The King Sejong Institute (KSI) Muñoz team attended the inauguration ceremony of the facilities of the King Sejong Institute–Balanga City on May 20, 2026, held at the Bataan Peninsula State University (BPSU) Main Campus, City of Balanga, Bataan.

Representing KSI Muñoz during the event were Dr. Ravelina R. Velasco, CLSU Vice President for Academic Affairs and KSI Muñoz Director; Ms. Kim Suhyeon, Korean Language Teacher; Dr. Rea Mae C. Templonuevo, Local Staff and College of Fisheries Dean; Assoc. Prof. Kier G. Santiago, Local Staff; and Assoc. Prof. Junard A. Catabay, Support Staff and College of Fisheries Secretary.

The inauguration formally marked the opening of the new facilities of KSI Balanga City, strengthening cultural and educational exchanges between the Philippines and the Republic of Korea through Korean language and cultural education. The program featured messages from various university officials and representatives from the King Sejong Institute Foundation.

Among the key personalities present during the ceremony were Dr. Ruby B. Santos-Matibag, University President of BPSU; and Dr. Emmanuel C. Macaraeg, President of KSI-Balanga City.

The event concluded with the ribbon-cutting and blessing of the facility, symbolizing another milestone in advancing Korean language education and fostering stronger international academic partnerships.

Central Luzon State University (CLSU) and Sunchon National University (SCNU) are advancing plans to establish a joint research facility on the CLSU campus and to develop a dual degree program, following a successful collaboration meeting held on April 27, 2026.

This strategic engagement was made possible through SCNU's invitation and sponsorship, reflecting the strong commitment of both institutions to deepening academic cooperation.

Building on the success of the King Sejong Institute (KSI) Muñoz, this collaboration between CLSU and SCNU utilizes a transnational framework to drive knowledge exchange and elevate the global competitiveness of both institutions.

The CLSU delegation, led by Vice President for Academic Affairs Dr. Ravelina R. Velasco, included Acting Dean of the College of Agriculture Dr. Jayson J. Juan; Division Chief of Mobility and Intercultural Exchange and Head of the Office for Learning Outcomes and Innovation Dr. Emil F. Ubaldo; and Academic Affairs Program Secretary Asst. Prof. Patricia Anne M. Martinez. The delegation met with SCNU President Lee Byung-won and key university officials, including Dean of the International Affairs Office, Prof. Dr. Seo Kangseok; Dean of the Green Smart Farm School, Prof. Dr. Kim Hang-Hoon; and Research Professor, Dr. Pak Mijoon, to finalize the details of the collaboration.

The partnership forms part of SCNU’s participation in the South Korean government’s “Glocal University 30” project, underscoring a shared commitment to internationalization and academic mobility.

While both institutions are already aligning their resources to support these initiatives, full implementation will proceed upon completion of the required administrative formalities by both universities.

Dr. Ravelina R. Velasco, Vice President for Academic Affairs of Central Luzon State University (CLSU) and the newly designated Director of the King Sejong Institute Muñoz, CLSU, represented the university at the prestigious World Korean Educator Conference 2025 held at The Shilla Seoul, South Korea. The conference, organized by the King Sejong Institute Foundation (KSIF), brought together language education leaders and representatives from newly designated King Sejong Institutes (KSIs) worldwide.

With the theme “Korean Language Reaching the World, Educators Opening the Future,” the three-day conference featured formal ceremonies, keynote sessions, and immersive cultural experiences, underscoring the growing global reach of the Korean language and culture.

On July 21, Dr. Velasco—the lone Filipino delegate in the ceremony—took part in the official Designation Ceremony for 2025 Newly Designated King Sejong Institutes, marking a significant milestone as CLSU joins the global KSI network. The day’s program included welcome messages, an awards ceremony for outstanding KSIs, and a keynote address titled “Literacy and Korean Language Education in the Age of AI.” Dr. Velasco also participated in a roundtable session where new and outstanding KSI representatives shared best practices and insights on Korean language education.

To ensure smooth communication and engagement throughout the program, Korean-English liaison interpreters were assigned to each non-Korean speaking delegate, including Dr. Velasco.

Dr. Velasco’s attendance affirms CLSU’s strengthened commitment to global academic exchange, cultural diplomacy, and multilingual education through the newly established King Sejong Institute at CLSU, set to formally open in August 2025. This was made possible through CLSU’s strong academic partnership with Sunchon National University (SCNU) in South Korea.

The university extends its gratitude to the KSIF and partner institution SCNU for the opportunity to be part of this global initiative that celebrates education, culture, and connection.

⏮️ THROWBACK | First Zoom Meeting on King Sejong Institute Muñoz

On September 10, 2024, CLSU and Sunchon National University (SCNU), Korea held their first virtual discussion on establishing the SCNU–CLSU Collaborative King Sejong Institute.

The meeting was attended by SCNU professors Kangseok Seo and Jihyun Kim, together with Dr. Lovelia Mamuad, and CLSU officials and personnel led by Dr. Ravelina R. Velasco (VPAA), Dr. Jay C. Santos (Dean, CASS), Dr. Parsons N. Hail (Director, IAO), Dr. Mercedita M. Reyes (former Head, DEH), and Asst. Prof. Patricia Anne M. Martinez (Program Secretary).

The discussions focused on plans for the proposed institute, which aimed to promote Korean language and culture in the Philippines with support from the Korean government.

Through this initiative, CLSU looked forward to joining the network of Philippine universities hosting King Sejong Institutes — alongside those in Iloilo, Cebu, and Balanga.

CLSU and SCNU Hold Initial Talks on Sejong Institute Collaboration

Central Luzon State University (CLSU) took another step in its internationalization efforts by engaging in initial discussions with Sunchon National University (SCNU), Korea, on September 10, 2024, regarding the proposed establishment of the Sunchon National University-CLSU Collaborative Sejong Institute. The Zoom meeting was attended by Prof. Kangseok Seo and Prof. Jihyun Kim from SCNU, along with Dr. Lovelia Mamuad. Representing CLSU were Dr. Ravelina R. Velasco (Vice President for Academic Affairs), Dr. Jay C. Santos (Dean, College of Arts and Social Sciences), Dr. Parsons Hail (Director, International Affairs Office), Dr. Mercedita M. Reyes (Head of the Department of English and Humanities), and Ms. Patricia Anne M. Martinez (International Affairs Coordinator, College of Arts and Social Sciences).

As part of CLSU’s ongoing internationalization strategy, the agenda centered on the operation of the Sejong Institute, an educational organization that promotes the Korean language and culture worldwide. With the support of the Korean government, the Sejong Institute enables Korean universities and overseas institutions to collaborate in establishing language education centers abroad. The proposed collaboration would make CLSU one of the newest hosts of a Sejong Institute in the Philippines, following other locations in Iloilo, Cebu, and Balanga City.

The possible collaboration is through the network of the University President, Dr. Evaristo A. Abella.

This initiative reflects CLSU’s commitment to fostering cross-cultural exchange, expanding global academic networks, and enhancing language education for its students and the broader community.

The university continues to pursue international linkages and initiatives that promote academic excellence and global competitiveness.

He earned the highest GPA in his batch for the upcoming 35th Midyear Commencement Exercises of Central Luzon State University.

A candidate for graduation under the Bachelor of Science in Biology program, Mr. Mangahas’ academic excellence reflects the positive contribution of KSI Muñoz’s pilot implementation in supporting academically driven and globally oriented CLSU students.

In his message, Mr. Mangahas acknowledged Dr. Ravelina R. Velasco, Vice President for Academic Affairs and Director of KSI Muñoz, in relation to his recognition under the program.

The King Sejong Institute (KSI) Muñoz held its Completion Ceremony on December 19, 2025, recognizing the achievements of its first batch of learners who completed the Korean Language and Korean Culture programs.

A total of 15 learners completed the Korean Language course, while 10 learners successfully completed the Korean Culture course, marking a significant milestone in the pilot implementation of KSI Muñoz at Central Luzon State University.

The ceremony celebrated the learners’ dedication to developing Korean language proficiency and deepening their understanding of Korean culture, reflecting KSI Muñoz’s commitment to promoting cross-cultural exchange, global competence, and international education.

Among the completers, Mr. Russel Mangahas, a student of Central Luzon State University, emerged as Top 1 in the examination, demonstrating outstanding performance and active engagement throughout the program.

The Completion Ceremony also recognized the collaborative efforts of Central Luzon State University, Sunchon National University, and the King Sejong Institute Foundation, whose continued support made the successful delivery of the program possible.

A discussion on the formal operation of the King Sejong Institute (KSI) Muñoz, following its pilot implementation, was held at the KSI Conference Room on December 15, 2025.

The meeting was attended by Prof. Dr. Seo Kangseok, Dean of International Affairs and Education; Prof. Dr. Mijoon Pak, Research Professor from the same office; and Dr. Ravelina R.
