The Office of the University Legal Counsel of Central Mindanao University hereby informs all concerned offices and the general public that, pursuant to Memorandum No. 05-02 s. 2026 dated May 20, 2026, it shall resume the processing of notarial requests for qualified University documents, subject to strict evaluation, review, and approval by this Office, in accordance with applicable laws, rules, and University policies.

For this purpose, โ€œUniversity documentsโ€ shall refer to those directly connected with official University functions, operations, transactions, programs, or institutional interests, including but not limited to Memoranda of Agreement (MOAs), Memoranda of Understanding (MOUs), research and extension documents, and other similar official instruments as determined by the Office of the University Legal Counsel.

All requests for notarization shall undergo proper legal, procedural, and administrative assessment, and submission of documents shall not automatically guarantee approval or entitlement to notarial services.

The Office of the University Legal Counsel retains the sole authority to determine whether a document qualifies for notarization under this policy.

How does continuous learning strengthen public service and legal excellence?

The Office of the University Legal Counsel of Central Mindanao University continues to invest in professional growth and values-driven leadership through active participation in learning and development programs.

From May 12โ€“15, 2026, Madjos Elican and Ian Caesar Catayas successfully completed the VRP School of Statesmanship Paralegal Training Module 1 with the theme โ€œThe Making of a Statesman,โ€ conducted by the Council for the Restoration of Filipino Values at Villa Silvina Hotel and Restaurant, Baguio City.

The training focused on strengthening paralegal knowledge, leadership, ethical governance, and values-oriented public service, essential foundations in promoting integrity, accountability, and effective legal support within the institution and the community.

Learning is not only a professional responsibility, it is a commitment to better service.

The Office of the University Legal Counsel (OULC) presents its Monthly Accomplishment Report for April 2026.

The office remains committed to delivering timely and responsive legal services to the Central Mindanao University community. In total, 165 legal actions were processed during the month.

The efforts were focused across several key areas to ensure efficient legal support and service delivery:

Before becoming Atty. James M. Violon, there was a son carrying grief while trying to hold on to a dream.

During his second year in law school, he lost his father, a moment that changed everything. The pain of losing someone so important while enduring the pressures of law school became one of the hardest chapters of his life. There were days filled with uncertainty, exhaustion, and silent struggles that no classroom could ever prepare someone for.

For many, failure could have been the end of the story. But for him, it became the turning point. Instead of surrendering to disappointment, he transformed pain into purpose, grief into motivation, and failure into fuel to rise again.
