This simple yet powerful idea captures the essence of the work done by Financial Management Services (FMS) at CLSU. Every project, every scholarship, every research initiativeโall rely on careful financial planning and ex*****on. But behind these transactions are people, working tirelessly to ensure that resources are not only available but are also managed wisely, fairly, and efficiently.
At the forefront of these financial operations is Ms. Jinky A. Parugrug, whose leadership ensures that CLSUโs finances align with its long-term goals. "Our role is to ensure that financial management is not a barrier but a bridgeโhelping CLSU fulfill its vision and responsibilities to its students, faculty, and stakeholders," says Ms. Parugrug.
The Financial Management Services (FMS) is composed of three key components: the Budget Office, the Cashierโs Office, and the Accounting Office, each playing a vital role in maintaining the university's financial stability.

Ms. Clarissa R. Valeriano, the Chief of the Budget Office, oversees the planning and monitoring of expenditures. Her team ensures that every peso aligns with the goals set by the university.

Handling day-to-day transactions, tuition collections, and fund releases is the Cashierโs Office, led by Ms. Angelina S. Vargas, and represented on the ground by Ms. Liza Sanchez, Acting Chief. This team ensures timely and accurate handling of cash inflow and outflowโserving both the university and its stakeholders with diligence and care.

On the other end of the process, the Accounting Officeโheaded by Mr. John Mark Tangonanโtakes charge of recording, verifying, and reporting the university's financial activities. Through detailed reports and compliance with government regulations, this office keeps the institution's financial picture clear and credible.

These external delays affect internal planning and require the team to remain adaptive while avoiding disruptions in university operations.
Perhaps the most taxing yet underappreciated challenge is ensuring understanding and cooperation from the university community. Explaining financial protocols to various stakeholders and enforcing policies can sometimes be met with resistance, requiring the FMS to not only be firm but also clear and patient in its communication.
