikong karapatan na dapat natatamasa ng bawat kabataan. Ito ang primaryang laban ng kabataang Pilipino upang makatamasa ng libreng edukasyon ano man ang kaniyang uri at katayuan sa buhay.

Sa mahigpit na kaisahan ng ating komunidad para sa kampanya sa karapatan kasama ang iba't ibang alyansa at organisasyon sa loob ng pamantasan, matagumpay nating nabuo ang Ligtas na Balik Eskwela (LBE) Policy Proposal at naisakatuparan ang panunumbalik ng pisikal na klase sa PUP, kasabay ng iba pang mga tagumpay sa laban natin kontra sa mga anti-estudyanteng polisiya sa loob ng pamantasan. Gayunpaman, malayo pa tayo sa dulo ng pag-abante natin para sa ganap na pagsasakatuparan ng isang dekalidad, aksesable, at demokratikong edukasyon.

Sa kasalukuyan, kapos pa rin ang badyet ng PUP sa ilalim ng proposed budget ng pamahalaan para sa taong 2024. Kung sa aktwal, barya lamang ang P400 Million na “dagdag budget” kung ikukumpara sa lumalalang kakulangan sa mga klasrum, laboratories, organizational spaces, learning materials, limitadong slots para sa mga bagong enrollee, kawalan ng kuryente, at samu’t saring kahirapan sa ilalim ng hybrid learning sa PUP.

Malinaw na marami pa tayong dapat abutin at kayang ipagtagumpay, kung kaya, higit nating hahagipin ang pinakamarami upang solidong magkaisa ang komunidad ng PUP na ipaglaban ang dagdag-pondo sa para sa pamantasan!
