Leading change towards local health systems strengthening!

As part of ongoing efforts to strengthen local leadership and improve health outcomes, the City Leadership and Governance Program (CLGP) for Quezon City was conducted from May 25 to 27, 2026, at Century Hotel in Angeles City, Pampanga. The program was organized by the Department of Healthโ€“Metro Manila Center for Health Development and facilitated by the University of the Philippines College of Public Health through the Dr. Stephen Zuellig Program for Health Leadership and Governance (DSZPHLG).

The three-day training brought together local government leaders, health managers, healthcare personnel, and key stakeholders from Quezon City, as well as counterparts from Navotas City and Manila City, to strengthen leadership and governance capacities in the health sector. Through interactive workshops, group activities, facilitated discussions, and joint learning exercises, participants explored collaborative leadership, systems thinking, and evidence-informed decision-making while developing coordinated responses to priority challenges such as vaccine hesitancy, prolonged waiting times in health facilities, early attrition of human resources for health (HRH), and persistent workforce shortages.

The program provided a structured space for reflection, shared learning, and partnership-building, equipping participants with practical approaches and identifying innovative solutions to address local health system challenges and strengthen the delivery of responsive, efficient, and people-centered health services across communities.

The learning sessions were facilitated by resource persons Ms. Rosarie V. Gabuya, Dr. Paul Adrian V. Pinlac, Mr. Kim Leonard G. Dela Luna, and Dr. TJ Robinson T. Moncatar, who provided expert insights and guided participants through applied discussions on leadership and governance. Meanwhile, the successful conduct and documentation of the training were supported by Ms. Kristine Fei Pataueg and Mr. Noel Macuja Pitallano Jr. On the final day, Dr. Ernesto R. Gregorio Jr., Coordinator of the DSZPHLG, graced the synthesis session and assured the participants of the programโ€™s support on their journey as bridging leaders. Ms. Rosalie Esperalta, Department of Health Development Management Officer, also served as part of the training support staff and contributed further as a panelist during the participantsโ€™ action plan presentations. She was joined by Ms. Gabuya, Dr. Moncatar, and Dr. Gregorio, who collectively provided constructive feedback and guidance.

Anchored on the Zuellig Family Foundationโ€™s Bayang Malusog framework, the CLGP advances transformative leadership, accountable governance, and stronger local health systems in support of universal health care and improved population health outcomes. The program highlights the value of sustained collaboration among local stakeholders in building resilient, responsive, and people-centered health systems.

Moving forward, the initiative reaffirms its commitment to strengthening partnerships and empowering local leaders toward healthier and more sustainable communities.

For organizations and local government units interested in similar collaborations with the University of the Philippines College of Public Health, you may contact DSZPHLG at [email protected].

Making Healthy Behaviors the Easier Choice: DOH MMCHD Crafts Health Promotion Strategic Plan (2027โ€“2030)

On May 19โ€“22, 2026, the Department of Health Metro Manila Center for Health Development (DOH MMCHD) Health Promotion Service, alongside selected Local Government Units (LGUs) and the Department of Health Promotion and Education (DHPE), UP Manila College of Public Health (UP CPH) project team, gathered at Club Balai Isabel in Talisay, Batangas, for a strategic planning workshop. The primary goal is to develop the Draft Health Promotion Strategic Plan of DOH MMCHD (2027โ€“2030).

The participants from DOH MMCHD Health Promotion Service and several LGUs in the National Capital Region (NCR) engaged in interactive and collaborative sessions, including visioning activity, stakeholder analysis, and comprehensive gap analysis.
