The Central Mindanao University Office of the Legal Counsel (OLC) recently conducted a two-day operational planning activity in Catarman, Camiguin, on August 9-10, 2026, bringing together the OLC team to assess its accomplishments, strengthen internal systems, and chart strategic directions responsive to the evolving legal needs of the University.
The planning activity focused on several key areas:
📌 𝑨𝒔𝒔𝒆𝒔𝒔𝒎𝒆𝒏𝒕 𝒐𝒇 𝒕𝒉𝒆 𝑶𝑳𝑪 𝑸𝒖𝒂𝒍𝒊𝒕𝒚 𝑶𝒃𝒋𝒆𝒄𝒕𝒊𝒗𝒆𝒔
The team assessed and evaluated the Office’s existing Quality Objectives (QOs), examining their implementation, relevance, and alignment with the broader institutional goals of Central Mindanao University. The exercise provided an opportunity to identify areas for improvement and establish more responsive and measurable directions for the Office.
📌 𝑺𝒕𝒓𝒆𝒏𝒈𝒕𝒉𝒆𝒏𝒊𝒏𝒈 𝒕𝒉𝒆 𝑯𝒂𝒏𝒅𝒍𝒊𝒏𝒈 𝒐𝒇 𝑨𝒅𝒎𝒊𝒏𝒊𝒔𝒕𝒓𝒂𝒕𝒊𝒗𝒆 𝑪𝒂𝒔𝒆𝒔
A significant part of the planning focused on strengthening the University’s system for handling administrative cases. The OLC is incorporating a more comprehensive framework for administrative proceedings into the proposed amendment of its Manual of Operations, with the objective of institutionalizing procedures that are clear, consistent, and legally sound.
The proposed framework will be aligned with the 2025 Rules on Administrative Cases in the Civil Service (RACCS) and other applicable Civil Service laws, rules, regulations, and jurisprudence, thereby providing the University with a more systematic mechanism for the proper handling, evaluation, and disposition of administrative matters.
📌 𝑭𝒊𝒏𝒂𝒍𝒊𝒛𝒂𝒕𝒊𝒐𝒏 𝒐𝒇 𝒕𝒉𝒆 𝑪𝑴𝑼 𝑳𝒆𝒈𝒂𝒍 𝑫𝒐𝒄𝒖𝒎𝒆𝒏𝒕 𝑴𝒂𝒏𝒂𝒈𝒆𝒎𝒆𝒏𝒕 𝑺𝒚𝒔𝒕𝒆𝒎
The Office also worked toward the finalization of the CMU Legal Document Management System, aimed at improving the organization, tracking, retrieval, safekeeping, and institutional continuity of legal documents handled by the OLC. This initiative is intended to strengthen document governance and ensure that critical legal records remain accessible, secure, and properly managed.

The planning likewise covered other matters relevant to the legal needs of CMU, including the continuous improvement of legal services, internal procedures, legal support mechanisms, policy development, and other concerns requiring the attention and intervention of the Office.
More than a planning activity, the two-day engagement served as an opportunity for the OLC to pause, assess, recalibrate, and move forward with greater clarity and purpose.
As CMU continues to grow and respond to increasingly complex institutional challenges, the Office of the University Legal Counsel remains committed to providing competent, responsive, strategic, and institutionally grounded legal services in support of the University’s mandate, governance, and pursuit of excellence.
