MPC, Catbalogan City Community College Sign MOU to Bolster Technical-Vocational Education

Marikina Polytechnic College and Catbalogan City Community College entered into a Memorandum of Understanding on September 17, 2026, at the Technology Business Incubator Conference Room. The partnership, signed during an institutional benchmarking visit themed "Learning, Sharing and Advancing Polytechnic," aims to elevate technical-vocational education, competency assessment, and faculty development.

MPC President Rene M. Colocar, stressed the important role that institutions play in supporting the community. He described the partnership as part of MPC's social responsibility to extend assistance to fellow public institutions, and directed that the agreement explicitly reflect the principle of complementarity so that it may serve as the legal basis for future extension services between the two colleges. Likewise, Pres. Colocar considered CCC College as an ‘adopted child of MPC,’ describing the collaboration as one where a national college extends support to a younger, local institution still building its foundations.

“I advised CCC College to build on its five existing academic programs by developing short-term, TESDA-aligned courses that form a seamless pathway toward its degree offerings, citing MPC's own experience of equipping faculty with National Certificates to qualify them as trainers and assessors. I also encouraged CCC College to pursue partnerships with funding agencies whose programs align with its institutional goals, and to identify and develop a distinct local industry, in the way Marikina is known for its shoe-making tradition, as a foundation for community-based training programs," President Colocar said, affirming MPC's commitment to sustaining the partnership.

📢 STAKEHOLDERS’ CONSULTATION AND INDUSTRY ADVISORY BOARD MEETING

The College of Engineering of Marikina Polytechnic College will conduct its Stakeholders’ Consultation and Industry Advisory Board Meeting on September 18, 2026, from 1:00 PM to 4:00 PM via Zoom.

The activity will bring together representatives from the academe, industry, alumni, students, and other stakeholders to provide valuable inputs toward strengthening the College Goals and BS Electronics Engineering curriculum, as well as fostering meaningful industry-academe collaboration.

Together, we continue to advance relevant, responsive, and quality engineering education through stakeholder engagement and continuous improvement.

In line with the Commission on Higher Education’s ACHIEVE agenda that aims to shape the higher education sector into a future-ready, globally-competitive sector, Dr. Ma. Arra Santos-Bava, Vice President for Institutional Advancement and Quality Assurance of Marikina Polytechnic College, has been chosen as one of the delegates for the Elevating Leadership and Institutional Capacity Towards Excellence in Philippine Higher Education (ELITE PHE) Program.

Organized by CHED in partnership with the Development Academy of the Philippines (DAP), the ELITE PHE program formally opened on September 7, 2026 at the DAP Conference Center in Tagaytay City. It brings together 87 participants such as state university and college presidents, vice-presidents, senior administrators, academicians, and board secretaries, to strengthen leadership and governance across the sector.

Specifically under the Leadership Development Program track, VP Santos-Bava is among a select group of 38 qualified senior leaders representing 28 SUCs. Admission to the LDP followed a competitive selection process, where applicants underwent a qualifying examination and panel interview.

CHED Chairperson Dr. Shirley C. Agrupis highlighted the importance of having assertive campus leadership to put those reforms into action. The Chairperson pointed out that while policies set direction, frameworks provide guidance, and resources enable implementation, institutional leaders remain responsible for making the crucial decisions that lead to real change under CHED’s ACHIEVE agenda, particularly its Centralized One Nation Human Capital Development Plan.

DAP Acting President and Chief Executive Officer Dr. Leocadio Sebastian welcomed the delegates, noting that the initiative aims to empower public university executives to guide institutional growth, drive innovation, and shape future-ready policies.

The ELITE PHE framework delivers targeted capacity-building through three specialized tracks, namely Leadership Development Program, Executive Leadership Program and Governance Strengthening for Effective SUC Oversight.

At the end of the training, participating education leaders will develop and present an institutional Higher Education Innovation and Transformative Plan for the advancement and modernization of their respective universities/colleges.
