PAHAYAG NG KONSEHO NG MGA MAG-AARAL NG UP MANILA, ORGANISASYON, AT MGA LOKAL NA KONSEHO HINGGIL SA PAGPAPAPASOK SA MGA PUWERSANG ESTADO SA LOOB NG PAMANTASAN

Noong Agosto 19, naglabas ng imbitasyon ang administrasyon ng Kolehiyo ng Agham at Sining hinggil sa forum na pinamagatang “SAFE CAMPUS: Active Threat and Shooting Preparedness for College Students” sa August 25, kung saan nakapaloob dito ang “active threat and shooting incident preparedness” na siyang tahasang kinikilala ang pagpapasok ng armas sa loob ng pamantasan.

Kanina, 1 PM ng Agosto 20, namataan ang mga pwersa ng estado na may hawak na baril at rifle sa loob at paligid ng UP Manila. Patuloy na nagpapagala-gala ang mga kapulisan na siyang nagpapahiwatig ng pagbabanta sa mga mag-aaral ng UP Manila. Dagdag pa rito, ang pagmamatyag at matagal na presensya ng police mobile sa gate ng Pedro Gil.

Mariing kinukundena ng Konseho ng Mag-aaral ng UP Manila, mga organisasyon, at mga lokal na konseho ang pagpapapasok at patuloy na pakikipag-ugnayan sa mga armadong puwersa ng estado ng admin sa loob ng UP Manila. Ang parehas na pagpapapasok ng pwersa ng estado ay hindi man lang nakaabot sa mga mag-aaral, basta na lamang ito pinahintulutan ng administrasyon. Hindi SAFE CAMPUS ang pamantasan kung pinapapasok nito ang mga pasistang militar na siyang kumitil sa buhay ng mga mamamayang Pilipino na ipinaglalaban lamang ang karapatan. Gayundin sa forum na isasagawa, ito ay hindi tunay na lulutas sa patuloy na represyon at paglala ng kultura ng pamamasismo na pinasisimulan ng AFP at PNP! Hindi SAFE CAMPUS ang pamantasan kung ang mismong kapulisan ay may hawak na baril at umaaligid sa loob pa mismo ng tambayan ng mga mag-aaral!

Sa administrasyon ng UP Manila at ng Kolehiyo ng Agham at Sining, dinggin niyo ang mga mag-aaral na patuloy na pinaglalaban ang aming karapatan sa akademikong pangkalayaan. Ang pagpapapasok ng pasistang pwersang estado ay tahasang pag-apak at pagpapasidhi ng mga banta sa ating akademikong pangkalayaan. Walang lugar ang kahit anong uri ng karahasan, pamamasismo, at pag-apak sa demokratikong karapatan sa UP Manila!

ALERT | Presence of Uniformed Personnel around Pedro Gil at 1:00 PM Today

The UPM USC has received reports of police presence around Pedro Gil today, August 20, some being noted to be armed.

The council has not been informed nor consulted regarding their presence within University premises. In response, the UPM USC has immediately sent out a letter of inquiry to the Office of the Chancellor and the Office of the Vice Chancellor for Academic Affairs to demand clarification on the circumstances and basis of their presence.

In light of this, the UPM USC would also like to set a brief dialogue with the admin regarding standard operating procedures in future cases similar to this. Given the AFP-PNP’s documented history of harassment and intimidation against students, the Council asserts that any admin-authorized presence of state forces must be promptly disclosed to the UPM University Student Council and the broader University community.

The council strongly condemns the unannounced presence of state forces in the campus, which raises serious concerns over surveillance, intimidation, and the continued threat of militarization of the University. We remain firm on our stance that we reject all forms of campus militarization as it poses threats to our academic freedom.

Sa gitna ng patuloy na pag-ulan at banta ng pagbaha sa Maynila, ipinagpapaliban ang UPM Fiesta Solidarity Concert na nakatakda sana bukas, August 20, 2026.

Matapos ang pagtalakay ng UP Manila University Student Council at UPM Fiesta Core Team, kaligtasan muna. Hindi natin isusugal ang buhay at kaligtasan ng ating mga estudyante, komunidad, performers, volunteers, staff, organizers, at lahat ng dadalo para lamang ituloy ang isang programa.

Higit sa isang konsiyerto, ang UPM Fiesta ay nakaugat sa laban at kalagayan ng bayan. Habang binabaha at hinahagupit ng kalamidad ang ating mga komunidad, mas kailangan ang ating oras, lakas, at resources sa relief, outreach, at pagkilos kasama ang mga apektado.

Hindi rin natin maaaring ipikit ang mata sa kapalpakan at pagpapabaya ng administrasyong Marcos Jr. Sa harap ng sunod-sunod na kalamidad at state neglect, ang ating pagkakaisa ay dapat manatiling nakatindig kasama ng mamamayan.

Hindi pagkansela ang postponement. Hindi napapatigil ang pagkakaisa. Ipinagpapaliban lamang natin ang pagtatanghal—hindi ang ating pagkilos.

Patuloy nating isasagawa ang UPM Fiesta Solidarity Concert sa ibang panahon ngayong semestre, kapag ligtas na para sa lahat. Ang bagong petsa at detalye ay iaanunsyo sa sandaling makumpirma.

Samantala, nakikiisa tayo sa mga komunidad na nangangailangan ng tulong. Makilahok sa mga donation drive, relief operations, at iba pang community initiatives ng UPM Fiesta.

LUBOG NA NAMAN ANG SAMBAYANAN! LUSOB PARA SA PANANAGUTAN!

Binabaha na naman ang mga kalsada ng Taft Avenue at kalakhan ng Maynila nang dahil sa kawalang pananagutan ng gobyerno at kapalpakan sa kanilang flood control projects. Ang mga lungsod at komunidad ay lubog, at ang mga mamamayan ay napipilitang lumusong sa baha, habang sina Marcos Jr. ay naghahari-harian sa palasyo ng Malacañang, ipinagsasawalang-bahala ang mga mamamayang patuloy niyang nilulubog sa kahirapan.

Kamakailan lamang ay kinaltasan ang budget allocation sa buong University of the Philippines (UP) System mula 29.5 billion ngayong 2026 hanggang ₱26.5 billion sa susunod na taon. Kadugtong dito ang pagkaltas din ang pondo para sa Philippine General Hospital sa kabila ng kakulangan sa maayos na pasilidad at mababang pasahod para sa mga healthcare workers.

Sa pagkaltas ng pondo para sa sektor ng edukasyon at pangkalusugan, lumobo naman ang pondo na nilaan sa DPWH para sa mga proyektong pang-imprastraktura gaya na lamang ng kadusta-dustang flood control projects na hindi naman nadarama ng mga mamamayang Pilipino. Gayundin ang pondo para sa mga ahensya para sa disaster preparedness ay kinaltasan din sa 2027 National Expenditure Program. Mula rito, malinaw na ang tindig ni Marcos Jr. ay hindi para pagsilbihan ang mga mamamayan nito.

Mariing kinukundena ng konseho ng mag-aaral ng UP Manila ang kawalang bahala at pananagutan ng administrasyon ni Marcos Jr. sa paglustay at misalokasyon ng pondo ng mamamayan. Isang taon na ang nakalilipas mula sa palpak na flood control, subalit wala pa ring nakukulong sa mga sangkot sa korapsyon at patuloy ang pagbaha sa mga komunidad.

Sa kabila ng mga banta at hamon na ito, patuloy na susuong ang mga hanay ng kabataan upang itaguyod ang karapatan ng mga mamamayan at panagutin ang mga nasa itaas–mananatiling iskolar ng bayan na patuloy na lalaban at para sa bayan. Tuloy-tuloy ang pag-oorganisa at militanteng pagkilos hangga’t hindi nananagot ang mga nanunungkulan tulad ni Marcos Jr. na walang ibang ginawa kundi ilubog sa kahirapan ang mga mamamayang PIlipino.

Inaanyayahan natin ang mga iskolar ng bayan na makiisa at kumilos! Magmulat, patuloy na makialam, at sumandig sa masang nangangailangan sa gitna ng hagupit ng panahon.

Ang UP Manila University Student Council ay kasalukuyang nangangalap ng donasyon (monetary or in-kind) para sa mga kababayan natin na apektado ng sakuna.
