PUP COMMUNITY, LET'S STOP THE CORRUPT BUDGET!

Sa Oktubre 12, isasalang na sa ikatlo at huling pagbasa ang House Bill No. 10858 o ang General Appropriations Bill (GAB) para sa taong 2027 na pagbobotohan sa House of Representatives.

Habang nasa yugto na ang GAB sa huling botohan sa House of Representatives, nananatiling PHP 3.5-B ang ilalaan sa PUP, walang pagtaas mula sa mga nagdaang deliberasyon sa kamara at malayong-malayo sa PHP 15.7-B proposed budget ng pamantasan.

Dahil rito, ang buong komunidad ng PUP ay magtitiis na naman sa kakarampot na badyet. Malayong-malayo sa pangako ng gobyerno ni Marcos Jr. na bibigyang prayoridad ang edukasyon.

Dagdag pa rito, kitang-kita na habang walang pagtaas sa badyet ng pamantasan at nananatiling kakarampot ang ilalaan para sa edukasyon, malaki naman ang itinaas ng badyet para sa PNP, AFP, DPWH, NTF-ELCAC, at sa mga modus na proyekto ng gobyerno tulad ng flood control.

Malinaw ang mga batayan, labanan ang korap na badyet ni Marcos Jr.! Pondo sa edukasyon at serbisyo, hindi sa korapsyon at pasismo! Sumama sa pagkilos!

LOOK | Kabataan Partylist, PUP OSR, and Student Leaders Conduct School Inspection at PUP Manila

Kabataan Partylist, the PUP Office of the Student Regent (OSR), and student leaders conducted a school inspection today at the PUP Manila Campus to assess and document the condition of its facilities and buildings, as well as the everyday realities experienced by Iskolars ng Bayan and the wider PUP community.

The group visited the athletes’ dormitories, where athletes shared concerns regarding overcrowded and inadequate housing, extreme heat, limited comfort and shower facilities, and delays in the release of their allowances.

Classrooms accommodating around 50 to 60 students were also visited, where limited space and ventilation remain concerns. We spoke with PUP janitors through the Samahang Janitorial ng PUP regarding their working conditions, including the loss of their former barracks and the lack of an adequate space for them to stay.

Student councils and student publications were likewise visited. Many of their offices are small and not conducive to the work of student organizations. Student leaders also shared the difficulties they face in accessing their funds, which affects their capacity to carry out their programs and serve the student body.

The group also visited the Charlie del Rosario Building, the unfinished North Wing Academic Building, which has remained incomplete for four years, and the Mass Communication Building, where construction remains unfinished.

These conditions highlight the urgent need for higher and sufficient budget for PUP and other State Universities and Colleges (SUCs). The University must be provided with a dignified budget to address its infrastructure needs and ensure adequate facilities and support for students and workers.

We call on the national government and Congress to prioritize PUP and public education by providing the University with the resources necessary to fulfill its mandate.

A higher and sufficient budget for PUP is necessary for accessible, quality, and dignified public education.

MEDIA ADVISORY | Kabataan Partylist, PUP Office of the Student Regent, and Student Leaders to Conduct School Inspection in PUP Manila

Kabataan Partylist, in coordination with the PUP Office of the Student Regent (OSR), will conduct a school inspection at the Polytechnic University of the Philippines (PUP) tomorrow, October 8, 2026, to expose the conditions of classrooms and facilities and highlight the continuing neglect of public education amid massive budget cuts. Kabataan Partylist Representative Renee Co and student leaders from across the university, will join the inspection.

The inspection will highlight the shortage and deteriorating condition of classrooms, laboratories, and other facilities, as well as stalled infrastructure projects such as the North Wing Building at the PUP Main Campus and the Mass Communication Building at the PUP College of Communication Campus. For FY 2027, PUP proposed approximately ₱15.7 billion, but only around ₱3.5 billion was included in the National Expenditure Program, leaving a ₱12.2-billion gap.

The school inspection is a call for greater investment in education, sufficient funding for PUP and other SUCs, completion of stalled projects, and transparency and accountability in public spending.

We invite all PUP student leaders to join the school inspection and witness firsthand the conditions faced by students across the university. Mass-up and battle briefing will start at 8:30 AM at Charlie Del Rosario Building, while the start of inspection will start at 9:00 AM.

In his speech, he called for a higher and sufficient budget for PUP to address the academic needs and concerns of Iskolars ng Bayan, as well as the long-overdue completion of stalled infrastructure projects, including the North Wing Building.

He also called for the immediate accountability of corrupt government agencies and officials, particularly the DPWH, Sara Duterte, and Ferdinand Marcos Jr. Giving them a “shoutout,” he called them “Magna,” or MAGNAnakaw.

WATCH | Statement of PUP Student Regent and Sentral na Konseho ng Mag-aaral (SKM) President JP Azusano during today’s rush-hour protest near Petron Teresa, on the first day of the transport strike.

In his speech, Azusano emphasized the importance of students and the youth joining PUV drivers and transport workers in demanding the scrapping of VAT and excise taxes on fuel and basic commodities, a rollback of fuel prices to ₱55/L, a stop to oil overpricing, a nationwide ₱1,200 family living wage, dignified incomes for transport workers and operators, the junking of the Oil Deregulation Law, and the nationalization of the oil industry.

He concluded by stressing that students and the youth, many of whom are children of workers and PUV drivers, will not say “para” until the Marcos Jr. administration acts on these demands.

PUP OSR AND ANAK PUP CALL ON PUP PRESIDENT DR. MANUEL M. MUHI TO SIGN KABATAAN PARTYLIST’S UNITY STATEMENT FOR HIGHER AND SUFFICIENT EDUCATION BUDGET

Kabataan Partylist, together with the Makabayan Bloc, recently conducted consultations with stakeholders and officials of State Universities and Colleges (SUCs) on the continuing challenges faced by public higher education. These consultations resulted in a Unity Statement calling on Congress and the national government to substantially increase funding for education, particularly for Higher Education Institutions and SUCs. The call has gained the support of 85 out of 113 SUC Presidents, including presidents from the University of the Philippines System, University of Rizal System, and Mindanao State University System, among others.

As budget deliberations proceed, the 85 SUC Presidents are collectively calling on Congress to restore the ₱7,678,582,000.00 in budget decreases affecting 49 SUCs, provide additional and adequate funding for all SUCs nationwide, settle the ₱5.2 billion in Free Higher Education deficiencies for FY 2025–2027, adjust SUC budgets based on the true cost of attendance, and fund the ₱11,508,124,824.20 Capital Outlay wishlist of SUCs. They likewise call for the rechanneling of ₱107.39 billion from still-questionable flood control projects toward education and other essential social services.

PUP's own budget situation underscores the urgency of these demands. For FY 2027, the PUP System proposed a budget of ₱15,724,639,000.00, pursuant to National Budget Memorandum No. 156 and as endorsed by the PUP Executive Committee. However, on 11 August, the Department of Budget and Management allocated only ₱3,501,369,000.00, more than ₱12.2 billion short of PUP's proposed budget and around ₱300 million less than its FY 2026 budget. This shortfall directly affects approximately 106,500 Iskolars ng Bayan and PUP's ability to address longstanding needs in facilities, classrooms, program capacity, permanent teaching faculty, wages and working conditions, Other School Fees (OSFs), and stalled infrastructure projects such as the North Academic Building in Manila Campus and the Main Academic Building in Sto. Tomas Campus.

In this situation, the participation of the PUP Administration, particularly President Manuel M. Muhi, is vital. The call for adequate public funding is not solely a concern of Iskolars ng Bayan, but a shared institutional concern of students, faculty, staff, workers, and administrators. As head of the University, President Muhi has an important role in representing PUP's institutional need for sufficient funding before Congress and the national government. His participation in this collective initiative would strengthen the position of PUP alongside other SUCs and demonstrate that the demand for greater investment in public higher education is a shared and urgent institutional necessity.

We therefore call on PUP President Manuel M. Muhi to sign Kabataan Partylist's Unity Statement for an Increased Education Budget and join the 85 SUC Presidents and broader education sector in demanding adequate and sustained state funding for public higher education. With a common interest in ensuring that PUP can fulfill its mandate, we urge the University Administration and the entire PUP community to stand united in defending the educational needs of 106,500 Iskolars ng Bayan and advancing the call for an education budget that genuinely responds to the needs of the people.

PUP ADMIN, HEED OUR CALL! LET STUDENTS USE THEIR LIVED NAMES WITHOUT PARENTAL CONSENT!

On September 12, the use of lived names during the Graduation Ceremony was permitted. However, before students can exercise this right, the administration, as prescribed by the University Legal Counsel Office (ULCO) to the Gender and Development and Social Inclusion Office (GEDSIO), requires graduating students to secure a consent form from their parents or guardians permitting the use of their lived names.

During the September 12 dialogue, the petition letter presented to Vice President for Student Affairs and Services (VP-SAS) Tomas Testor already included the proposed mechanism for the use of lived names, including the consent form requirement. This concern was therefore already raised and made known during the dialogue.

The Alyansa ng Nagkakaisang Konseho (ANAK) PUP and the Office of the Student Regent (OSR) have since raised their concerns regarding this requirement. From the beginning, our position has been clear that we do not agree that parental consent should be necessary for a student to use their lived name during the Graduation Ceremony.

For students, being recognized by the name they use is not simply an administrative preference. It is a deeply personal matter tied to their identity, dignity, and agency. Requiring them to obtain permission from their parents or guardians places an additional condition on something that should ultimately concern how the student themselves is recognized.

On September 13, ANAK PUP held a special meeting where it was collectively decided to remove the parental consent requirement from the sensing forms to be distributed by the Local Student Councils (LSCs).

In the succeeding days, concerns from the Local Student Councils regarding the implementation of the lived-name mechanism were also raised, including concerns over the holding or delay in the submission of lived-name information while students and student leaders awaited clearer guidance from the administration.

There was also an instance when President Manuel sought to speak with the concerned student leaders regarding the lived-name issue. The matter was likewise discussed in relation to Vice President Testor as efforts continued to clarify the administration’s position.

On September 14, university offices were closed. A meeting with Vice President Testor was initially planned for September 15, and an initial time had already been discussed. However, the meeting did not proceed at the agreed time due to the unavailability of the concerned officials.

In the days that followed, the Office of the Student Regent and the student councils continued their efforts to reach and speak with Vice President Testor. However, no dialogue between the Office of the Student Regent and the Office of the Vice President for Student Affairs and Services (OVPSAS) took place from September 16 onwards.

Despite this, the Local Student Councils continued coordinating with their respective local administrations and proceeded with the collection of students’ consent while awaiting further clarification.

Then, on September 20, Vice President Testor reiterated that the consent form is indeed necessary.

We respectfully but firmly disagree.

We recognize that the administration may have considerations in implementing the graduation ceremony. We also understand that parents and guardians are important parts of the lives of many graduating students, and that the university may want to ensure that families are properly informed. However, informing families should not require students to seek their permission.

If the concern is that parents or guardians should be properly informed and will not be surprised during the ceremony, this can be addressed through proper communication and notification. Parental consent should not be made a prerequisite for a student to be recognized by their lived name.

Graduation is a celebration of the students who have worked, struggled, persisted, and finally reached this milestone. They deserve to walk across the stage and hear themselves being called by the names they use without having to first secure a permission.

More importantly, the use of lived names is a rightful form of recognition. It should not be treated as a privilege that can only be exercised upon parental approval. Students should be able to be recognized by the names they use, particularly during a milestone that celebrates their own achievements and the completion of their university journey.

The use of lived names was already permitted during the graduation ceremony. We therefore call on the Polytechnic University of the Philippines (PUP) administration to uphold and fulfill the agreement and commitment to recognize students through their lived names, without imposing parental consent as an additional condition!

We likewise continue to appeal for arrangements that would allow parents and guardians to accompany graduating students on stage, where possible. We understand the logistical considerations surrounding the ceremony, but we hope that a way can be found for families to share this once-in-a-lifetime moment with their graduating students.

At the heart of this issue are Iskolars ng Bayan who want to be recognized as themselves on the day they celebrate everything they have accomplished.

Let students be called by the names they use. Let them be recognized as themselves. And most importantly, let PUP fulfill its commitment to a truly pro-student graduation and University!

NO GENUINE INDEPENDENCE UNDER U.S.-MARCOS REGIME: STATEMENT OF PUP OFFICE OF THE STUDENT REGENT THIS HINDIPENDENCE DAY 2026

The PUP Office of the Student Regent, as the highest representative body of the Iskolar ng Bayan, affirm the following truth with full academic and political conviction that Philippine independence remains a myth so long as the nation's economy, politics, military, and culture remain under the firm and continuing grip of imperialist United States of America and its allied powers. We issue this statement to clarify the struggle ahead and to recommit ourselves to the unfinished project of genuine national liberation.

Economically, the country remains trapped by foreign debt, unequal trade agreements, and labor export that benefit the interests of other countries over Filipino workers and farmers. Politically, Philippine foreign policy consistently serves U.S. strategic objectives, with treaties like Enhanced Defense Cooperation Agreement (EDCA) and the Visiting Forces Agreement (VFA) subordinating national sovereignty to imperial interests. Additionally, the presence of U.S. bases and troops on Philippine soil under these agreements transforms the Armed Forces of the Philippines into a proxy force for American regional ambitions rather than a genuine defender of our territory. Culturally, the colonial mentality persists through an education system that privileges English over mother tongues and media that glorify U.S. lifestyles while marginalizing Filipino identity.

Therefore, the PUP Office of the Student Regent rejects the characterization of the Philippines as an independent nation while neocolonial structures persist across the country. We affirm that genuine independence must be won through the organized struggle of the Filipino people, led by the working class and peasants, including the Iskolars ng Bayan.

Genuine independence requires a nation free from intervention, and the will of the Filipino people is supreme. Genuine independence demands the nullification of the VFA and EDCA, the removal of all foreign troops and bases, and a defense posture that prioritizes territorial integrity and national interest over imperial proxy warfare. Genuine independence requires a national industry that truly serves the Filipino, a genuine land reform for our farmers, a nationalist, scientific, and mass-oriented education for the youth.

We declare that until such time as the Philippines achieves substantive independence—economic, political, military, and cultural—the PUP Office of the Student Regent will not participate in rituals that celebrate independence as a myth. Instead, we will organize for its realization.
