The J.H. Cerilles State College (JHCSC) ROTC units from the Dumingag and Main campuses showcased exceptional discipline, precision, and operational excellence during the Annual Administrative and Tactical Inspection (RAATI) for School Year 2025โ2026, posting ๐จ๐ฏ๐๐ซ๐๐ฅ๐ฅ ๐ซ๐๐ญ๐ข๐ง๐ ๐ฌ ๐จ๐ ๐๐.๐๐ ๐ฉ๐๐ซ๐๐๐ง๐ญ ๐๐ง๐ ๐๐.๐๐ ๐ฉ๐๐ซ๐๐๐ง๐ญ, respectively, in one of the institutionโs strongest performances to date.
The two-day inspection was conducted on April 29, 2026, at the Dumingag Campus and on April 30, 2026, at the Main Campus, led by COL Ian Noel P. Ignes, MNSA (INF) PA, Assistant Division Commander for Reserve and Retiree Affairs, Infantry Division, Philippine Army, and RAATI Chairman, together with LTC Brendo C. Maglasang, GSC (INF) PA, Vice Chairman. The activity was supported by JHCSC President Dr. Edgardo H. Rosales and local government unit (LGU) representatives from participating municipalities.
The RAATI commenced at the Dumingag Campus under the leadership of ROTC Unit Commandant COL Lino L. Araya, Jr., ART (GSC) PA, with MSg Julito V. Mandac, Sr. PA (Res), and guidance from NSTP In-Charge Mr. Armando S. Buyco. The inspection was supported by Campus Director and Assistant Commandant LTC Moises Glenn G. Tanggalin, Ed.D. PA (Res), and LGU representation through Vice Mayor Hon. Edgardo G. Jamero on behalf of Mayor Hon. Gerry T. Paglinawan, with strong participation from faculty, staff, and students.
Demonstrating outstanding organization and efficiency, the Dumingag ROTC unit achieved perfect scores across all areas of general administration, including facilities, ROTC charts, records and reports, correspondence, unit briefing, compliance with the Internal Peace and Security Plan (IPSP), and unit accomplishments.
In tactical and field evaluations, the Dumingag cadets earned perfect marks in arrival honors and inspection in ranks, while posting 99.90 points in the ceremonial parade and 49.70 out of 50 points in close order drill. Their academic excellence was evident with a perfect 150 out of 150 in the comprehensive examination.
The unit also excelled in military stakes, achieving perfect scores in weapons handling, ambush scenario ex*****on, and first aid and basic life support, while recording 98.50 out of 100 in map reading. These performances culminated in an ๐จ๐ฏ๐๐ซ๐๐ฅ๐ฅ ๐ซ๐๐ญ๐ข๐ง๐ ๐จ๐ ๐๐.๐๐ ๐ฉ๐๐ซ๐๐๐ง๐ญ, an improvement from last yearโs 99.04 percent.
The inspection proceeded the following day at the Main Campus under the leadership of ROTC Unit Commandant MAJ Dave M. Barrot PA (Res), with guidance from NSTP In-Charge Mr. Wilson I. Calbi and support from Campus Director Dr. Trinidad C. Abapo, alongside LGU officials, including Mayor Hon. Ex D. Ocapan and Councilor Hon. Rosela Patigayon.
In her address, Dr. Abapo described the RAATI as a โground of reckoning,โ emphasizing discipline, leadership, and commitment, while stressing a mission-driven mindset and upholding excellence as the only standard. Mayor Ocapan highlighted the importance of integrity, courage, and dedication, noting that ROTC strengthens nationalism and community-oriented service among the youth.
The Main Campus ROTC unit delivered a standout performance, earning perfect scores in general administration and academic examinations, while recording 99.80 percent in the ceremonial parade and 49.80 points in close order drill, reflecting high levels of discipline and coordination.
In military stakes, the cadets achieved perfect scores across all categories, including 100 out of 100 in weapons proficiency, map reading, ambush scenario ex*****onโhighlighted by a perfect high-ground inspectionโand first aid and basic life support. The unit achieved an ๐จ๐ฏ๐๐ซ๐๐ฅ๐ฅ ๐ซ๐๐ญ๐ข๐ง๐ ๐จ๐ ๐๐.๐๐ ๐ฉ๐๐ซ๐๐๐ง๐ญ, a significant leap from last yearโs 95.59 percent, and matched the highest rating recorded by any ROTC unit in the region.
COL Ignes emphasized that the RAATI is designed to evaluate performance, discipline, and preparedness, underscoring that โunity is being testedโ and remains the core strength of every ROTC unit. He reiterated that the inspection is not a competition but an objective assessment and an opportunity for growth.
President Rosales expressed pride in the cadetsโ achievements, commended their dedication, and reaffirmed that ROTC plays a vital role in developing disciplined, responsible, and service-oriented Filipino citizens ready to contribute to national development.
The successful conduct of the RAATI and the exceptional performance of both campuses reaffirm JHCSCโs commitment to excellence in ROTC training, producing future leaders equipped with discipline, competence, and a deep sense of patriotism.
