MEET OUR SPEAKERS!

PLENARY SPEAKER: DR. MILTON NORMAN D. MEDINA

Dr. Milton Norman D. Medina is a full professor and head of the Tropical Genomics and Invertebrate Research (TROGENIR) Laboratory, University Research Complex (URESCOM) of the Davao Oriental State University (DOrSU), City of Mati, Philippines. He is also the President and co-founder of the Philippine Coleopterists Society Incorporated (PCSI), the first scientific organization devoted to the research and conservation of Philippine beetles. He is a member of the International Union for Conservation of Nature-Species Survival Commission (IUCN-SSC) for Philippine beetles. As a taxonomist, he has discovered and described two new genera of beetles, one species of damselfly, four species of flowering plants, and more than 110 new species of beetles. He has written 3 books, 2 book chapters, and over 120 scientific articles, mainly published in Scopus or Web-of-Science journals. His recent work is devoted to the systematics and conservation of Philippine beetles, particularly Tiger beetles and Long-horned beetles. He is currently a Research Associate at the California Academy of Sciences, California, USA, working on the systematics of Philippine Cerambycidae. He is also a Research Associate at the Philippine National Museum (PNM) Entomology Section, working on the taxonomy of Cerambycidae and Cicindelidae fauna. He is currently the editor-in-chief of the Asian Journal of Insect Science, and the first Filipino editor of Zootaxa, managing the beetle family Cerambycidae or longhorned beetles in the Pateartic, Ethiopian, and Oriental regions. He advocates for re-establishing the type collections of the Philippines for future reference especially for the Filipino scientific workers, and at the same time, training future coleopterists in the country.

The Regional Integrated Coastal Resource Management Center XI (RIC-XI), through Davao Oriental State University (DOrSU), in collaboration with the DORSU - BSES GreenPulse, successfully conducted an extension activity titled โ€œ๐‚๐ข๐ญ๐ฒ ๐จ๐Ÿ ๐Œ๐š๐ญ๐ขโ€™๐ฌ ๐‚๐ก๐š๐ซ๐ข๐ฌ๐ฆ๐š๐ญ๐ข๐œ ๐Œ๐š๐ซ๐ข๐ง๐ž ๐’๐ฉ๐ž๐œ๐ข๐ž๐ฌ: ๐€๐ง ๐ˆ๐ง๐Ÿ๐จ๐ซ๐ฆ๐š๐ญ๐ข๐จ๐ง, ๐„๐๐ฎ๐œ๐š๐ญ๐ข๐จ๐ง, ๐š๐ง๐ ๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐œ๐š๐ญ๐ข๐จ๐ง (๐ˆ๐„๐‚) ๐‚๐š๐ฆ๐ฉ๐š๐ข๐ ๐งโ€ on May 8, 2026, at Sitio Taganilao, Barangay Tamisan, City of Mati, Davao Oriental.

The activity aimed to promote environmental awareness, marine biodiversity conservation, and appreciation for some of the most iconic and ecologically important marine species found in the coastal waters of Mati City and neighboring marine ecosystems.
Participants of the activity were the Happy Fish Kids, who actively engaged in the educational discussions, interactive learning sessions, and awareness activities facilitated by the organizers. The campaign introduced the participants to the importance of protecting marine wildlife and coastal ecosystems through fun, informative, and community-centered learning approaches.

Among the featured charismatic marine species discussed during the campaign were the gentle Dugong (Sea Cow), the majestic Butanding (Whale Shark), the playful Lumod (Bottlenose Dolphin), and the beloved Pawikan (Sea Turtle). The campaign also emphasized the critical role of coral reefs as essential marine habitats that support biodiversity, fisheries, and coastal protection.

The IEC campaign highlighted the ecological importance of these marine species and addressed current environmental threats such as marine pollution, habitat destruction, unsustainable fishing practices, and climate-related impacts affecting coastal and marine ecosystems.

Through the collaborative efforts of RIC-XI, DOrSU, and BSES GreenPulse, the activity reinforced the importance of community participation and environmental education in fostering stewardship among the youth and coastal communities. By engaging children and local residents in conservation awareness activities, the organizers hope to inspire future advocates for marine biodiversity protection and sustainable coastal resource management.

The extension activity forms part of the continuing initiatives of DOrSU and its partner organizations in promoting environmental sustainability, marine conservation, and community-based coastal resource management throughout the region. The activity primarily aligns with the following United Nations Sustainable Development Goals (SDGs), particularly SDG 14: Life Below Water, SDG 13: Climate Action, SDG 4: Quality Education, SDG 15: Life on Land, and SDG 17: Partnerships for the Goals.

Davao Oriental State University (DOrSU) and the Municipality of Lupon formalized a partnership on May 18 at the Municipal Hall Conference Room to offer DOrSU external classes in the municipality, expanding access to quality tertiary education for local learners.
โ€‹
The memorandum of agreement was entered into by DOrSU, represented by University President Dr. Roy G. Ponce, and the Lupon local government unit, represented by Municipal Mayor Santos โ€œSonnyโ€ Alonzo Jr.
โ€‹
President Ponce said the initiative carries the universityโ€™s continuing vision of bringing higher education closer to communities beyond its main campus.
โ€‹
โ€œI would like to carry that vision also for Lupon. Four years from now, we will have our first batch of graduates,โ€ President Ponce said.
โ€‹
Under the agreement, DOrSU will administer the external classes in accordance with its charter, university policies, and national higher education regulations. The university will also offer academic programs subject to institutional capacity and approval of concerned regulatory bodies, recruit qualified faculty and staff, and manage academic, administrative, and fiscal operations.
โ€‹
Meanwhile, the Lupon LGU will provide a suitable site and facilities for the external classes and ensure the provision of a permanent university campus in Lupon appropriate for the courses to be offered. The agreement also positions the initiative as the initial phase of campus establishment, with a developmental pathway toward becoming an extension campus and eventually a full-fledged satellite campus.
โ€‹
President Ponce underscored the importance of local government support in sustaining access to higher education amid financial challenges faced by the university and its students.
โ€‹
โ€œWe are happy that LGUs are there together with us to provide access to our students,โ€ President Ponce said.
โ€‹
The municipal government will allocate, subject to the annual appropriations process of the Sangguniang Bayan, P2 million annually as subsidy for the operations of the DOrSU Lupon External Class until the campus becomes a regular campus with its own funding under the General Appropriations Act.
โ€‹
The LGU is also tasked to acquire a permanent site for DOrSU Lupon, fund the construction of initial buildings, and donate the land and facilities to the university in accordance with existing laws and auditing rules.
โ€‹
President Ponce said local government units with DOrSU campuses are fortunate as local chief executives have committed to supporting their own constituents.
โ€‹
โ€œWe commit to bring quality education to Lupon, and we thank LGU Lupon for providing this opportunity to Lupon and the neighboring communities,โ€ President Ponce added.
โ€‹
To guide the initiative, both parties will create a DOrSU-Lupon Advisory Council composed of representatives from the university, municipal government, students, parents, business sector, civil society organizations, and the academe.
โ€‹
The council will help in the physical development, fiscal policy, community support, and long-term development planning of the campus but will not exercise authority over DOrSUโ€™s academic, fiscal, or administrative decisions.
โ€‹
Anchored on DOrSUโ€™s Regenerative Futures niche, the initiative strengthens the universityโ€™s commitment to community-responsive education, local human resource development, and sustainable institutional growth.

The partnership also advances : Quality Education by widening access to inclusive, equitable, and locally responsive tertiary education, especially for learners who may otherwise face geographic or financial barriers to college education.

The study is being conducted under the supervision and guidance of the Regional Integrated Coastal Resource Management Center (RIC-XI) through DOrSU, led by Dr. Lea A. Jimenez. The collaboration reflects the shared commitment of academic and research institutions toward evidence-based coastal resource management, marine wildlife conservation, and the sustainable protection of coastal ecosystems.

Pujada Bay and the coastal embayments of Mayo continue to serve as important ecological landscapes for marine research due to their rich seagrass ecosystems and diverse marine life. Through initiatives such as this, DOrSU and RIC-XI reaffirm their dedication to fostering scientific partnerships and supporting research endeavors that contribute to the conservation of marine environments not only in the Philippines but also in the broader Southeast Asian region.
