As part of the operating procedures for Cebu Normal University’s newly converted regular campuses, the university submitted the Implementing Rules and Regulations (IRRs) to the University of the Philippines Office of the National Administrative Register (ONAR) on November 19.

Resolution No. 165, s. 2025 contains the IRR for the CNU-Medellin campus, which was officially recognized as a regular CNU campus through the enactment of Republic Act 12284 on September 7.

The formal recognition came after 17 years of operation of the CNU-Medellin campus.

Cebu Normal University proudly receives its Certificate of Registration from the Office of the National Administrative Register (ONAR), marking another milestone in our journey toward excellence in public service and higher education. 💛💜

📍Republic Act No. 12284, which converts the Cebu Normal University (CNU) extension campus in Medellin, Cebu, into a regular campus and provides funding for its operation, has reached a significant milestone with the release of the Draft Implementing Rules and Regulations (IRR). This draft serves as a comprehensive guide to ensure the proper ex*****on of the law’s provisions and to fulfill its intended objectives.

In line with this, we invite all stakeholders—including legal experts, educators, and concerned individuals—to further review the Draft IRR and provide comments, suggestions, or recommendations. The current version incorporates revisions based on the Stakeholders’ Forum held on October 9, 2025. Your feedback is essential to ensure that the IRR is clear, thorough, and consistent with the spirit and intent of R.A. No. 12284.

We encourage an open and collaborative review process to identify any gaps, address ambiguities, and strengthen the rules that will govern the establishment and operation of the new regular campus.

Your insights will play a vital role in shaping the final IRR, which will serve as a key reference for all stakeholders and implementing agencies. We sincerely look forward to your contributions toward a fair and effective implementation of the law.
