A dedicated educator and an inspiring leader whose legacy continues to live on in the lives he touched. ℕ𝔼𝕎𝕊 | On November 17, 2025, ᴅʀ. ᴄʀɪꜱᴛɪᴀɴ ʀᴇʏ ᴄ. ꜱᴇᴄᴏ of the Information Systems Institute, bearing the institute's commitment to community empowerment and youth development, has conducted a series of extension program visits across three partner schools in Nueva Ecija and Pangasinan. Each visit highlighted a unique project designed to uplift learners, strengthen school systems, and foster resilience among students.

The day began at 𝕌𝕞𝕚𝕟𝕘𝕒𝕟 ℂ𝕖𝕟𝕥𝕣𝕒𝕝 ℕ𝕒𝕥𝕚𝕠𝕟𝕒𝕝 ℍ𝕚𝕘𝕙 𝕊𝕔𝕙𝕠𝕠𝕝, where 𝒫𝓇𝑜𝒿𝑒𝒸𝓉 𝐻𝐸𝒜𝑅𝒯: 𝐻𝑜𝓁𝒾𝓈𝓉𝒾𝒸 𝐸𝓃𝑔𝒶𝑔𝑒𝓂𝑒𝓃𝓉 𝒶𝓃𝒹 𝒜𝓈𝓈𝒾𝓈𝓉𝒶𝓃𝒸𝑒 𝒻𝑜𝓇 𝑅𝑒𝓈𝒾𝓁𝒾𝑒𝓃𝓉 𝒯𝑒𝑒𝓃𝓈 was implemented. The program brought forward meaningful conversations and interactive activities centered on promoting emotional well-being, student support system, and delivery of ICT training/seminar. Through Project HEART, students were given a safe space to reflect and connect with peer and guidance counselors through the Peer Guidance and Counseling App.

Dr. Seco then traveled to 𝕊𝕒𝕟 ℝ𝕠𝕢𝕦𝕖 𝔼𝕝𝕖𝕞𝕖𝕟𝕥𝕒𝕣𝕪 𝕊𝕔𝕙𝕠𝕠𝕝 in Lupao, Nueva Ecija, the site of 𝒫𝓇𝑜𝒿𝑒𝒸𝓉 𝒮𝒶𝓃𝑅𝐼𝒮𝐸: 𝒮𝒶𝓃 𝑅𝑜𝓆𝓊𝑒 𝐸𝒮 𝒩𝑒𝓉𝓌𝑜𝓇𝓀 𝐼𝓃𝒻𝓇𝒶𝓈𝓉𝓇𝓊𝒸𝓉𝓊𝓇𝑒 𝒻𝑜𝓇 𝒮𝒸𝒽𝑜𝑜𝓁 𝐸𝓂𝓅𝑜𝓌𝑒𝓇𝓂𝑒𝓃𝓉. This initiative focuses on strengthening the school’s digital backbone—laying out network resources that empower teachers, streamline school operations, and open new opportunities for digital learning. During the visit, Dr. Seco worked closely with school personnel to assess the effects of recent devastation of Typhoon Uwan and ensure a smooth rollout of the infrastructure upgrades that SanRISE would assists to deliver.

The final stop was 𝕊𝕒𝕟 𝕁𝕠𝕤𝕖 ℂ𝕚𝕥𝕪 ℕ𝕒𝕥𝕚𝕠𝕟𝕒𝕝 ℍ𝕚𝕘𝕙 𝕊𝕔𝕙𝕠𝕠𝕝, where preparations are underway for the December 2025 full implementation of 𝒫𝓇𝑜𝒿𝑒𝒸𝓉 𝑀𝑜𝑜𝒹𝑀𝒶𝓅: 𝑀𝒶𝓅𝓅𝒾𝓃𝑔 𝐸𝓂𝑜𝓉𝒾𝑜𝓃𝒶𝓁 𝒯𝓇𝑒𝓃𝒹𝓈 𝒜𝓂𝑜𝓃𝑔 𝒮𝑒𝓃𝒾𝑜𝓇 𝐻𝒾𝑔𝒽 𝒮𝒸𝒽𝑜𝑜𝓁 𝒮𝓉𝓊𝒹𝑒𝓃𝓉𝓈. Through this project, the school aims to better understand students’ emotional patterns using a structured, technology-assisted system. Dr. Seco’s visit, as assisted by his Capstone Advisees, Mr. Sigmond Petralba and Mr. Teddy Baquiran Jr., focused on coordination, initial assessments, and aligning stakeholders for the upcoming implementation phase.

Across all three sites, Dr. Seco’s presence underscored CLSU’s dedication to fostering holistic, technology-driven, and community-centered development. The day’s visits reflected how thoughtful engagement, digital empowerment, and emotional wellness can come together to create stronger, more resilient learning communities.

LOOK | AACCUP Grants CLSU Highest Institutional Accreditation – Level IV

The Central Luzon State University (CLSU) has been officially granted Level IV Institutional Reaccredited Status, the highest possible recognition from the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP). This prestigious achievement positions CLSU among the top-tier universities in the country, signifying a commitment to national and global standards of academic excellence.

During the validation visit from July 1-4, 2025, a team of evaluators, led by Dr. Anthony Penaso and AACCUP Executive Director Dr. Milabel Enriquez-Ho, commended the university for its exceptional performance.

CLSU earned an outstanding overall score of 4.72 for its identified strengths and continuous improvements, which paved the way for this landmark accreditation.

The AACCUP evaluation rigorously assessed nine key areas: Governance and Management; Teaching, Learning, and Evaluation; Faculty and Staff; Research; Extension and Consultancy; Linkages; Support to Students; Library, Infrastructure, and Learning Resources; and Quality Assurance Culture, ensuring that every aspect of the university meets and exceeds national benchmarks for academic and operational excellence.

University President Dr. Evaristo A. Abella, expressed his gratitude towards the whole CLSU community for this achievement, especially the relentless effort of the faculty and staff from the preparation up to the actual onsite assessment.

“This achievement once again demonstrated the dedication of the entire CLSU community to achieve excellence. I am truly grateful to our faculty, staff, and everyone involved who are always ready to go above and beyond what is required to advance the stature of our beloved University and achieve greater heights and pivotal milestones such as this Level IV AACCUP institutional accreditation."

CLSU received its first Institutional Accreditation (IA) last 2011 with Level II status and now, after more than a decade, is re-accredited to Level IV.

This prestigious IA Level IV certification, which is valid for five years, solidifies CLSU’s standing as a world-class higher education institution.

Ang Unang Sigaw ng Nueva Ecija ay isang patunay na ang bawat boses, pagkakaroon ng paninindigan, at tapang ay maaring magbunga ng pagbabago hindi lamang sa ating lalawigan kundi maging sa buong Pilipinas.

Ipagmalaki na ikaw ay isang tubong Novo Ecijano at ang dugong Bayani ay nananalaytay sa iyong puso.
