MSU GFPS Strengthens GAD Planning and Mainstreaming Capacity for GPB 2027
The Mindanao State University Gender and Development Focal Point System conducted the GFPS Secretariat and Technical Review Committee Capacity Building on 18–24 September 2026 at the City Garden Suites, Ermita, Manila, aimed at strengthening the capacity of its members in the review, consolidation, and submission of the GAD Plan and Budget 2027.
The workshop brought together the MSU GFPS Secretariat and Technical Review Committee to review and consolidate the GPB 2027 submissions of the different Colleges, Offices, and Units of MSU-Main Campus, as well as those of other campuses of the MSU System covered by the GAA of MSU Proper.
A significant component of the capacity-building activity was the assessment of the University's current level of GAD mainstreaming through the Gender Mainstreaming Evaluation Framework (GMEF), facilitated by Ms. Grace N. Mallorca-Bernabe, a Certified Member of the Philippine Commission on Women National GAD Resource Pool (NGRP).
The participants examined MSU's GAD mainstreaming efforts through the four GMEF Action Points: Policy; Programs, Activities and Projects (PAPs); People and Capacity Building; and Enabling Mechanism.
The GMEF assessment was undertaken through the active participation of representatives with relevant expertise in records and archiving; instruction, research and extension; budgeting; and capacity building. The results will serve as an important basis for identifying organization-focused GAD Programs, Activities and Projects for the GPB 2027.
The participants also underwent a workshop on the Harmonized Gender and Development Guidelines (HGDG) to strengthen their capacity to assess the gender-responsiveness of programs and projects and determine the GAD-attributable component of the University's budget, in support of the requirement under Republic Act No. 9710.
Ms. Bai Sophia Marohombsar-Macarambon also facilitated a session on contextualizing the GPB within the MSU institutional setting, emphasizing the importance of translating GAD planning principles and guidelines into gender-responsive interventions that reflect the University's distinctive mandate, organizational structure, programs, communities, and institutional realities.
The culminating output of the activity was the draft MSU GPB 2027, which was submitted on 24 September 2026 to Ms. Gabrielle Marigondon, PCW Technical Review Specialist assigned to MSU's submissions, for initial evaluation.
The capacity-building activity forms part of the continuing efforts of the MSU GFPS to strengthen the University's gender mainstreaming mechanisms and respond to the recommendations arising from the GAD AAPSI Report and the observations and recommendations of the Commission on Audit on GAD compliance.
