The TUP University Student Government stands firm in its commitment, responsibility, and its position. Mere leniency is not enough. While the student body seeks for alternative learning modality, the USG also advocates for sufficient facilities that could handle the impact of extreme heat. Offered solutions should not be a privilege to be grantedโthese should be a necessary and responsible action grounded in the lived realities of our students and in the legal obligation of this university.
As early as ๐๐ฝ๐ฟ๐ถ๐น ๐ด, ๐ฎ๐ฌ๐ฎ๐ฒ, the ๐ข๐ณ๐ณ๐ถ๐ฐ๐ฒ ๐ผ๐ณ ๐๐ต๐ฒ ๐ฆ๐๐๐ฑ๐ฒ๐ป๐ ๐ฅ๐ฒ๐ด๐ฒ๐ป๐, ๐๐ถ๐๐ต ๐๐ต๐ฒ ๐จ๐ฆ๐ ๐ฃ๐ฟ๐ฒ๐๐ถ๐ฑ๐ฒ๐ป๐๐ ๐ผ๐ณ ๐ฒ๐ฎ๐ฐ๐ต ๐ง๐จ๐ฃ ๐๐ฎ๐บ๐ฝ๐๐๐ฒ๐, in their capacity as executives of ๐๐ฒ๐ฑ๐ฒ๐ฟ๐ฎ๐๐ถ๐ผ๐ป ๐ผ๐ณ ๐ฆ๐๐๐ฑ๐ฒ๐ป๐ ๐๐ผ๐๐ฒ๐ฟ๐ป๐บ๐ฒ๐ป๐๐, formally submitted a petition advocating for the strategic implementation of a temporary hybrid modality and a climate-responsive dress code policy. Building on this, the USG continued to take proactive steps by formally communicating our request to the administration on ๐๐ฝ๐ฟ๐ถ๐น ๐ญ๐ฏ, ๐ฎ๐ฌ๐ฎ๐ฒ which coincides with the National Transport Strike on April 15-17, 2026.
We did not waitโwe acted. These efforts were driven by the urgent realities students are facing today. The combined pressures of economic and environmental conditions are no longer abstract concerns; they are directly affecting studentsโ ability to perform, ultimately compromising academic standards and program outcomes.
The crisis our student body faces today is not a single inconvenience. An undeniable number of public transportation operators have already suspended their routes due to escalating fuel costs. For those traveling daily from Cavite, Bulacan, Rizal, Laguna, Batangas, or outside Metro Manila, this is not an inconvenienceโit is a crisis. Meanwhile, PAGASA has recorded heat index values exceeding 40ยฐ C. Students waiting at unshaded terminals, walking long distances, or sitting in classrooms cooled only by a few number of electric fans are not simply just uncomfortableโthese are medical risks. The complaints of the students are not speculativeโit is certain.
Students are always challenged to be resilient. We are told to find a away. And every single day, we do. But resilience is not a substitute for institutional accountability. The student body deserves commitments. The student body is owed a direct, clear, and honest communication from the highest offices of this university about what this week holds, what the university's plan is, and what recourse is available to them.

This afternoon, the Office of the Vice President for Academic Affairs released OVPAA Memorandum No. 8, s. 2026, announcing the shift to Remote Synchronous Learning Modality on April 16, 2026. Faculties are directed to conduct schedules classes online, while university offices remain open for official transactions.

The Vice President for Academic Affairs, in consultation and discussions with the Campus Assistant Directors for Academic Affairs (ADAAs) and the Council of Deans of TUP Manila, informs the student body that the implementation of a hybrid learning modality shall be determined at the campus level. With regard to the proposed suspension of the mandatory wearing of the official TUP student uniform in light of the anticipated high heat index as forecasted by PAGASA, each campus is likewise granted discretion to either adopt the proposed guidelines or issue alternative directives deemed appropriate to address prevailing conditions. The Office of the Student Regent and USG of each TUP Campus is yet to receive updates and consultations with the administration on this matter.
The USG acknowledges this decision, and see the good faith behind it. We appreciate the administrationโs efforts to coordinate and show compassion to the student body. However, we place on the record that it should have not taken this long. Data and Arguments are presented. Conditions were clear. Our students should have not had to absorb one more day of unnecessary risk before the institution acted.
