Dr. Ibarra was nominated during the 4th General Assembly of ADCER3, Inc. held on September 19, 2026, at Casa Nena, Holy Angel University, Angeles City, Pampanga. The members of the Executive Board subsequently convened through a Zoom meeting on September 23, 2026, where the new set of officers was elected.

Dr. Ibarra will serve a two-year term from September 24, 2026, to September 23, 2028, taking on the responsibility of leading an organization committed to bringing together academic leaders in advancing teacher education across Region 3.

At its core, ADCER3, Inc. seeks to provide assistance and strengthen collaboration among teacher education institutions—both public and private—in sustaining quality instruction throughout the region.

This election is a meaningful expression of the trust and confidence of fellow academic leaders in Dr. Ibarra’s experience, leadership, and commitment to teacher education. More than a recognition, it is an opportunity to serve a broader academic community and contribute to the continuing development of teacher education in Region 3.

We celebrate this milestone with immense pride and, above all, gratitude. May Dr. Ibarra’s term be guided by humility, purposeful collaboration, shared leadership, and a steadfast commitment to quality teacher education.

The Teacher Education Council (TEC) is taking a significant step toward shaping the future of teacher education in the Philippines through the Teacher Education Roadmap 2035 Caravan, a four-day national gathering held from September 22–25, 2026, at Saint Louis University in Baguio City.

Representing Central Luzon State University (CLSU) are Univ. Prof. Dr. Florante P. Ibarra, Dean of the College of Education; Dr. Edwin D. Ibañez, Chair of the Department of Science Education; Dr. Verjun J. Dilla, Chair of the Department of Early Childhood and Elementary Education; and Mr. Melvin S. Valdez, alongside Dr. Bernard Pantonilla of the Commission on Higher Education Regional Office III (CHEDRO III).

Anchored on Republic Act No. 11713, the caravan advances the TEC’s mandate to strengthen and continuously improve the quality of teacher education and the professional preparation of teachers and school leaders across the country.

Through Roadmap 2035, stakeholders come together to build a shared national vision for teacher education—one that recognizes teachers as more than facilitators of learning, but as professionals, leaders, and key contributors to resilient communities and a stronger Philippine education system.

The participation of the CED delegation reflects CLSU’s continuing commitment to professional development, meaningful collaboration, innovation, and excellence in teacher education.

Central Luzon State University (CLSU) and Pampanga State University (PSU) strengthened their commitment to advancing teacher education, research, innovation, and academic collaboration through the virtual ceremonial signing of a Memorandum of Agreement (MOA) for the National Research Conference on Teacher Education 2026.

Representing CLSU President Dr. Evaristo A. Abella, Dr. Florante P. Ibarra, Dean of the College of Education, led the University delegation, together with the College’s department chairs, during the virtual signing ceremony.

The MOA formalizes the partnership between the two institutions in preparation for the national conference, scheduled on October 22–23, 2026, at Pampanga State University, Bacolor, Pampanga.

Carrying the theme, “Advancing Teacher Quality Through Research, Innovation, and Transformative Education for Sustainable National Development,” the conference will bring together educators, researchers, faculty members, academic leaders, and other education stakeholders to share research, exchange knowledge, and explore innovative and transformative approaches to teacher education.

Beyond providing a venue for scholarly presentations, the conference seeks to foster meaningful academic dialogue and strengthen the translation of research into practices that can contribute to the continuous improvement of teacher preparation, professional practice, and educational outcomes.

The collaboration reflects CLSU’s continuing commitment to research-driven teacher education, innovation, and inter-institutional partnerships that create opportunities for knowledge exchange and collective action. Through initiatives such as this, higher education institutions can work together to generate research-informed strategies that respond to emerging challenges and help shape the future of the teaching profession.

The forthcoming conference is poised to serve as a significant platform for scholarly collaboration, research dissemination, and innovation in teacher education, advancing collective efforts toward improving teacher quality and transforming education for sustainable national development.

The College of Education (CED) convened its Management Committee (MANCOM) Meeting today, August 26, 2026, at the Accreditation Room, bringing together the college’s leadership team under the guidance of University Professor and College Dean Dr. Florante P. Ibarra, alongside the heads of the College’s various departments and key units.

The meeting centered on critical matters related to quality assurance, accreditation, and academic program development. Among the key agenda items were preparations for the Regional Quality Assessment Team (RQAT) for undergraduate programs, the application for Center of Excellence (COE), updates on General Education offerings for the second semester, and the BSED AUN-QA Progress Report.

Through collaborative leadership, strategic planning, and a shared commitment to continuous improvement, the CED continues to strengthen its academic programs and institutional practices. The meeting underscores the College’s sustained pursuit of quality, innovation, and excellence in teacher education, ensuring that its programs remain responsive to evolving educational standards and the needs of future educators.

The CLSU-College of Education (CLSU-CED) actively participated in the Online Learning Visit and Benchmarking Activity hosted by the Polytechnic University of the Philippines (PUP) in preparation for its ASEAN University Network–Quality Assurance (AUN-QA) Program Assessment.

Present during the meeting were the College of Education’s respective Key Area Leaders, spearheaded by the College Dean, University Professor Dr. Florante P. Ibarra, who led the College’s engagement in the benchmarking activity and the sharing of institutional practices.

The activity provided a valuable platform for exchanging experiences, practices, and insights on key areas of quality assurance, including institutional governance, Self-Assessment Report (SAR) preparation, outcomes-based education, curriculum alignment, assessment and evaluation, stakeholder engagement, evidence management, and continuous quality improvement.

Through this benchmarking engagement, the CLSU-CED further strengthened its commitment to academic excellence, innovation, collaboration, and continuous improvement. The exchange of best practices also provided meaningful insights into approaches that promote responsive, inclusive, and quality learning environments.

The initiative underscores the importance of institutional partnerships, responsible governance, evidence-based quality assurance, and continuous improvement in advancing educational excellence and creating meaningful learning opportunities for all.

Nueva Ecija University of Science and Technology (NEUST) mobilized a benchmarking activity at the Central Luzon State University (CLSU) in aligning the College of Education's academic framework with the standards of the ASEAN University Network-Quality Assurance (AUN-QA) certification, today.

The initiative featured the formal introduction of institutional delegations from both universities, followed by working sessions aimed at exchanging best practices. Delegates shared critical insights, institutional takeaways, and strategic roadmaps to successfully navigate the rigorous external evaluation process required for accreditation.

Leading the CLSU-College of Education contingent was Program In-Charge and Self-Assessment Report (SAR) Head, Dr. Joel M. Torres, along with key academic officials representing the eight core assessment areas: Dr. Elmer D. dela Rosa (Area 1: Expected Learning Outcomes), Dr. Leila M. The College of Education's CLTL-University Science High School (CLTL-USHS) proudly celebrates the publication of two scholarly research papers authored and co-authored by its faculty members, 𝗔𝘀𝘀𝘁. 𝗣𝗿𝗼𝗳. 𝗕𝗲𝗻𝗰𝗵 𝗚. 𝗙𝗮𝗯𝗿𝗼𝘀 and 𝗔𝘀𝘀𝘁. 𝗣𝗿𝗼𝗳. 𝗗𝗿. 𝗝𝗼𝘀𝗲𝗽𝗵 𝗔. 𝗩𝗶𝗹𝗹𝗮𝗿𝗮𝗺𝗮, in the 𝘊𝘰𝘮𝘮𝘶𝘯𝘪𝘤𝘢𝘵𝘪𝘰𝘯𝘴 𝘪𝘯 𝘊𝘰𝘮𝘱𝘶𝘵𝘦𝘳 𝘢𝘯𝘥 𝘐𝘯𝘧𝘰𝘳𝘮𝘢𝘵𝘪𝘰𝘯 𝘚𝘤𝘪𝘦𝘯𝘤𝘦 (𝘊𝘊𝘐𝘚), Volume 3106. These internationally published studies contribute to the growing body of knowledge on the educational implications of Generative Artificial Intelligence (GenAI), particularly its influence on student learning, academic performance, and perceptions of AI in higher education.
